Book excerpt: This research paper considers how Sri Lankan export farmers currently interact with agricultural knowledge resources and the factors that affect such access. Access to agricultural knowledge resources at the required time is important for farmers to achieve required growing standards. This is particularly important for farmers in Sri Lanka aiming to sell to export markets. Integration into export value chains can greatly benefit farmers. However in order to access global value chains farmers have to meet required standards. The Department of Agriculture (DOA) of Sri Lanka is currently in the process of implementing Good Agricultural Practices (GAP) standards which must be met by farmers intending to sell to certain export markets. Currently there are several ways in which farmers can access this information; verbally by talking to agricultural extension officers, by calling the 1920 crop advisory service run by the DOA, or by looking at print copies of the GAP standards maintained at the Department. However farmers access this information alongside many other sources, including traditional practices. This research looks at the factors that affect how selected export farmers in Sri Lanka are included in or excluded from agricultural information, and the factors that affect the ways in which they act on the information. Multiple sources of information are considered - both formal and informal. The research considers how different aspects of farmer identity affects the ability of the subjects to access the information. The study also looks at how farmers act when faced with conflicting information from different sources. How do farmers balance conflicting information and the role that trust in information sources plays is considered. This study is part of a larger action-research-based study in which farmers were given mobile phones with information about GAP standards. However, for the purposes of this research, the selected farmers have not been exposed to this intervention.

Book excerpt: Rice plays an important role in Myanmar's agricultural economy, livelihoods, and food security. The country possesses favourable conditions to enhance rice productivity, quality, and export opportunities across the value chain. Achieving this involves improving farm-level productivity, processing practices, and overall rice competitiveness. Effective strategies include adopting and expanding good agricultural practices (GAP) to enhance food safety and quality. Gaps in knowledge, access, and efficiency of inputs and services for rice were identified through a comprehensive GAP situational analysis. Validation was achieved through research, discussions with market actors and stakeholders as well as insights from FAO experts, and extensive data research.The objective of GAP dissemination involves a systematic, impact-oriented approach with stakeholder involvement. Context-specific information will be collected at the farmer's field. Capacity-building efforts involve lead farmer organizations, public–private partners, and value chain actors. The framework contains pre- and post-harvest practices tailored for small and medium farmers, supported by farmer organizations, sensitization, technical assistance, and market linkages. On-farm demonstrations, farmer field schools, training, and information and communications technology (ICT) tools supplement GAP promotion. User-friendly integrated pest management (IPM) handbooks and Farmer Field School (FFS) curricula complement the framework, guiding capacity-building efforts for farmers and GAP stakeholders to support and complement existing initiatives.

Book excerpt: Increased incidences of drought and water scarcity due to climate change is an important challenge facing Sri Lanka’s agricultural sector. Identifying farm practices that can reduce its adverse impacts on agricultural production and farmers’ livelihoods is a key policy objective in Sri Lanka. This paper makes use of household survey data collected in Anurādhapura District to evaluate the impacts of 11 drought adaptation practices adopted by farmers in the district. The impacts of the practices are estimated simultaneously along two dimensions: 1) impact on sensitivity to water stress (measured in terms of the probability of experiencing crop loss due to wilting) and 2) impact on household livelihood (measured in terms of total value of crops harvested and total gross household income). After accounting for a wide range of confounding factors, five practices are found to be associated with a reduced sensitivity to water stress. However, only two of these are simultaneously associated with a higher gross value of crops harvested, while none is associated with significant differences in household income relative to non-adopters. The reasons for this vary by practice, but are linked to opportunity costs of household labour and market weaknesses for crops other than rice. Making climate adaptation practices profitable is a key challenge faced by policy-makers and will require a holistic research and extension approach that is bundled with complementary support to market institutions, such as appropriate mechanization services, value chain support for other field crops and input supply systems.
