Book excerpt: "In a world that has become increasingly interconnected over the past decades - economically, politically, socially, and culturally - new challenges are posed to development. Since the 1980s, development has increasingly become interpreted in terms of increasing integration into the world economy. Export-oriented manufacturing became widely viewed as the surest recipe for realizing economic growth while reducing income inequality, and the role of foreign direct investments became increasingly important in development strategies worldwide. However, not every region, industry and social group managed to become successfully integrated into the world economy. In order to explain why these processes of economic restructuring have had such a differential impact, this study situates developments within a wider historical social and political context to establish how these processes of globalization are mediated at the regional and local level. The main object of study concerns the drastic socioeconomic transformation that has taken place in the state of Coahuila - situated in the northeast of Mexico, bordering the United States - over the past three decades. In particular since the start of NAFTA in 1994, Coahuila has become one of Mexico's most successful export-oriented manufacturing states, most importantly as a result of the large number of foreign direct investments it received. However, the effects of these developments have been unevenly distributed among its sub-regions, while questions must also be raised about its ability to contribute to sustained, long-term growth with equity. Transnationalization increases liberation and/or emancipation from place because social relations overcome physical space and local, regional and national boundaries. It reviews the history of the Mercosur and identifies the results achieved by the bloc, as well as the causes of difficulties and the reasons for stalemates over nearly 30 years of its existence. The authors identify the complex interrelation between domestic and foreign factors that have shaped Brazilian foreign policy. From 1991 onwards, relations between Latin American countries have changed while the Mercosur developed from a free trade area to a customs union. While intrabloc trade grew, there were huge difficulties in the form of regional institutional affirmation and cooperation. This history is of the utmost importance to understanding regionalism and politics in Latin America. Book excerpt: Latin America and the Caribbean (LAC) is a unique region, with a sharply changing political and ideological orientation from a “left turn” to a “right curve", which means it is difficult to build stable and predictable international relations with the region. At the beginning of the 21st century, we witnessed a sharp increase in interest in LAC from extra-regional powers that, due to historical, cultural, and geographical factors, traditionally did not have strong ties with the region. The 2020s is a time of competitive and systemic rivalry, when the value of each individual partnership, union, or alliance is increasing. In this regard, this wave of interest in LAC is not caused by a desire to expand trade and investment presence, but by the desire of new actors in the Americas to use the region to gain greater global geopolitical influence. This book addresses the question: What role do extra-regional actors—the US, China, the EU, and Russia—play in the new system of international relations formed in LAC at the beginning of the 21st century? Book excerpt: This book is the outcome of a South-South conference jointly organized by the Asian Political and International Studies Association (APISA), the Latin American Council of Social Sciences (CLACSO) and the Council for the Development of Social Science Research in Africa (CODESRIA) in Dakar, Senegal, May 2012. The conference was organised in response to the financial crisis of 2008 which started in the United States and Europe, with reverberating effects on a global scale. Economic problems emanating from such crises usually leave major social and structural impacts on important sectors of the society internationally. They affect living standards and constrain the well-being of people, especially in poor countries. Persistent problems include high unemployment, increased debt and low growth in developed countries, as well as greater difficulties in accessing finance for investment in the developing world. There is a need for countries in the South to examine the available options for appropriate national and regional responses to the different problems emanating from the economic crisis. This book attempts to provide ideas on some strategic responses to the disastrous impact of the crisis, while keeping in mind the global common interest of the South. It is hoped that the book will contribute significantly towards the agenda to rethink development and the quest for alternative paradigms for a just, stable and equitable global political, economic and social system. A system in which Africa, Asia, and Latin America are emancipated from the shackles of hegemonic and anachronistic neoliberal dictates that have nothing more to offer than crises, vulnerabilities and dependency.
