Book excerpt: Increasingly, local food markets supplied by small farmers are being replaced by global supply chains (GSCs) dominated by lead retailers, most of them based in developed countries. Workers employed by suppliers often work in low-paid, insecure, and only semi-skilled jobs. To stimulate improvements in participant firm productivity, thereby promoting decent work, it is important to understand the salient features and dynamics of food GSCs, including how these are governed. This research has focused on food GSCs, particularly with regard to the Asia-Pacific region, and has found these supply chains to be extended, heterogeneous, and sensitive to consumer safety concerns. While participation in GSCs offers the potential for social and economic upgrading, in practice there is little evidence of this occurring. Case studies of four lead retailers highlight a preoccupation with mitigating reputational risk arising from food quality failures and, to a lesser extent, risks arising from suppliers’ sub-standard labour and environmental practices. Risks are mitigated through lead retailer enforcement of process standards regarding food quality and private regulation of first-tier suppliers, often based on third-party certification and auditing for labour and environmental standards. The report concludes by considering the implications of these and related findings for the ILO Decent Work Agenda. The focus is on public interventions designed to facilitate improved standards, and participation by stakeholders in the design and regulation of such interventions.

Book excerpt: Pacific Island Countries have been shown to be especially vulnerable to such external influences as natural disasters, political unrest and downturns in the global economy and their tourism industries have been notably affected. In particular, they typically have a narrow resource base and a fragile and often vulnerable natural environment. While there is some research on islands and small states, there is a dearth of information on the South Pacific and very little research is being undertaken in the region compared to other geographical regions in the world. This volume brings together current work in Pacific Island tourism. In this collection, three main themes arise: Images of the South Pacific; Socio-economic Impacts of Tourism; and Pacific Island Countries and the Outside World. The first focus is on the question of image, namely, stereotypes of a destination held by tourists and potential tourists, the extent to which residents, for their part, really welcome visitors, and the role tourism might play in changing pre-established images. The second theme is tourism's impacts, notably the economic and socio-cultural effects of international tourism's intrusion in the region which, though often hotly debated, have attracted relatively little empirical research. The third focus is on the challenges of how PICs articulate with their external geo-political and physical environment. These involve existing relations with formal colonial centres, geographical isolation, the need for greater air access to the outside world and for more tourists, and the continuing threat to several PICs of global warming, which increased air travel will inevitably exacerbate. This text will be of interest to tourism students, researchers and academics in the fields of tourism, development studies and cultural studies.

Based on the two-dimensional fragmentation model developed by Fukunari Kimura and Mitsuyo Ando, this paper traces the evolution of global supply chains in the region and elucidates the policy measures that are needed to support and sustain such supply chains. East Asian countries have voluntarily adopted these policy measures since the mid-1980s, but there remains the need to adopt additional policy measures to develop and sustain the global supply chains in the region. FTAs, notably high-standard and broad-based regional or mega-FTAs, are the appropriate means to achieve this objective, because they cover many of the policy measures that are needed for the development of global supply chains. This paper presents the TPP and the RCEP as the two most promising candidates for such FTAs, and argues that Japan is in a position to pursue the aforementioned objective by transplanting the high standard discipline of the TPP into the RCEP.
