Book excerpt: "Strategic integration and global synchronization in the face of today's transregional, multi-domain, and multi-functional conflicts is paramount to meet the challenges of the future. For the past 30 years, the Goldwater-Nichols Act (GNA) has pushed transformation across the Department of Defense (DOD) and facilitated the development of a Joint force. However, the GNA no longer supports today's Warfighter in a trans-regional, multi-domain, and multi-functional global security environment. Russia, China, Iran, North Korea, the Islamic State of Iraq and Syria (ISIS), and other violent extremist organizations (VEO) are all aware of the U.S. competitive advantages in waging modern warfare. These actors intend to utilize an asymmetric approach to reduce and degrade the U.S. ability to collectively integrate and aggregate across all the components of the military force and whole-of-government domains and functions. Defense experts are now calling this military competition short of traditional armed conflict. This thesis will focus on reform of the GNA, including analysis in the following key areas: 1) traditional use of authorities under the Goldwater-Nichols legislation; 2) potential options for defense reform; 3) implementation and effectiveness of past defense reform proposals; 4) proposed new Joint Staff structure; and 5) implementation of the new structure within the Joint Operating Environment (JOE). Empowering the Joint Staff, under law, to act in the capacity of a General Staff with all authorities and responsibilities under U.S. code will more effectively enable strategic integration and global synchronization in the DOD and foster a whole-of -government approach to combat global instability in tomorrow's global security environments. The contributions blend historical, ideational, cultural and structural explanatory factors to analyze the trajectories of military reform in Indonesia and Nigeria, two major regional powers that share many structural commonalities. In the tradition of the literature on security sector reform (SSR), the book not only scrutinizes executive initiatives toward military reform, but also provides ample coverage of societal actors. Findings show that while military reform is stagnating in both countries, societal forces ought to be taken into account more as major driving forces in explaining military reform. Several chapters study how legislatures, non-governmental organizations and the civilian defence epistemic community contribute to the transformation of military institutions. The last part of the book tackles another aspect rarely studied in the literature on military reform, namely, the role of militias in military reform.

It also reflects the political dynamics of the forthcoming elections in Russia. The key new developments are: * Setting clear parameters and timing for radical Command and Control (C&C) transformation, including abandoning the Military Districts, transferring control to the operational commands and strategic "directions" (i.e., strategic areas) in 2010-15:* Establishing a joint headquarters for special purpose forces;* Reforming military intelligence;* Adjusting Russia's new nuclear posture;* Reforming the defense industry and opening doors for private investments; and,* Establishing new forms of civil control over the military (increasing presidential influence).Russia's political establishment, in setting a goal of reforming the defense system by introducing transparency, accountability, and civilian control over the military, is concentrating its efforts on sustaining and modernizing nuclear strategic forces and creating robust counterterrorist special-purpose forces. These are judged to be the initial and essential tools for responding to both global and regional/local security challenges. We are attempting to shape the environment with the commitment of limited resources in order to strengthen new democracies. Shaping the environment in Latin America may prevent the U.S. from needing to respond in the future with a greater commitment of resources. Given the history of Latin American military involvement in politics, democracies cannot survive without military support. Reform of the defense establishments of these transition states is the primary way for the Department of Defense to encourage such support. This paper examines the effectiveness of this strategy within the U.S. Southern Command. It concludes that U.S. military engagement can contribute to democratically obedient armed forces in the region.
