Book excerpt: A roadmap for US military innovation based on the Navy’s history of success through civilian-military collaborations The US military must continually adapt to evolving technologies, shifting adversaries, and a changing social environment for its personnel. In American Defense Reform, Dave Oliver and Anand Toprani use US naval history as a guide for leading successful change in the Pentagon. American Defense Reform provides a historical analysis of the Navy during four key periods of disruptive transformation: the 1940s Revolt of the Admirals, the McNamara Revolution in systems analysis, the fallout from the Vietnam War, and the end of the Cold War. The authors draw insights from historical documents, previously unpublished interviews from four-star admirals, and Oliver’s own experiences as a senior naval officer and defense industry executive. They show that Congress alone cannot effectively create change and reveal barriers to applying the experience of the private sector to the public sector Ultimately, Oliver and Toprani show that change can only come from a collaborative effort between civilians, the military, and industry, each making vital contributions. American Defense Reform provides insights and practical recommendations essential to reforming national defense to meet future demands.

Book excerpt: "Strategic integration and global synchronization in the face of today's transregional, multi-domain, and multi-functional conflicts is paramount to meet the challenges of the future. For the past 30 years, the Goldwater-Nichols Act (GNA) has pushed transformation across the Department of Defense (DOD) and facilitated the development of a Joint force. However, the GNA no longer supports today's Warfighter in a trans-regional, multi-domain, and multi-functional global security environment. Russia, China, Iran, North Korea, the Islamic State of Iraq and Syria (ISIS), and other violent extremist organizations (VEO) are all aware of the U.S. competitive advantages in waging modern warfare. These actors intend to utilize an asymmetric approach to reduce and degrade the U.S. ability to collectively integrate and aggregate across all the components of the military force and whole-of-government domains and functions. Defense experts are now calling this military competition short of traditional armed conflict. This thesis will focus on reform of the GNA, including analysis in the following key areas: 1) traditional use of authorities under the Goldwater-Nichols legislation; 2) potential options for defense reform; 3) implementation and effectiveness of past defense reform proposals; 4) proposed new Joint Staff structure; and 5) implementation of the new structure within the Joint Operating Environment (JOE). Empowering the Joint Staff, under law, to act in the capacity of a General Staff with all authorities and responsibilities under U.S. code will more effectively enable strategic integration and global synchronization in the DOD and foster a whole-of -government approach to combat global instability in tomorrow's global security environments. "--Abstract.

Available in PDF, EPUB and Kindle. Book excerpt: This volume seeks to explain why democratization and military reforms stagnate in newly democratizing countries. The contributions blend historical, ideational, cultural and structural explanatory factors to analyze the trajectories of military reform in Indonesia and Nigeria, two major regional powers that share many structural commonalities. In the tradition of the literature on security sector reform (SSR), the book not only scrutinizes executive initiatives toward military reform, but also provides ample coverage of societal actors. Findings show that while military reform is stagnating in both countries, societal forces ought to be taken into account more as major driving forces in explaining military reform. Several chapters study how legislatures, non-governmental organizations and the civilian defence epistemic community contribute to the transformation of military institutions. The last part of the book tackles another aspect rarely studied in the literature on military reform, namely, the role of militias in military reform.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an accessible overview of US defense politics for upper-level students. This new edition has been fully updated and revised, with a new chapter on veterans and new material on topics such as cyberwarfare and lobbying. Analyzing the ways in which the United States prepares for war, the authors demonstrate how political and organizational interests determine US defense policy and warn against over-emphasis on planning, centralization, and technocracy. Emphasizing the process of defense policy-making rather than just the outcomes of that process, US Defense Politics departs from the traditional style of many other textbooks. Designed to help students understand the practical side of American national security policy, the book examines the following key themes: US grand strategy; who joins America's military; how and why weapons are bought; the management of defense; public attitudes toward the military and casualties; the roles of the president and the Congress in controlling the military; the effects of 9/11 and the Global War on Terror on security policy, homeland security, government reorganizations, and intra- and inter-service relations. The third edition will be essential reading for students of US defense politics, national security policy, and homeland security, and highly recommended for students of US foreign policy, public policy, and public administration.

Book excerpt: The current international system of institutions and governance groups is proving inadequate to meet many of today's most important challenges, such as terrorism, poverty, nuclear proliferation, financial integration, and climate change. The International Monetary Fund, World Bank, and UN were founded after World War II, and their structures of voting power and representation have become obsolete, no longer reflecting today's balance of economic and political power. This insightful book examines how to make such institutions more responsive and effective. Institutional reform is critically needed but currently in stalemate. A new push is needed from powerful nations acting together through a reformed and enlarged G-8 that includes emerging economies, such as China and India. Global challenges demand integrated approaches, with greater coordination among international institutions. Global Governance Reform argues that without reconstituting the Group of 8 summit into a larger, more representative group of leaders, with a new mandate to provide strategic guidance to the system of international institutions, the world will fall further behind in addressing global challenges. The path to global reform is defined by the need to act in coordinated ways on summit and institutional reform, and this book lights the way.

Book excerpt: The Russian government has demonstrated a serious intention to address the issue of defense reform and modernize the military. Russia's defense reform is being implemented now, though it is far from being complete. The pace of the reforms and the sequence of measures needing to be taken have been adjusted to the fast-moving political and economic environment. The present stage of the reform process is a transitional phase to radical systemic changes in defense posture planned for 2011-15. It also reflects the political dynamics of the forthcoming elections in Russia. The key new developments are: * Setting clear parameters and timing for radical Command and Control (C&C) transformation, including abandoning the Military Districts, transferring control to the operational commands and strategic "directions" (i.e., strategic areas) in 2010-15:* Establishing a joint headquarters for special purpose forces;* Reforming military intelligence;* Adjusting Russia's new nuclear posture;* Reforming the defense industry and opening doors for private investments; and,* Establishing new forms of civil control over the military (increasing presidential influence).Russia's political establishment, in setting a goal of reforming the defense system by introducing transparency, accountability, and civilian control over the military, is concentrating its efforts on sustaining and modernizing nuclear strategic forces and creating robust counterterrorist special-purpose forces. These are judged to be the initial and essential tools for responding to both global and regional/local security challenges. Training is increasing, changes are being introduced to command and control and mobilization policy across the defense and security sectors, and new weapons systems are coming on line. Modernization of Russia's defense and security establishment is considered to be one of the primary national development programs. The business community is expected to join the government's efforts in funding this process, especially the procurement programs. This monograph attempts to describe the framework and current patterns of Russia's defense reform.

Book excerpt: This new textbook seeks to explain how US defense and national security policy is formulated and conducted. The focus is on the role of the President, Congress, political partisans, defense industries, lobbies, science, the media, and interest groups, including the military itself, in shaping policies. It examines the following key themes: US grand strategy; who joins America's military; how and why weapons are bought; the management of defense; public attitudes toward the military and casualties; the roles of the President and the Congress in controlling the military; the effects of 9/11 on security policy, homeland security, government reorganizations, and intra- and inter-service relations. The book shows how political and organizational interests determine US defense policy, and warns against the introduction of centralising reforms. In emphasizing the process of defense policy-making, rather than just the outcomes of that process, this book signals a departure from the style of many existing textbooks.

It demonstrates how domestic material factors were of crucial importance in shaping the pace and outcome of reform, despite the impact of 'international structure' and pressure from the EU and NATO.

Book excerpt: To capture the defense reform debate surrounding the proper application of high technology in military systems, this study focuses on tactical aircraft, an area epitomizing cutting-edge technology. Air combat history is revisited (including the 1991 Persian Gulf War) to confirm, reject, or qualify positions advocating certain technologies in tactical aviation. Emphasis is placed on enduring combat ideas and aircraft design principles. The interaction between mission requirements, inventory composition, and aircraft design is discussed to illustrate the dynamics of constrained choice that enters acquisition decisions. The relevance of reform arguments in the post-Cold War era is assessed, including the impact of political and economic constraints on future force-mix options, the shift from NATO-centered contingencies to Third World Low Intensity Conflict (LIC), and the threat of conventional arms proliferation.

We are attempting to shape the environment with the commitment of limited resources in order to strengthen new democracies. Shaping the environment in Latin America may prevent the U.S. from needing to respond in the future with a greater commitment of resources. Given the history of Latin American military involvement in politics, democracies cannot survive without military support. Reform of the defense establishments of these transition states is the primary way for the Department of Defense to encourage such support. This paper examines the effectiveness of this strategy within the U.S. Southern Command. It concludes that U.S. military engagement can contribute to democratically obedient armed forces in the region.
