Book excerpt: The Global Geodetic Observing System (GGOS) has been established by the Int- national Association of Geodesy (IAG) in order to integrate the three fundamental areas of geodesy, so as to monitor geodetic parameters and their temporal varia- ?9 tions, in a global reference frame with a target relative accuracy of 10 or b- ter. These areas, often called ‘pillars’, deal with the determination and evolution of (a) the Earth’s geometry (topography, bathymetry, ice surface, sea level), (b) the Earth’s rotation and orientation (polar motion, rotation rate, nutation, etc. ), and (c) the Earth’s gravity eld (gravity, geoid). Therefore, Earth Observation on a global scale is at the heart of GGOS’s activities, which contributes to Global Change - search through the monitoring, as well as the modeling, of dynamic Earth processes such as, for example, mass and angular momentum exchanges, mass transport and ocean circulation, and changes in sea, land and ice surfaces. To achieve such an - bitious goal, GGOS relies on an integrated network of current and future terrestrial, airborne and satellite systems and technologies. These include: various positioning, navigation, remote sensing and dedicated gravity and altimetry satellite missions; global ground networks of VLBI, SLR, DORIS, GNSS and absolute and relative gravity stations; and airborne gravity, mapping and remote sensing systems.

Book excerpt: The Global Ocean Observing System is a study by the Ocean Studies Board intended to provide information and advice to federal agencies (the U.S. GOOS Interagency ad hoc Working Group) to help define and implement an effective, affordable, and customer-based U.S. contribution to GOOS. In particular, the committee was asked to provide advice to U.S. agencies regarding a practical concept for GOOS, identify potential applications and users of GOOS during the next 3 to 5 years and beyond, recommend appropriate roles for industry and academia in GOOS, and prioritize observational and infrastructure activities that should be undertaken or continued by the United States in its initial commitments to GOOS. In response to its charge, the committee reviewed the status of GOOS planning and implementation at both the national and international levels, invited presentations by relevant federal agencies and members of the private sector, and examined the range of potential uses and benefits of products derived from information to be collected by GOOS. Finally, the committee drew upon this information and its own expertise to develop a number of recommendations intended to help move the implementation of GOOS forward.

Book excerpt: A global ocean observing system for the physical climate system, comprising both in situ and satellite components, was conceived largely at the Ocean Observations conference in St. Raphael. France, in October 1999. It was recognized that adequate information was not available on the state of the world ocean or its regional variations to address a range of important societal needs. Subsequent work by the marine carbon community and others in the ocean science and operational communities led to an agreed international plan described in the Global Climate Observing System (GCOS) Implementation Plan (GCOS-92, 2004). This foundation observing system was designed to meet climate requirements, but also supports weather prediction, global and coastal ocean prediction, marine hazard warning systems, transportation, marine environment and ecosystem monitoring, and naval applications. Here, we describe efforts made to reach the goals set out in the international plan. Thanks to these efforts, most of the ice-free ocean above 2000-miles is now being observed systematically for the first time, and a global repeat hydrographic survey and selected transport measurements supplement these networks. The system is both integrated and composite. It depends upon in situ and satellite networks that measure the same variable using different sensors. In this way, optimum use is made of all available platforms and sensors to maximize coverage and attain maximum accuracy. The biggest challenge for the greater oceanographic community -- including both research and operational components -- will be demonstrating impacts and benefits sufficient to justify the funds needed to complete the observing system, as well as to sustain its funding for the long term.
