Book excerpt: Environmental flows (EF) are an important component of Goal 6 (the ‘water goal’) of the Sustainable Development Goals (SDGs). Yet, many countries still do not have well-defined criteria on how to define EF. In this study, we bring together the International Water Management Institute’s (IWMI’s) expertise and previous research in this area to develop a new methodology to quantify EF at a global scale. EF are developed for grids (0.1 degree spatial resolution) for different levels of health (defined as environmental management classes [EMCs]) of river sections. Additionally, EF have been separated into surface water and groundwater components, which also helps in developing sustainable groundwater abstraction (SGWA) limits. An online tool has been developed to calculate EF and SGWA in any area of interest.

These data are necessary for calculation of the SDG 6.4.2 indicator on water stress, for which countries are required to submit information to FAO who is custodian of this SDG indicator. The guidelines provide a minimum standard method, principally based on the Global Environmental Flows Information System (GEFIS) , which is accessible via http://eflows.iwmi.org, and is the approach that will be used to generate the country EF data that will make up the global 6.4.2 report. Countries that have more comprehensive and accurate EF data will be able to make use of that data when checking the global dataset produced by FAO and also to add additional details to their Voluntary National report on SDG 6.4.2.

Water is among the top 5 global risks in terms of impacts, which would be far reaching beyond socio-economic challenges, impacting livelihoods and wellbeing of the people. As freshwater resources and population densities are unevenly distributed across the world, some regions and countries are already water scarce. Water scarcity is expected to intensify in regions like the Middle East and North Africa (MENA), which has 6% of the global population, but only 1% of the world’s freshwater resources. Climate change adds to this complexity as it is leading to rainfall uncertainty and extended droughts periods, mostly in arid areas. Increasing water scarcity is now recognized as a major cause of conflict, social unrest and migration and at the same time water is increasingly considered as an instrument for international cooperation to achieve sustainable development. Tapping and assessing sustainably every available option in water-scarce areas is needed as pressure continues to build on limited water resources. The stark fact is that conventional water provisioning approaches relying on snowfall, rainfall and river runoff are not enough to meet growing freshwater demand in water-scarce areas. Water-scarce countries need a radical re-think of water resource planning and management that includes the creative exploitation of a growing set of viable but unconventional water resources for food production, livelihoods, ecosystems, climate change adaption, and sustainable development. Unconventional water resources are generated as a by-product of specialized processes; need suitable pre-use treatment; require pertinent on-farm management when used for irrigation; or result from a special technology to collect/access water.

Book excerpt: Accessibility to clean and sufficient water resources for agriculture is key in feeding the steadily increasing world population in a sustainable manner. Nature-Based Solutions (NBS) offer a promising contribution to enhance availability and quality of water for productive purposes and human consumption, while simultaneously striving to preserve the integrity and intrinsic value of the ecosystems. Implementing successful NBS for water management, however, is not an easy task, since many ecosystems are already severely degraded and exploited beyond their regenerative capacity. Furthermore, ecosystems are large and complex and the many stakeholders involved may have conflicting interests. Hence, implementation of NBS requires a structured and comprehensive approach that starts with the valuation of the services provided by the ecosystem. The whole set of use and non-use values, in monetary terms, provides a factual basis to guide the implementation of NBS, which is ideally based on transdisciplinary principles, i.e. complemented with scientific and case-specific knowledge of the ecosystem in an adaptive decision-making process that involves the relevant stakeholders. This discussion paper evaluated twenty-one NBS case studies using a non-representative sample, to learn from successful and failed experiences and to identify possible causalities among factors that characterize the implementation of NBS. The case studies give a minor role to valuation of ecosystem services, an area for which the literature is still developing guidance. Less successful water management projects tend to suffer from inadequate factual and scientific basis and uncoordinated or insufficient stakeholder involvement and lack of long term planning. Successful case studies point to satisfactory understanding of the functioning of ecosystems and importance of multi-stakeholder platforms, well-identified funding schemes, realistic monitoring and evaluation systems and endurance of its promoters.

Book excerpt: This report is the presentation of the methodology applied in Italy to spatially disaggregate the computation of the level of water stress from the national to the subnational scale (SDG indicator 6.4.2). Compared to the national assessment, which results in a low level of water stress in the country, the spatial disaggregation of the indicator by the hydrological unit highlighted the presence of basins affected by water stress exceeding 60 per cent (district of the Po river basin). The analysis was performed considering the long-term average of the available fresh water resources calculated on different reference periods (1951-2020, 1961-90, 1991-2020), and this put in evidence the impact of climate change on the level of water stress. This report is part of the series SDG 6.4 MONITORING SUSTAINABLE USE OF WATER RESOURCES PAPERS that collects all the achievements on SDG 6.4. The study was implemented by the Italian Institute for Environmental Protection and Research (ISPRA), responsible for the model and data used to assess the total renewable freshwater resources, and the Italian National Institute of Statistics (ISTAT), which has provided the methodology and the official statistics related to water withdrawals by economic sector (Agriculture, Services, and Industry). The study is the outcome of an agreement between FAO and ISPRA under the Integrated Monitoring Initiative for SDG 6 (IMI-SDG6), designed to produce a map of Italy showing the SDG indicator 6.4.2 “Level of water stress: freshwater withdrawal as a proportion of available freshwater resources” disaggregated at river basin district level. Engineered dams and distribution networks brought large benefits to farmers and cities, but now the water systems face multiple challenges, above all climate change, reservoir siltation, and decreased water flows. Unchecked, they will see reduced food production and endanger the economic livelihood of basin populations. The authors suggest how to respond to these challenges without loss of food production, drinking water, or environmental health. The analysis of the political, hydrological, and environmental conditions within each basin gives policymakers, engineers, and researchers interested in the water/sustainability nexus a better understanding of engineered rivers in arid lands.
