Book excerpt: In 2012, the UK introduced the ‘Preventing Sexual Violence Initiative’. This work examines whether it is actually possible to prevent sexual violence being employed as a weapon of war against women, men and children. It assesses existing prevention strategies, uses Daesh as a case study – to illustrate the limitations of the current approaches – and considers additional measures. The author concludes that it is possible to prevent sexual violence in war, provided that all appropriate measures are harnessed and adapted to the specific circumstances of each conflict. It will, though, require improvements to existing strategies, the use of additional prevention measures, more resources and long-term engagement of all actors. This volume was awarded the 2017 first prize in EuroISME’s annual best thesis contest. Im Jahr 2012 führte das Vereinigte Königreich die “Initiative zur Verhütung von sexueller Gewalt” ein. Diese Arbeit wurde mit dem ersten Preis des Jahres 2017 im EuroISME-Wettbewerb für die beste Abschlussarbeit in Militärethik ausgezeichnet. En 2012, le Royaume-Uni présente l’Initiative de Prévention de la Violence Sexuelle (PSVI). Cet ouvrage étudie la possibilité d’empêcher que la violence sexuelle ne soit utilisée comme arme de guerre contre les femmes, les hommes et les enfants, évalue les approches préventives existantes, prend Daech comme sujet d’étude de cas pour montrer les limites que présentent les approches actuelles, et considère des mesures supplémentaires. Ce travail conclut qu’il est possible d’empêcher l’usage de violence sexuelle en situation de conflit, pourvu que toutes les mesures adéquates soient exploitées et adaptées aux spécificités de chaque conflit. Des améliorations aux stratégies existantes, l’utilisation de mesures de prévention supplémentaires, davantage de ressources et un engagement à long terme de tous les acteurs seront cependant nécessaires. Ce mémoire a reçu le premier prix de l’année 2017 du concours annuel d’EuroISME pour le meilleur mémoire universitaire en éthique militaire.

As the Cold War continued, Austria's policy of neutrality helped make this small country into an important mediator of East-West differences, and neutrality became a crucial part of Austria's postwar identity. In the post-Cold War era Austrian neutrality seems to demand redefinition. The work addresses such issues as what neutrality means when Austria's neighbors are joining NATO? What is the difference between Austrian neutrality in 1955 and 2000? In remaining apart from NATO, do Austrian elites risk their nation's national security? Is Austria a "free rider," too stingy to contribute to Western defense? Has the neutralist mentalit become such a crucial part of Austrian postwar identity that its abandonment will threaten civil society? These questions are addressed in this latest in the prestigious Contemporary Austrian Studies series. The volume emerged from the Wittgenstein Research Center project on "Discourse, Politics, and Identity," an interdisciplinary investigation of the meaning of Austrian neutrality. The first two chapters analyze the current meaning of Austrian neutrality. Karin Liebhart records narrative interviews with former presidents Rudolf Kirchschlger and Kurt Waldheim, both central political actors present at the creation and implementation of Austria's postwar neutrality. This volume offers some answers through the case study of the relationship between two quite different states during the Cold War era - Austria, a small neutral country, and the United States, the reigning superpower. The authors challenge naive notions of cultural diffusion that posit the submission of small "peripheral" areas to the dictates of hegemonic powers at the "core." "Americanization" has no doubt taken place since 1945; however, local forces crucially shaped this process, and Austrian elites enjoyed considerable leeway in pursuing "Austrian" political objectives. On the other hand, with the expulsion of Vienna's cultural and intellectual elite after the Anschluß, the United States, more than any othercountry, became heir to the rich cultural legacy of "Vienna 1900," which profoundly shaped politics and culture in both its "high" and popular forms in postwar America. The relationship climaxed and came full circle with the unfolding of the Waldheim affair, which forced Americans and Austrians to reinterpret the meaning of the Nazi era for their own history in a confrontation with the "other."

Emancipation through Muscles redresses this balance by analyzing the pertinence of sports to such issues as race, ethnicity, and gender in Jewish history and by examining the role of modern sport within European Jewry. The accomplishments of Jews in the intellectual arena and their notable presence among Nobel Prize recipients have often overshadowed their achievements in sports. The pursuit of sports among Jews in Europe was never a marginal phenomenon, however.
