A obra, além de se destinar ao público geral, objetiva a difusão dos estudos acadêmicos propagados e incentivados pela União dos Vereadores do Rio Grande do Sul – UVERGS, onde os organizadores atuam à construção de uma administração pública ética e eficaz, seja por seu Presidente, seja pelos seus docentes colaboradores. Contemporaneamente, atitudes e instituições forjadas ao longo dos séculos estão em crise, submetendo-se cotidianamente a teses em busca do progresso social. Estas tensões se apresentam nos mais diversos campos, seja social, econômico, moral, educacional, ambiental, etc. A superação destes desafios impõe ao poder público, em especial ao poder local, em grande parte do território nacional, o único contato entre Estado e Sociedade, práticas fundamentais, estruturadas sob a aura Constitucional Contemporânea, vistas a seguir. Não basta a adoção dos valores intrínsecos aos novos desafios: justiça, inclusão, democracia, solidariedade, diversidade e pluralidade. Ao poder municipal cabe dar concretude ao novo, como ocorre na consecução dos direitos fundamentais, conforme abordado ao longo da obra. Os objetivos estabelecidos pela Constituição Cidadã terão que ser alcançados sob um contexto de escassez de recursos, sejam financeiros, materiais ou humanos. Se assim não for, transcender-se-á ao caos, atingindo a completa desordem institucional do Estado brasileiro e os governos perderão a legitimidade pela incapacidade de articular respostas às demandas da sociedade, vindo literalmente a falir. Para adquirir novas capacidades necessárias à sua sobrevivência, é importante que o Estado saiba, ou comece a constatar, que se torna indispensável potencializar estes recursos. Esta potencialidade não está, entretanto, simplesmente dada, mas necessita ser realizada, libertada, desenvolvida. O núcleo vital da pessoa humana encontra-se, em grande parte, aprisionado, condicionado à formação tradicional, pela inflexibilidade que submete a papéis fixos, e pelas práticas gerenciais que cerceiam a criatividade. É por este motivo que se buscou o caráter interdisciplinar ao livro, não se esgotando em aspectos jurídicos, mas tratando de aspectos administrativos, pois de nada valeria ao seu propósito, se fossem apresentados valores exclusivamente teóricos, sem lhes dar aplicação prática. O ponto alto deste trabalho é o de ser uma reflexão conceitual e prática a respeito de caminhos possíveis para o desenvolvimento político essencial ao trato de temas atuais na Administração Pública, em especial a Municipal. Por fim, não obstante as lacunas que possa apresentar, este é um fruto resultante de pesquisas que objetivaram subsidiar elementos de aplicação que certamente terá resultados no campo da gestão pública.

Civil society plays a role in exposing corruption as well as in communicating the needs of low-income residents to officials. Neither the institutions of representative democracy nor the presence of civil society, however, appears to automatically guarantee adoption of social benefits for the poor. Can democratic institutions be created to address social challenges? Scholars, development practitioners, donors, and activists propose participatory governance institutions as mechanisms to create accountability and responsiveness through a public forum incorporating civil society. To date, however, little comparative research exists to confirm whether these institutions do influence adoption of social policies. Maureen M. Donaghy remedies this gap by combining data from Brazil’s 5,564 municipalities with extensive fieldwork from five Brazilian cities to test whether participatory municipal housing councils are associated with an increase in adoption of social housing programs to benefit the poor. Housing represents an issue of critical importance in Brazil and other developing countries where large populations reside in informal settlements in unsafe and insecure conditions. Civil Society and Participatory Governance is the first book of its kind to move the conversation beyond budgeting to other social policy areas, providing fresh theoretical and empirical insights to demonstrate that participatory governance institutions are effective mechanisms to coordinate government officials and civil society to alter policy-making.
