Book excerpt: Excerpt from Germany in Travail In the summer of 1920 Amherst College granted me a leave of absence until January, 1921, to go to Germany and attempt to analyse the state of mind in which the Germans were facing the conditions and problems resulting from defeat and the revolution. As chance would have it, the summer and fall of 1920 were unusually opportune for such a study. The logic of events culminating in the conference at Spa had finally made the Germans begin to realize the extent of their defeat and of their obligations. An ever greater number were beginning to see the futility of wilful blindness or resentment, and coming to the conclusion that it was better to face conditions and seek a way of meeting them. Also the mere economic situation did not seem as hopeless to the Germans as it does today. Work was beginning to be generally resumed. The mark had depreciated until its value was about two cents, but compensation for most grades of work and returns on most varieties of investments had risen in proportion to the mark's fall. The purchasing value of the mark within Germany was then only a shade above its actual value on the world market. The entire social fabric seemed to be organizing itself upon a basis approximating the actual economic condition of the country. Everything below the surface, to be sure, politics and the whole spiritual life of the country, was as chaotic as it is today. Passage of the law confirmed the French government’s willing collaboration in providing the Nazi regime with French manpower to replace German workers sent to fight in the war. The result was the deportation of 600,000 young Frenchmen to Germany, where they worked under the harshest conditions. Elie Poulard was one of the Frenchmen forced into labor by the Vichy government. Translated by his brother Jean V. Poulard, Elie’s memoir vividly captures the lives of a largely unrecognized group of people who suffered under the Nazis. He describes in great detail his ordeal at different work sites in the Ruhr region, the horrors that he witnessed, and the few Germans who were good to him. Through this account of one eyewitness on the ground, we gain a vivid picture of Allied bombing in the western part of Germany and its contribution to the gradual collapse and capitulation of Germany at the end of the war. Throughout his ordeal, Elie's Catholic faith, good humor, and perseverance sustained him. Little has been published in French or English about the use of foreign workers by the Nazi regime and their fate. The Poulards’ book makes an important contribution to the historiography of World War II, with its firsthand account of what foreign workers endured when they were sent to Nazi Germany. The memoir concludes with an explanation of the ongoing controversy in France over the opposition to the title Déporté du Travail, which those who experienced this forced deportation, like Elie, gave themselves after the war.

But even though this doctrine was ideologically adhered to by most of the Serb leaders in Croatia and Bosnia, disunity characterized Serb politics during the Yugoslav disintegration and war. Nationalism was contested and nationalist claims to homogeneity did not reflect the reality of Serb politics. This book provides a comprehensive analysis of Serb politics and challenges widespread assumptions regarding the Yugoslav conflict and war. It finds that although Slobodan Milosevic played a highly significant role, he was not always able to control the local Serb leaders. Moreover, it adds to the emerging evidence of the lack of importance of popular attitudes; hardline dominance was generally based on the control of economic and coercive resources rather than on elites successfully "playing the ethnic card." It moves beyond an assumption of automatic ethnic outbidding and thus contributes toward a better understanding of intra-ethnic rivalry in other cases such as Israel/Palestine, Northern Ireland, Nagorno-Karabakh and Rwanda.
