McDonald, in December 1935. The book relates the history of the first stage of refugees from Germany through the prism of McDonald and the High Commission. It analyses the factors that shaped the Commission's formation, the undertakings the Commission embarked upon and its eventual failure owing to external complications. The League of Nations and the Refugees from Nazi Germany argues that, in spite of the Commission's failure, the refugees from Nazi Germany and the High Commission's work mark a turn in conceptions of international humanitarian responsibilities when a state defies standards of proper behaviour towards its citizens. From this point on, it was no longer considered sufficient or acceptable for states to respect the sovereign rights of another if the rights of citizens were being violated. Greg Burgess discusses this idea, amongst others, in detail as part of what is a crucial volume for all scholars and students of Nazi Germany, the Holocaust and modern Jewish history.

Founded in January 1912, the League promoted the intensification of German militarism and the cultivation of German nationalism. As the last and second largest of the patriotic societies to emerge after 1890, the League led the campaign for army expansion in 1912 and 1913, and against the growing influence of socialism and pacifism within Germany. Attempting to harness popular and nationalist sentiment against the government's foreign and domestic policies by preying on Germans' fears of defeat and socialism, the League contributed to the polarization of German society and aggravated the international tensions which culminated in the Great War. Coetzee combines an analysis of the League's principal personalities and policies with an exploration of the inner workings of local and regional branches, arguing that rather than having served solely as a barometer of populist nationalist sentiment, the League also reflected the machinations of men of education and prominence who believed that an unresponsive German government had stifled their own careers, dealt ineffectually with the prospect of domestic unrest, and squandered the nation's military superiority over its European rivals.

This sudden transition to a post-colonial nation left the men and women invested in German imperialism to rebuild their status on the international stage. Remnants of an earlier era, these Kolonialdeutsche (Colonial Germans) exploited any opportunities they could to recover, renovate, and market their understandings of German and European colonial aims in order to reestablish themselves as "experts" and "fellow civilizers" in discourses on nationalism and imperialism. Revenants of the German Empire: Colonial Germans, Imperialism, and the League of Nations tracks the difficulties this diverse group of Colonial Germans encountered while they adjusted to their new circumstances, as repatriates to Weimar Germany or as subjects of the War's victors in the new African Mandates. Faced with novel systems of international law, Colonial Germans re-situated their notions of imperial power and group identity to fit in a world of colonial empires that were not their own. Book excerpt: Prior to the outbreak of World War II, nearly forty thousand German Catholics were involved in the German Catholic Peace League, a movement that caused many people in various countries to seriously reconsider the dimension of pacifism in their faith. During the course of the War, however, many of these same German Catholics raised no serious objection to serving in Germany's armies or swearing allegiance to Adolph Hitler. First published in 1962, German Catholics and Hitler's Wars created a furor, ultimately causing a serious reevaluation of church-state relationships and, in particular, of the morality of war. This work began as an attempt to understand the demise of the German Catholic Peace League. But because of various factors, including the destruction of vital records, Gordon C. Zahn began to consider the behavior of German Catholics in general and the evidence of their almost total conformity to the war demands of the Nazi regime. Using sociological analysis, he argues convincingly for the existence of a super-effective system of social controls, and of a selection between the competing values of Catholicism and nationalism. Although Zahn never speculates, conclusions are inescapable, chief among them that the traditional Catholic doctrine of the "just war" has ceased to be operative for Catholics in the modern world.
