J. Krai, of the research division of the Bureau. This report takes up the question of the foreign trade of Germany where " German Foreign-Trade Organization," Miscellaneous Series No. 57, issued in 1917, left off. It discusses industrial and commercial conditions in Germany since the outbreak of the war, covering the manufacturing industries, the supplies of raw materials, the development of substitute materials, labor, combination and syndication of industry, and present markets. It contains some information concerning transportation conditions, the railroads, rivers and canals, and ocean shipping. This report also touches briefly on some of the broader subjects of Germany's commercial aims in going to war, and aspirations and preparations for the period after the war. Whereas in the previous report, "German Foreign-Trade Organization," detailed statistical and other information was given concerning the export trade, in the present report special attention is devoted to the subject of raw materials and the import trade. There are many topics here touched on which suggest the possibilities of future detailed treatment and very extensive research; for example, such topics as the effect of the war on the merchant shipping of Germany, and the extent of the loss to the German export trade by liquidation of German concerns in foreign countries. The facilities for such research and detailed treatment are not now available. It is realized that some of the topics discussed are treated m a fragmentary fashion, and that the discussion of some topics, such as plans and preparations for the future, are little more than a reproduction of the published views of some of the German economists and other men in public life. No apology is needed for the presentation of the material in its present form. Mr. Snow and Mr. Krai have followed such important newspapers, periodicals, and books published in Germany and all the other European countries as have been available in the Department. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.
