Book excerpt: Excerpt from The Cameralists: The Pioneers of German Social Polity Like its predecessor in this series, Adam Smith and Modern Sociology, the present book is a mere fragment. It deals with a single factor of the social process in the German States. It finds this factor already effective in 1555. It does not attempt to trace each link in the chain of continuity from that date. It reviews the most important seventeenth-century writers in the line of sequence, but the emphasis of the book falls in the eighteenth century. I have carefully excluded the problem of relations between this literary factor and other social elements, and I have purposely refrained from estimating its ratio of importance among the formative forces of the period. Conclusions of that order must come from a larger synthesis, for which the present study supplies merely a detail. To justify my belief that the labor which this book cost was well spent, it would be necessary to prove first, that Americans have much to gain from better understanding of the Germans; and second, that just appreciation of the present social system of the Germans is impossible for Americans unless they are willing to trace it historically. These propositions must be left, however, without the support of argument, merely as the author's profession of faith. To readers of English only, cameralism is virtually a lost chapter in the history of the social sciences. Although everything now belonging to German polity has a part of its heredity in that type of social theory, not every reputable student of the social sciences in America could correctly define the term, and few could name more than one or two writers to whom it is properly applied. Even to the scientist devoted to the subject the name stands for a problem rather than for an achieved solution. The problem is, moreover, so involved, and it presents so many phases and reduces itself into so many subsidiary problems, that each sociologist addresses himself to a different phase of the whole, a different set of subsidiary problems involved in the total solution; and, as a rule, each is inclined to describe the study of sociology as being just the particular kind of work in which he is absorbed. An extreme illustration of this is the remark of a German scholar, already famous for contributions to the subject which he has embodied in lectures and articles. This man, on being asked what he regarded as the most important sociological books in the German language, answered: There are no books in the German language on sociology as I conceive it. One who surveys the various and contrasting beginnings that have thus far been made is ready to appreciate the words with which Professor Fairbanks begins his Introduction to S ociology' Sociology is the name applied to a rather inchoate mass of materials which embodies our knowledge about society. That this mass of materials includes much that is of great practi cal importance, and that in connection with it there have been developed already some broadening and illuminating points of view, is beyond question. But these points of view are not only independent, but largely isolated and unrelated, and these mate rials are presented in a multiplicity of unreconciled half-systems. The time for complete systematizing is not yet. Is it therefore necessary for the student to plunge at random into the tangle, and wander in confusion; or may he hope to form some approximation to a general concept of the field of sociology? As school-children drawing maps, we were taught to use con struction lines. A few salient points were located, and these were connected by lines which indicated vaguely the outline of the country to be studied. From these points the pencil began to trace the intricate windings of the shore, and with reference to these lines it located rivers, mountains, and cities. The student of soci ology cannot yet lay down a chart of the continent he explores, but he may attempt to form some general conceptions, to discern and state some truths with far-reaching implications, that will serve, like construction lines, to facilitate his progress toward the more accurate tracing of the outlines of this realm, and the com pleter discovery Of its particulars. Book excerpt: Excerpt from Essays on the Sociology of Knowledge When Karl Mannheim died early in 1947 in his fifty-third year, he left a number of unpublished manuscripts in varying stages of completion. At the invitation of Dr. Julia Mannheim, the authors widow and life-long collaborator, I assisted in setting up an editorial team selected from Mannheim's friends and former students, for the purpose of making at least part of that material available for publication. Furthermore, we felt that Mannheim's German writings had retained their full significance and ought to be reproduced in a form accessible to the English-speaking public. In all those decisions we were guided by the conviction that not only do the ideas laid down in these writings form an essential key to the full understanding of Mannheim's work, but they contain a most important and topical contribution to social theory as well as an impetus for social action. The present volume is the sequel to Freedom, Power, and Democratic Planning, which was published in 1950. It contains six essays which Mannheim wrote and published in German scientific magazines between 1923 and 1929: elaborations of one dominant theme, the Sociology of Knowledge, which at the same time represents one of Mannheim's main contributions to sociological theory. During the fifteen years since Mannheim's Ideology and Utopia was first published in this country, the Sociology of Knowledge has moved into the centre of discussion among sociologists and philosophers. The ideas laid down in this new volume should greatly help in clarifying the important issues. The task of translating and editing the German text was performed by Dr. Paul Kecskemeti, Research Associate of the Rand Corporation, Santa Monica, California. He has also contributed an introduction on the history of the problem, and on the treatment it received at successive stages of Mannheim's work.
