However, in comparison with its EU and NATO partners, Germany has been reticent to transform its military to meet the challenges of the contemporary security environment. Until 2003 territorial defence rather than crisis-management remained the armed forces' core role and the Bundeswehr continues to retain conscription. The book argues that 'strategic culture' provides only a partial explanation of German military reform. It demonstrates how domestic material factors were of crucial importance in shaping the pace and outcome of reform, despite the impact of 'international structure' and adaptational pressures from the EU and NATO. The domestic politics of base closures, ramifications for social policy, financial restrictions consequent upon German unification and commitment to EMU's Stability and Growth Pact were critical in determining the outcome of reform. The study also draws out the important role of policy leaders in the political management of reform as entrepreneurs, brokers or veto players, shifting the focus in German leadership studies away from a preoccupation with the Chancellor to the role of ministerial and administrative leadership within the core executive. Finally, the book contributes to our understanding of the Europeanization of the German political system, arguing that policy leaders played a key role in 'uploading' and 'downloading' processes to and from the EU and that Defence Ministers used 'Atlanticization' and 'Europeanization' in the interests of their domestic political agendas.

This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. This book adds to ongoing theoretical debates in International Political Sociology and Critical Security Studies and will be required reading for all scholars working in these areas.

Book excerpt: The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.

It feared Arab governments might retaliate against such an acknowledgement of their political foe by recognizing Communist East Germany-West Germany's own nemesis-as an independent state, and in doing so confirm Germany's division. Even though the goal of national unification was far more important to German policymakers than full reconciliation with Israel in the aftermath of the Holocaust, in 1965 the Bonn government eventually did agree to commence diplomatic relations with Jerusalem. This was due, the author argues, to grassroots intervention in high-level politics. Students, the media, trade unions, and others pushed for reconciliation with Israel rather than the pursuit of German unification. For the first time, this book provides an in-depth look at the role society played in shaping Germany's relations with Israel. Today, German society continues to reject anti-Semitism, but is increasingly prepared to criticize Israeli policies, especially in the Palestinian territories. While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. The chapters in this book were originally published as a special issue of German Politics.
