Bonneville Power Administration commissioned this study to quantify such impacts as part of regional confirmation work recommended by the Northwest Power Planning Council and its advisors. Harney County was chosen as it has both identified resources and industry interest. Geothermal energy is defined as the heat of the earth. For purposes of this study, geothermal energy is heat capable of economically generating electricity (using available technology). That translates to steam or hot water over 300°F. Local economic impacts include direct, indirect, and induced changes in the local economy. Direct economic impacts result from the costs of plant development, construction, and operation. Indirect impacts result from household and local government purchases. Induced impacts result from continued respending as goods and services to support the households and local governments are purchased. Employment impacts of geothermal development follow a pattern similar to the economic impacts. The workers associated with plant development bring their families to the area. Additional labor is required to provide support services for the new population. Local government services must also increase to support the new community growth and the geothermal plant itself. These changes yield indirect and induced employment impacts associated with the geothermal plant.

Book excerpt: The objective of this report is to identify the impediments to geothermal energy commercialization in Oregon, and to evaluate the potential for incentives to accelerate such commercialization. For purposes of the report, commercialization is defined to include the public or private development of resources for heat pump use, direct-use, and electrical generation. The stipulated approach of the report was an extensive impediment and incentive literature search. In addition, a baseline of data was compiled to describe Oregon's present commercialization status, as well as that of surrounding Western states. Finally, a series of informal surveys and interviews were conducted to characterize the geothermal development climate in Oregon, according to perceived impediments and recommended incentives. The informal surveys and interviews included the following respondents: 8 large energy companies; 7 public utility companies; 15 industrial users and trade groups; 10 small resource development companies, 3 national lending institutions; 24 Oregon local government officials; 51 lay citizens; a professional geothermal panel composed of a geologist, engineer, economist, and attorney; and 8 previous Oregon tax-credit users.
