Book excerpt: In today's knowledge-based economy, issues concerning equitable access to telecommunication services and their quality remain an important public policy focus. Wireline broadband Internet brings a significant expense of installation and maintenance, especially in less densely populated rural and remote areas. The rural, sparsely populated areas of southern Illinois are considered the broadband periphery and are underserved in terms of equitable access to high speed Internet. This study explores utilizing Geographic Information Systems (GIS) as a tool to identify relevant local obstructions ("clutter") in the development of a more reliable, cost effective metrics for the deployment of wireless towers. After performing extensive quality control on tower coordinates obtained from the Federal Communications Commission (FCC), which were only 47% accurate, a spatial model to represent and analyze wireless broadband infrastructure and demand in the twenty-one county southern Illinois study region was developed. The key factors extracted for wireless broadband propagation are the land cover surrounding the tower, elevation and slope of the terrain, and tower height. Geographically weighted regression analysis was used to determine typical characteristics of users of wireless technology, with income, age, and education having the most significant effect. According to Census data for the year 2000, 33,910 of the 174,959 households in southern Illinois have poor or no wireless coverage. Based on the results of the study and policy recommendations, wireless broadband technologies are viable solutions to help bridge the broadband gap in southern Illinois and rural America.

We use logistic regressions and the geographic levels of measurement are county and sub-county areas. Our analysis, consistent with profit-maximizing firm behavior, clearly shows the effect of population density and per capita income levels have on industry investment and indicate the challenges rural communities have in obtaining and maintaining modern Internet access.

As much of daily life migrates online, broadband—high-speed internet connectivity—has become a necessity. The widespread lack of broadband in rural America has created a stark urban–rural digital divide. In Farm Fresh Broadband, Christopher Ali analyzes the promise and the failure of national rural broadband policy in the United States and proposes a new national broadband plan. He examines how broadband policies are enacted and implemented, explores business models for broadband providers, surveys the technologies of rural broadband, and offers case studies of broadband use in the rural Midwest. Ali argues that rural broadband policy is both broken and incomplete: broken because it lacks coordinated federal leadership and incomplete because it fails to recognize the important roles of communities, cooperatives, and local providers in broadband access. For example, existing policies favor large telecommunication companies, crowding out smaller, nimbler providers. Lack of competition drives prices up—rural broadband can cost 37 percent more than urban broadband. The federal government subsidizes rural broadband by approximately $6 billion. Where does the money go? Ali proposes democratizing policy architecture for rural broadband, modeling it after the wiring of rural America for electricity and telephony. Subsidies should be equalized, not just going to big companies. The result would be a multistakeholder system, guided by thoughtful public policy and funded by public and private support.

Beyond funding, additional barriers persist, such as digital literacy and community-level self-efficacy. As a result, the first contribution articulates barriers at the organizational level. This work proposes a framework based on the Theory of Planned Behavior to highlight stakeholder dynamics that have constrained Regional Planning Commissions from advancing broadband infrastructure in rural areas. One approach to address these barriers is to provide stakeholders with analytical tools to evaluate the benefits and costs of various broadband options for their community since there is not a one-size-fits-all solution. To this end, there are three contributions that provide guidance for evaluating improved broadband access. The first solution proposes a benefit-cost analysis at the county-level where changes in tax revenue are used to monetize the impact of rural broadband for a hypothetical Midwest county. The second solution demonstrates a method for evaluating the benefit of broadband in terms of social impact on education, employment, and healthcare in a small under-served community in northwest Missouri. Pre- and post-survey data were used to conduct comparisons between the targeted community, which received faster internet, and control communities. The third solution describes a socio-technical reference architecture to support the development of community-driven wireless broadband projects. Book excerpt: To date, efforts attempting to explore the digital divide have focused on its the socioeconomic and demographic characteristics, documenting the differences in computer use and Internet availability between different ages, races, and income groups. These research efforts do not adequately address the spatial nature of the digital divide, specifically the elecommunication infrastructure that enables Internet access. Utilizing a longitudinal database of Internet infrastructure, highlighting both fiber optic backbone points of presence (POP) established by commercial Internet service providers and the backbones themselves, an analysis examining city accessibility to the commercial Internet is performed. Results indicate that many larger metropolitan areas maintain dominant shares of telecommunication infrastructure, but several mid-sized metropolitan areas are emerging as important centers for telecommunication interconnection. In conjunction with the empirical analysis, a standardized methodology for evaluating network connectivity is outlined. Although telecommunication infrastructure is a key component to evaluating the spatial manifestations of the digital divide, Internet activity, defined by the presence of businesses or organizations utilizing information technology, is also an important dimension. By utilizing a comprehensive database of Internet domain registrations, basic analytical techniques, and a geographic information system (GIS), the spatial characteristics of Internet related activity are explored for the State of Ohio. Results indicate significant differences in Internet activity between urban and rural locales. The final components of this thesis explore residential broadband technologies and access options throughout the state of Ohio. At the regional level, an explanatory framework identifying key market characteristics indicative of demand for residential broadband services throughout the state of Ohio is presented, with results suggesting that population density, high income and high education levels are excellent indicators of demand. The second component of the broadband analysis examines the impact of local geography on broadband, digital subscriber line (xDSL) network access Utilizing an integer programming model, the maximal covering location problem, and a geographic information system, xDSL broadband access is evaluated in Columbus, Ohio. Results indicate that many suburban areas have the potential to be left without adequate service.
