Book excerpt: Using recently released archival materials from the United States and Europe, Replacing France: The Origins of American Intervention in Vietnam explains how and why the United States came to assume control as the dominant western power in Vietnam during the 1950s. Acting on their conviction that American methods had a better chance of building a stable, noncommunist South Vietnamese nation, Eisenhower administration officials systematically ejected French military, economic, political, bureaucratic, and cultural institutions from Vietnam. Kathryn C. Statler examines diplomatic maneuvers in Paris, Washington, London, and Saigon to detail how Western alliance members sought to transform South Vietnam into a modern, westernized, and democratic ally but ultimately failed to counter the Communist threat. Abetted by South Vietnamese prime minister Ngo Dinh Diem, Americans in Washington, D.C., and Saigon undermined their French counterparts at every turn, resulting in the disappearance of a French presence by the time Kennedy assumed office. Although the United States ultimately replaced France in South Vietnam, efforts to build South Vietnam into a nation failed. Instead, it became a dependent client state that was unable to withstand increasing Communist aggression from the North. Replacing France is a fundamental reassessment of the origins of U.S. involvement in Vietnam that explains how Franco-American conflict led the United States to pursue a unilateral and ultimately imperialist policy in Vietnam.

Hence, the present ICOLD Bulletin 177 supersedes ICOLD Bulletin 126 (‘Roller-compacted concrete dams - State of the art and case histories’, published in 2003) and ICOLD Bulletin 75 (‘Roller-Compacted Concrete for Gravity Dams’ published in 1989). While roller-compacted concrete technology could have still been considered a new technology in 2003, it is now true to say that construction by roller-compaction has become the standard approach for large concrete gravity dams. This Bulletin addresses all aspects of the planning, design, construction and performance of RCC in dams. Mixture proportioning and quality control are discussed and a comprehensive listing of references is included. Many aspects of RCC in dams have become better understood since the publication of Bulletin No 126 and the present Bulletin contains less information on the particular approaches applied in different countries, but includes more comprehensive information particularly in relation to design, mixture proportioning and construction. With greater understanding, it has further been possible to highlight more definitively the requirements of successful RCC dams, as well as the pitfalls and difficulties that can be associated with RCC dam design and construction. Le Bulletin CIGB 177, intitulé « Barrages en Béton Compacté au Rouleau » présente les dernières avancées en matière de technologie du béton compacté au rouleau pour les barrages intégrant les progrès de la technologie BCR pour les barrages au cours des 15 dernières années, depuis que le dernier bulletin sur le sujet a été publié en 2003. In Women and Slavery in the French Antilles, 1635–1848, Bernard Moitt argues that gender had a profound effect on the slave plantation system in the French Antilles. He details and analyzes the social condition of enslaved black women in the plantation societies of Martinique, Guadeloupe, Saint-Domingue (now Haiti), and French Guiana from 1635 to the abolition of slavery in the French colonial empire in 1848. Moitt examines the lives of black women in bondage, evaluates the impact that the slave experience had on them, and assesses the ways in which women reacted to and coped with slavery in the French Caribbean for over two centuries. As males outnumbered females for most of the slavery period and monopolized virtually all of the specialized tasks, the disregard for gender in task allocation meant that females did proportionately more hard labor than did males. In addition to hard work in the fields, women were engaged in gender-specific labor and performed a host of other tasks. Women resisted slavery in the same ways that men did, as well as in ways that gender and allocation of tasks made possible. Moitt casts slave women in dynamic roles previously ignored by historians, thus bringing them out of the shadows of the plantation world into full view, where they belong. Bernard Moitt is Assistant Professor in the History Department at Virginia Commonwealth University in Richmond. Previously, he taught at the University of Toronto and at Utica College of Syracuse University. Established in the mid-seventeenth century as a colonial outpost against Spanish and English dominance in the Caribbean, the island was transformed by the increase in European demand for sugar, coffee, and indigo. Like other colonial subjects, Martinicans met the labor needs of cash-crop cultivation by establishing plantations worked by enslaved Africans and by adopting the rigidly hierarchical social structure that accompanied chattel slavery. After Haiti gained its independence in 1804, Martinique's economic importance to the French empire increased. At the same time, questions arose, both in France and on the island, about the long-term viability of the plantation system, including debates about the ways colonists—especially enslaved Africans and free mixed-race individuals—fit into the French nation. Sweet Liberty chronicles the history of Martinique from France's reacquisition of the island from the British in 1802 to the abolition of slavery in 1848. Focusing on the relationship between the island's widely diverse society and the various waves of French and British colonial administrations, Rebecca Hartkopf Schloss provides a compelling account of Martinique's social, political, and cultural dynamics during the final years of slavery in the French empire.
