Acting on their conviction that American methods had a better chance of building a stable, noncommunist South Vietnamese nation, Eisenhower administration officials systematically ejected French military, economic, political, bureaucratic, and cultural institutions from Vietnam. Kathryn C. Statler examines diplomatic maneuvers in Paris, Washington, London, and Saigon to detail how Western alliance members sought to transform South Vietnam into a modern, westernized, and democratic ally but ultimately failed to counter the Communist threat. Abetted by South Vietnamese prime minister Ngo Dinh Diem, Americans in Washington, D.C., and Saigon undermined their French counterparts at every turn, resulting in the disappearance of a French presence by the time Kennedy assumed office. Although the United States ultimately replaced France in South Vietnam, efforts to build South Vietnam into a nation failed. Instead, it became a dependent client state that was unable to withstand increasing Communist aggression from the North. Replacing France is a fundamental reassessment of the origins of U.S. involvement in Vietnam that explains how Franco-American conflict led the United States to pursue a unilateral and ultimately imperialist policy in Vietnam.

Hence, the present ICOLD Bulletin 177 supersedes ICOLD Bulletin 126 (‘Roller-compacted concrete dams - State of the art and case histories’, published in 2003) and ICOLD Bulletin 75 (‘Roller-Compacted Concrete for Gravity Dams’ published in 1989). While roller-compacted concrete technology could have still been considered a new technology in 2003, it is now true to say that construction by roller-compaction has become the standard approach for large concrete gravity dams. This Bulletin addresses all aspects of the planning, design, construction and performance of RCC in dams. Mixture proportioning and quality control are discussed and a comprehensive listing of references is included. Many aspects of RCC in dams have become better understood since the publication of Bulletin No 126 and the present Bulletin contains less information on the particular approaches applied in different countries, but includes more comprehensive information particularly in relation to design, mixture proportioning and construction. With greater understanding, it has further been possible to highlight more definitively the requirements of successful RCC dams, as well as the pitfalls and difficulties that can be associated with RCC dam design and construction. In Women and Slavery in the French Antilles, 1635–1848, Bernard Moitt argues that gender had a profound effect on the slave plantation system in the French Antilles. He details and analyzes the social condition of enslaved black women in the plantation societies of Martinique, Guadeloupe, Saint-Domingue (now Haiti), and French Guiana from 1635 to the abolition of slavery in the French colonial empire in 1848. Moitt examines the lives of black women in bondage, evaluates the impact that the slave experience had on them, and assesses the ways in which women reacted to and coped with slavery in the French Caribbean for over two centuries. As males outnumbered females for most of the slavery period and monopolized virtually all of the specialized tasks, the disregard for gender in task allocation meant that females did proportionately more hard labor than did males. In addition to hard work in the fields, women were engaged in gender-specific labor and performed a host of other tasks. Women resisted slavery in the same ways that men did, as well as in ways that gender and allocation of tasks made possible. Moitt casts slave women in dynamic roles previously ignored by historians, thus bringing them out of the shadows of the plantation world into full view, where they belong. Bernard Moitt is Assistant Professor in the History Department at Virginia Commonwealth University in Richmond.
