Book excerpt: Micro, small, and medium enterprises (MSMEs) are an important instrument of growth for India's economy. The contribution of the MSME sector to India's gross domestic product (GDP) was estimated to be around 8 to 9 percent in 2012 after agriculture; MSMEs have emerged as the second largest source of employment in India. For growth to be inclusive and equitable, it is critical to understand how to enhance the role of women in the economy and in particular in the MSME sector. In order to fill the gap, the World Bank has commissioned International Centre for Research on Women (ICRW), Asia Regional Office, New Delhi to conduct a short, field based assessment of gender issues in MSMEs in India. The study involved field-based assessment of gender related issues in select MSME clusters to identify challenges and opportunities for inclusion of women in higher numbers and at higher levels of growth in the MSME sector. The study findings will ultimately be operationalized into a Bank-supported MSME project in India and help inform Government of India policy on more inclusive growth of the MSME sector, especially towards strengthening gender equality and economic empowerment of women in the sector.

There are nearly three million micro, small, and medium enterprises with full or partial female ownership. Around 78 percent of women-owned businesses operate in the services sector. Although, their financing requirements are quite similar, data indicates that women entrepreneurs have lower access to finance from formal financing sources when compared with male entrepreneurs (demand-supply gap for women-owned enterprises is estimated at 86 percent compared with men-owned enterprises at 72 percent). One of the main reasons for this is the high proportion of women-owned enterprises in the services segment and the need for male family members to support loan applications. Chapter one highlights the key characteristics of women-owned businesses and discusses the major issues confronting women owned MSME entrepreneurs. It focuses on lack of financing as a barrier to growth and success. The subsequent two chapters focus on assessing market opportunities by estimating demand-supply gap in access to finance for women entrepreneurs (chapter two) and details global best practices in financing women-owned enterprises (chapter three). The report concludes by presenting the business case for financing women-owned MSME finance and outlines recommendations for financial institutions to address the lack of access to formal finance for women-owned businesses in India (chapter four).

Book excerpt: Lending to women-owned micro, small, and medium enterprises (MSMEs) as a distinct segment is still unexplored when compared to lending to MSMEs in India. Due to a lack of segmental focus and, perhaps, due to a higher perception of risk, formal financial institutions have made little effort to better understand this segment. There is a lack of awareness among bankers of the potential business opportunity presented by this segment. One reason for this is the lack of data that will help present a business case to target this emerging sector. In cases where formal institutions have created women-MSME targeted credit schemes, lack of awareness and limited outreach (especially in rural areas) has meant that the impact is limited. IFC's work in this area aims to (a) build awareness about opportunities in access to finance for women-owned businesses; (b) demonstrate commercial viability of offering financial services to this sub-segment; and (c) strengthen capacity of the financial sector to offer targeted financial services to women entrepreneurs. As part of its intervention in this sector, IFC organized a roundtable with representatives from banks, non-banking financial institutions, and industry associations to understand perspectives and discuss financial access for women-owned businesses. The discussion began to build awareness of the opportunities in the women entrepreneurs' segment for financial institutions, and best practices involved. This report aims to assess the gap in demand and supply of finance, highlight the opportunity in serving women entrepreneurs, and catalogue initiatives taken by financial institutions in access to finance for women-owned businesses in India. The report presents the findings of a scoping study based on secondary research and primary interviews, together with key themes of the roundtable discussion, and recommends potential interventions by financial institutions to address the lack of access to formal finance for women-owned businesses in India.

To attain this objective, both Central and State Government quite often introduce various schemes and offer various subsidies and incentives to entrepreneurs in general and women entrepreneurs in particular. Moreover, the Government insists banks and financial institutions extend soft loan assistance to needy women entrepreneurs liberally. As a result of various initiatives taken by the Government, presently in India 1,23,90,523 Micro Small Medium Enterprises (MSMEs) are owned by women entrepreneurs. Of which, 12,85,263 MSMEs are owned by women entrepreneurs in Tamilnadu (MSME Annual Report 2019-2020).

Women entrepreneurs have the potency to confront numerous challenges, such as creating equity, equilibrium, ensuring sustainable and inclusive socio economic development in divergent economies, by seizing tremendous business opportunities in the contemporary commercial world. Kerala, the southern State of India, is experiencing an economic renovation through technological transformation and, in particular, through the growth of women oriented Micro, Small and Medium Enterprises (MSMEs). The study aims to; identify the growth trends of women's entrepreneurship in the micro enterprises of Kerala; examine whether women's entrepreneurial activities significantly vary across the form of women owned enterprises, type of organization and nature of activity; and also explore the prospects and challenges faced by women entrepreneurs through micro entrepreneurial activities. Research methodology involves the application of descriptive quantitative analysis on the secondary data primarily collected from the database of Directorate of Industries and District Industries Centre for a period of 7 years extending from 2007-08 to 2013-14. Findings reveal that MSMEs spawn better income distribution, by operating in heterogeneous areas of the economy with limited capital and creating more employment opportunities, thereby reducing poverty and inequalities. The trend analysis reflects an escalation in the number of enterprises, investments, profits and employment opportunities generated especially through micro enterprises of women. They play a crucial role in the economy in terms of creating self employment and generating employment opportunities for others. A paradigm shift is seen in the role of women's entrepreneurship in terms of innovation, attitudes, leadership qualities, competitiveness, entrepreneurial skill and absorbing new entrants to the job market, empowering marginalized women.
