Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

In each of five class tests, the negative penalty associated with an incorrect answer was randomly varied across questions. We show that female students exhibit lower risk propensities on average, and that they are more responsive than males to an increase in the penalty for an incorrect answer. Controlling for differences in risk preferences, we show that the gender differential in relation to answering any given question correctly reduces by a third, and that the gender differential in overall test scores becomes statistically insignificant. This result is robust to a variety of distributional assumptions"--P. 1.

Book excerpt: Although multiple-choice examinations are carefully and objectively scored, they can introduce significant variability and measurement error due to both random and informed guessing. In mathematics examinations of a multiple-choice format, one of the possible testwiseness strategies that students can apply is back substitution--also known as reverse engineering or plugging in . This quantitative observational study explored the relationship of gender to both the frequency of back substitution and mathematics self-efficacy--a person's judgments of their capabilities in specific mathematical tasks. Undergraduate students at a private four-year university in southeastern Idaho were sampled from three different lower-division mathematics courses: intermediate algebra, quantitative reasoning, and college algebra. Data were collected through two avenues: (1) an in-class questionnaire containing one algebraic test item to solve coupled with follow-up questions regarding testwiseness strategy and mathematics self-efficacy and (2) a mathematics self-efficacy survey that accompanied an actual standardized multiple-choice examination covering content from intermediate algebra administered in the university testing center. Regression analysis, using key demographic variables as statistical controls, revealed no significant gender differences in, neither the employment of the back-substitution strategy, nor the level of mathematics self-efficacy. Additional statistical results from the observational data, however, revealed some key insights into the application of testwiseness strategies and the accuracy of performance of the adult learner in the context of undergraduate mathematics.
