This book draws on extensive empirical data to analyse gender mainstreaming and gender transformative actions in Tanzanian higher education. The book maps the practical landscape of gender mainstreaming across 14 universities in Tanzania, and the theoretical landscape of African theories of masculinities and femininities underpinning educational institutions and practices. It then assesses the Gender Awareness and Transformation through Education project, which was designed to support the development of gender expertise and capacities in research and education at one specific institution, across both its administrative and academic units. Current and future academics at Dar es Salaam University College of Education were trained in gender-based research and education, and a strategic plan was developed to guide in the establishment of a Gender Research Centre that will provide gender expertise in research and teaching to the College; and, over time, to other HEIs nationally and regionally. By bringing together real-world insights from action-based research, the book demonstrates the impact of real-time social change and gender transformation, with implications both for Tanzania and beyond. Tanzania, like all other UNESCO member states, has committed to EFA goals defined in the Dakar Declaration on Education for All and the Framework for Action. This study focused on reviewing the achievements made and shortfalls encountered by Tanzania (Mainland) towards attaining the six EFA goals since the on-set of the new millennium. The study made use of documentary sources in which the researcher systematically and objectively researched evidences relevant to the study question. The analysis of the six EFA goals were categorized into three major themes namely early childhood care and education, universal primary education and gender and learning programmes for life skills and literacy. The categorization of these themes was based on the fact that quality (EFA goal 6) cuts across all EFA goals. The results indicated that the country has attained momentous progress in universalizing primary education, closing the gender gap and meeting the learning needs of youth and adults through non-formal delivery modes. On the other hand, it has made little progress in providing comprehensive early childhood care and education. The study further identified critical shortfalls facing the implementation of the EFA goals in the country. Providing services such as education, to a society which is either migratory or just beginning to stabilize, and does not value education, particularly for girls, is seemingly difficult. The Tanzanian Maasai people are the perfect example of such a society. Many problems adversely affect their girls’ enrolment, regular attendance and performance in school: lack of schools, the distance they must walk to go to school, a dangerous environment to walk through, fees, lack of food, poor standards of education in the schools, lack of classrooms, books, desks, teachers and learning supplies, also the transhumant nature of the society and the customs and culture of the community. All these factors are found to greatly affect both boys and girls, but have the greatest impact on girls. However, the Emusoi Center has provided an approach for keeping these girls in school by involving pastoralist NGOs, churches, government leaders and members of parliament from the pastoralist area. Religious leaders identify possible students, government and Parliament Members use their power to ensure parents allow their girls to attend school, especially in instances where the girls are forced into marriage. The Center monitors the students’ progress at the end of every term and maintains a close contact with the schools in order to follow up the students’ progress. The Center also involves students who have finished their O-level studies as student’s mentor and as a role model to empower the new comers and those already enrolled. They accompany the new students to schools, hospital, and also help with administrative task such as accounting and secretarial work.
