Book excerpt: In Utah all water, both on or below the ground surface, is considered public property. The right to use water is obtained by fellowing certain subsiding procedures of appropriation through the office of the State Engineer. Any right to the use of water may be changed to some other beneficial use with the approval of the State Engineer; however, there must be no interference with other rights, unless proper compensation has been made. Agriculture still uses most of the available water in Utah; However, farmers' needs for water are not exactly the same. When allocation per acre is the same among farmers, water soon comes to have different values. Unless some mechanism arises to permit transfer of water, misallocation results. the Cache Valley area was chosen to illustrate the Misallocation problem. Input-output data which the Bureau of Reclamation used in their feasibility report on the Cache County area of the Oneida project were analyzed to determine the value of residual water. All factors of production except water, such as land, capital, seed, fertilizer, fuel, labor, and repairs were calculated at their market prices. These were subtracted form the value of a unit of product and the residual value was then imputed to water as one estimate of its value. Varying farm sizes and different cropping practices were studied to show the effect these variables had on water values. Agricultural water users on the Logan River distribution system were interviewed to find the value of water rentals and water-right sales. The water-right prices quoted by farmers and irrigation company officials were stated in terms of dollars per share. Since a share delivers varying quantities of water along the complete river system the "right" values were converted to vale per acre-foot. local customs, existing water laws and past court decisions were examined to ascertain their role in water transfer. The principle of equal marginal value was applied to Logan River water supplies. Marginal value in use reflects the amount in dollars which consumers would be willing to pay for the last unit of water consumed. In a perfectly competitive rental market the price of water reflects the value of the marginal product. A brief historical sketch of the Bear Lake system and the irrigation companies making up the Logan River distribution system is given. The water rights of the individual companies are listed and a brief resum©♭ of water-right laws and administration is supplied. legal decrees and litigations relative to irrigation supplies, power requirements and urban use, vis. The Call and Kimball and Logan City vs Water Users (1963) decrees are discussed. The effect these decisions have on water use in Cache Valley is noted.

Book excerpt: The landscape of water in Utah is changing due to population growth, conversion of agricultural land to urban development, and increasing awareness of water scarcity. The Utah Division of Water Resources forecasts that the currently developed water supplies will not be enough to provide for Utah0́9s future population, and is pursuing conservation and new development to meet the state0́9s anticipated needs. Along with the urban growth Utah is experiencing a growing urban and small farm agricultural sector, but knowledge of water use in these operations is limited. Further research in this area aids in understanding the impact of land use change on the state0́9s hydrology, aids the state water authorities in water use estimates, assists farmers in moving towards wiser water management, and helps Utah State University Extension better meet the needs of small irrigators. My research creates a clearer picture of urban and small farm agricultural irrigation in Utah. For the 2015 growing season I performed irrigation evaluations for 24 urban and small farms in Cache Valley, and I explore the results from both case study and statistical perspectives. My results show a great degree of heterogeneity with irrigation efficiencies ranging from 6% to 100%. In general, small fields had greater irrigation depths than large fields, and surface irrigated fields applied higher depths than sprinkle and drip irrigated fields. Yet a big influence on efficiency was management, as fields relying on a set schedule had higher depths than fields that were irrigated inconsistently due to other factors. Therefore, water conservation programs focused on reducing irrigated area or providing technological alternatives may not result in true water savings if the effect of management is ignored. In particular, urban and small farmers need increased awareness of how management can result in savings of time and money, and improved knowledge of how to measure application rates, improve application uniformity, and scheduling techniques. With improvements in these areas, water management on urban and small farms can be improved, therein helping the urban and small farm irrigators themselves as well as the state in meeting its future water needs.

Book excerpt: The Legislative Auditor General was asked to evaluate the accuracy of the state's projected demand and supply of water and to investigate options for extending Utah's currently developed water supply. This audit finds that the Division of Water Resources does not have a reliable source of local water use data on which to base its projections. For this reason, auditors question the reliability of the division's 2000 water use study, which was used as a baseline for projecting Utah's future water needs. According to this study, each Utah resident will use, on average, 220 gallons per day through the year 2060. Evidence suggests this number is overstated and that per capita consumption levels will likely decline below 220 gallons per day by 2060. Better data on current water consumption from regional and local water agencies is needed. The estimated cost of two large-scale water projects, the Lake Powell Pipeline and the Bear River Project, alone is $2.5 billion. The huge expense of the proposed projects highlights the need for a reliable forecast of water demand and supply. Policy makers can further reduce water demand by requiring metering on all service connections and by promoting pricing structures that encourage conservation. Finally, auditors found the division's estimates of future water supply are understated. This is because more water will become available by converting agriculture water for municipal and industrial use than is projected.

Book excerpt: The City of Millville, located in a prime location for aquifer storage and recovery (ASR), is having issues with elevated nitrate in the Glenridge well, a public water supply sourced from the Cache Valley principal aquifer. To alleviate high nitrate, the city performed an initial injection and pumping test using the Glenridge well. Millville injected water from Garr Spring, another public water supply source of which they own water rights, into the Glenridge well for one week at a rate of 500 gallons per minute. They then pumped the well while monitoring geochemistry to determine the effects on the Cache Valley principal aquifer system. The pre-injection nitrate concentration in the Glenridge well was 7.65 mg/l nitrate as nitrogen, and the nitrate concentration after pumping more than 172% of the volume of water injected was 6.52 mg/l nitrate as nitrogen. There is likely some dispersion of the injected spring water via advection in the aquifer.
