The main proposals are: the SRA will be abolished and strategic responsibility will pass to the Secretary of State; Network Rail will be given a strengthened role as operator of the network; the number of franchises will be reduced and they will be aligned more closely with Network Rail's regional structure; there will be an increased role for devolved administrations; responsibility for safety will pass from the Health and Safety Executive to a new regulatory body - the Office of Rail Regulation; freight operators will be given greater certainty about their rights on the network.

Available in PDF, EPUB and Kindle. Book excerpt: The police service in England and Wales is facing major challenges in its financing, political oversight and reorganisation of its structures. Current economic conditions have created a wholly new environment whereby cost saving is permitting hitherto unthinkable changes in the style and means of delivery of policing services. In the context of these proposed changes Lord Stevens, formerly Commissioner of the Metropolitan Police Service was asked to chair an Independent Commission looking into the future of policing. The Commission has a wide ranging remit and the papers in this book offer up-to-date analysis of contemporary problems from the novel perspective of developing a reform agenda to assist the Commission. Bringing together contributions from both key academic thinkers and police professionals, this book discusses new policing paradigms, lays out a case for an evidence-based practice approach and draws attention to developing areas such as terrorism, public order and hate crime. Policing is too important to be left to politicians, as the health of a democracy may be judged by the relationship between the police and the public. The aim of this book is to question and present analyses of problems offer new ideas and propose realistically achievable solutions without being so timid as to preserve the status quo. It will be of interest to both academics and students in the fields of criminology and policing studies, as well as professionals in the policing service, NGOs and local authority organisations.

Available in PDF, EPUB and Kindle. Book excerpt: Building on the policy measures in the 10 Year Plan for Transport (ISBN 1851124136) published in July 2000, this White Paper considers factors which are likely to shape the transport system over the next 30 years, and sets out the Government's strategy to address these issues, including an outline of expenditure plans to 2015. The Government's three stated themes, upon which the strategy is built, are: sustained investment over the long term, improvements in transport management, and planning ahead. Issues discussed include: managing the increasing demand for travel and the legacy of under-investment in transport infrastructure; measures to improve the road network, including promoting a public debate on road pricing options and working alongside local authorities to tackle local congestion problems; measures to improve the rail network, including support for Crossrail, the project to create a new east-west railway across London; improving public transport, specifically bus services; promoting walking and cycling as alternatives for local trips; aviation and shipping industries; freight transport; devolved decision-making at local and regional levels; strategic options relating to spatial planning and housing growth; environmental concerns; safety and security issues. The scope of the White Paper extends to England, and to Wales and Scotland in so far as it covers UK policy responsibility. Two accompanying documents, i) a review of the Crossrail business case (ISBN 1904763456) and ii) a feasibility study of road pricing in the UK (ISBN 1904763499) are also available.

Book excerpt: A revealing exploration into how trust defines our lives, how it can be won and lost, and what its future might look like, in this fascinating title in the Melville House's FUTURES series. In a society battered by economic, political, cultural and ecological collapse, where do we place our trust, now that it is more vital than ever for our survival? How has that trust – in our laws, our media, our governments – been lost, and how can it be won back? Examining the police, the rule of law, artificial intelligence, the 21st century city and social media, Ros Taylor imagines what life might be like in years to come if trust continues to erode. Have conspiracy theories permanently damaged our society? Will technological advances, which require more and more of our human selves, ultimately be rejected by future generations? And in a world fast approaching irreversible levels of ecological damage, how can we trust the custodians of these institutions to do the right thing – even as humanity faces catastrophe?

Book excerpt: The book is about the railway police and most readers probably do not realise that it is the oldest police force in the United Kingdom and it can be traced back in history to 1826. I am no doubt that some historians of the Metropolitan Police will disagree. The book will follow the railway police through its history up until the present day and it will give you a flavour of what they are all about and of course what work they get involved in. I think some of you will be very surprised at what they actually do. I have written this book because I feel that they do not get the credit they deserve and are overlooked somewhat and I hope that after you have read this book you will agree with me that we do need the railway police as much as we need any other police.

Book excerpt: All over the world a different kind of labour law is in the process of formation; in Gramsci's phrase, this is an interregnum when the old is dying and the new is struggling to be born. This book, to which an internationally distinguished group of scholars has contributed, examines the future of labour law from a wide variety of perspectives. Issues covered include the ideology of New Labour law; the employment relationship; the public/private divide; termination of employment; equality law; corporate governance; collective bargaining; workers' participation; strikes; international labour standards; the role of EU law; the EU Charter of Fundamental Rights; labour law and development in Southern Africa; and the impact of globalisation. The essays are written in honour of the outstanding labour lawyer Professor Sir Bob Hepple QC, who has contributed to so many areas of this dynamic field.

Judge, jury and executioner, Judge Dredd is the brutal comic book cop policing the chaotic future urban jungle of Mega-City One, created by John Wagner and Carlos Ezquerra and launching in the pages of 2000 AD in 1977. But what began as a sci-fi action comic quickly evolved into a searing satire on hardline, militarised policing and ‘law and order’ politics, its endless inventiveness and ironic humour acting as a prophetic warning about our world today - and with important lessons for our future. Blending comic book history with contemporary radical theories on policing, I Am The Law takes key Dredd stories from the last 45 years and demonstrates how they provide a unique wake up call about our gradual, and not so gradual, slide towards authoritarian policing. From the politicisation of policing to ‘zero tolerance’, from violent suppression of protest to the rise of the surveillance state, I Am The Law examines how a comic book warned us about the chilling endgame of today's 'law and order' politics.

Book excerpt: The White Paper, 'Delivering a sustainable railway' (Cm. 7176, ISBN 9780101717625) published on July 2007 and set the Government's general vision for the railways for the next thirty years. Network Rail's engineering overruns at New Year 2008 caused tremendous inconvenience to passengers across the country and inevitably shaped the Committee's oral evidence sessions. The Committee's investigation, along with analyses from the Office of Rail Regulation (ORR) have led them to believe that the engineering overruns are symptonatic of crucial system flaws which have to be resolved if there is to be any hope of getting a sustainable railway, as promised in the White Paper. This report covers both subjects

Book excerpt: In this report the Home Affairs Committee examines the Government's proposals for policing reform. Key findings: (i) it is unacceptable that, more than a year after the Government announced it was phasing out the National Policing Improvement Agency, it still has not announced any definite decisions about the future of the vast majority of the functions currently performed by the Agency - the phasing out of the Agency should be delayed until the end of 2012; (ii) after the Olympics, the Home Office should consider making counter-terrorism a separate command of the New National Crime Agency, rather than it being the responsibility of the Metropolitan Police; (iii) the Government must urgently appoint a head of the new National Crime Agency; (iv) a Professional Body for policing could ultimately become a useful part of the policing landscape; (v) the Home Office should be more active in encouraging and supporting forces to collaborate with one another; (vi) IT across the police service as a whole is not fit for purpose and the Home Office must make revolutionising police IT a top priority; (vii) the review of pay and conditions is having an inevitable impact on morale in the police service, but it is possible to do more to mitigate this; (viii) The Committee commends the work of Jan Berry, the former Reducing Bureaucracy in Policing Advocate, in emphasising that reducing bureaucracy in the police service is not simply about reducing paperwork but addressing the causes of that paperwork.

This book was released on 2014-09-05 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Crime on Britain's railways decreased year-on-year over the past decade. That trend shows the effectiveness of the specialist rail policing provided by the British Transport Police (BTP). The Committee were impressed by the BTP's commitment to tackling crime while minimising delays for the travelling public. Despite the welcome decline in overall crime, we identified areas where the BTP could improve its performance. The British Transport Police Authority (BTPA) is the body with responsibility for setting the BTP challenging but achievable targets to tackle crime on the railway. The BTPA must fulfil its remit and avoid any perception that it is too close to the people whom it should be holding to account. The Committee concluded that the BTP model of developing specialist policing skills and securing funding from transport providers might usefully be applied to other transport modes, such as aviation. Such an approach could minimise delays, maximise security and reduce the cost of policing to taxpayers. In the course of the inquiry, the Committee heard that vulnerable children and young people are often found in and around railway stations and were surprised to learn that the BTP currently has no targets in relation to child protection. The Department for Transport, the BTPA, the BTP and the charity sector should work together to tackle this emerging issue by examining the available data and reviewing current practice.
