Book excerpt: This collection of essays reflects the proceedings of a 1991 conference on "The United States Air Force: Aerospace Challenges and Missions in the 1990s," sponsored by the USAF and Tufts University. The 20 contributors comment on the pivotal role of airpower in the war with Iraq and address issues and choices facing the USAF, such as the factors that are reshaping strategies and missions, the future role and structure of airpower as an element of US power projection, and the aerospace industry's views on what the Air Force of the future will set as its acquisition priorities and strategies. The authors agree that aerospace forces will be an essential and formidable tool in US security policies into the next century. The contributors include academics, high-level military leaders, government officials, journalists, and top executives from aerospace and defense contractors.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an interdisciplinary analysis of the future of US warfare, including its military practices and the domestic and global challenges it faces. The need to undertake a comprehensive analysis about the future of warfare for the US is more pressing today than ever before. New technologies and adversaries, both old and new, have the potential to revolutionize how wars are fought, and it is imperative that policy makers, military planners, and scholars engage with the latest analyses regarding these new threats and weapon systems. The primary aim of this book is to provide a clear and comprehensive depiction of the types of conflict that the United States is likely to become involved with in the future, as well as the methods of warfare that it may employ within these struggles. While a number of scholarly books have previously considered some of the potential features of US warfare in the future, many of these writings are either outdated or have limited their focus to just one or two of the main types of warfare that may occur and omitted consideration of the others. This book intends to remedy this deficiency in the literature. The volume consists of thematic chapters which address the key issues relevant to the future of US warfare, including cyber warfare, asymmetric conflicts, drone warfare, and nuclear strategy. Through the provision of a series of analyses by leading international academics, the volume provides an important interdisciplinary examination of the different areas of warfare that the United States is expected to use or encounter in the future. This book will be of great interest to students of US foreign policy, military studies, strategic studies and International Relations in general.

Book excerpt: Air power doctrine is comprised of both a formal literature such as the Army's Field Manual lO0-2O, Command and Employment of Air Power (published during World War II), or today's Air Force Manual 1-1, Basic Aerospace Doctrine of the United States Air Force, and an informal and uncodified set of doctrinal perceptions that, although they are not in the official literature, affect the way our military forces do business. This second category, the unofficial doctrine, represents a sort of corporate consensus of "how we really do business" and is generally based on a combination of "real world" observations and political necessity. This study addressed just such an unofficial doctrine. A persistent legacy of the World War II era of strategic bombardment and the postwar requirement for nuclear deterrence is the association of long-range combat aircraft (bombers) with the strategic nuclear mission and, conversely, the assumption that the far more likely nonnuclear conflicts will be handled by the "tactical" elements of our aerospace forces, our fighters. This study offers a serious alternative to this "aerospace folklore." The proposals put forth here are based on the indivisible air power concept which suggests that strategic and tactical classifications are purely transitory and depend on how a weapon is used, not on its size, speed, range, payload, employment medium (space or air), or service or command affiliation. The doctrinal framework presented in this study, if applied to all our aerospace systems, should result in a far more flexible aerospace force structure, one that gets the most from our increasingly expensive and limited assets. More important, it should improve our ability to rapidly respond to global crisis and conflict and to apply the appropriate level of force at the right place and the right time.

Book excerpt: During World War II. Japanese fighters, such as the famed Zero, were among the most respected and feared combat aircraft in the world. But for decades following the defeat of Japan in 1945, a variety of political and economic factors prevented Japan from developing its own modern national fighter. This changed in the 1980s. Japan began independently developing its first world-class fighter since World War II. After several years of contentious negotiations, the Japanese agreed to work with the United States to cooperatively develop a minimally modified F-16, the FS-X. The new fighter, however, has evolved into a world-class aircraft developed largely by Japanese Industry primarily due to errors committed by the U.S. side. By the fall of 1995, fifty years after the end of World War II, the Zero for the 1990s will have made its first flight, catapulting Japan into the elite ranks of nations capable of developing the most advanced weapon systems. In Troubled Partnership, Mark Lorell traces the evolution of the FS-X, disclosing the conflicting economic and security objectives advanced by U.S. officials, the flawed U.S. policy of technology reciprocity, and the challenges of International collaboration. Its deep Intimacy with the Interplay of policy and economy will make this volume of Intense Interest to political Scientists, military studies specialists, historians, and government officials.
