The paper recommends a phased approach to ARCN reforms, beginning with organizational transformation and capacity strengthening at all levels. In addition, issues, challenges, and opportunities for sustainable funding, integration of re-search, extension, education, and the regulatory mandates of ARCN are discussed. Finally, an implementation plan for restructuring ARCN is presented.

Without food - the direct by-product of agriculture, human existence will be materially jeopardized. Notwithstanding the central role of agriculture to human survival, investment in agricultural projects has gained recent traction in light of the increasing concerns around climate change impacts, adoption of climate-smart agricultural practices and global food insecurity with the consequential need for access to food, especially in less developed and emerging economies. Accordingly, it is therefore critical that the sector is not only receiving sufficient legislative and policy attention and adequate human capital commitment but also attracting sufficient funding for its sustainable development. To the extent the attainment of food availability and security, especially in emerging economies, now constitute a major priority goal of the global Sustainable Development Goals (SDGs), this paper briefly evaluates the typical agricultural and food value chain whilst analyzing the relationship between the agricultural sector, climate-change and the SDGs. In addition, this paper then assesses the state of play of the Nigerian Agricultural Sector, extant challenges and its prevailing legislative and policy architecture. Whilst this article briefly interrogates certain policy issues in the sector, the focus is on examination of the wide variety of available financing options as well as a practical and transactional approach in its analysis of the risk factors typically associated with food and agricultural projects (like other developmental projects) and the available mitigating instruments, particularly in the context of project financing and development.

Recent estimates from the International Labour Organisation (ILO) (2013a) suggest that high and rising unemployment rates among youth remain a key challenge to global development, especially in the developing world. This is particularly important in sub-Saharan Africa where about 85 percent of youth (defined by the ILO as all those between the ages of 15 and 24 years) are poor, 70 percent live in rural areas where agriculture is the main source for their income and subsistence, and 11 million youth are expected to enter the labor market every year for the next decade (World Bank 2014). These characteristics of youth in sub-Saharan Africa justify the centrality of the nexus between youth employment and agriculture in formulating development policy on the continent. At the same time, youth unemployment is currently one of the issues receiving attention at the top of the global development agenda.

Book excerpt: Insufficient institutional credit is a major contributor to the persistent poor performance of the Nigerian agricultural sector. To encourage financial institutions to increase lending to the sector, a partial credit guarantee scheme was instituted. The scheme commenced operations in 1978 with an authorized capital of N 100.00 million, subscribed to 60% and 40% by the Federal Government of Nigeria and the Central Bank of Nigeria, respectively. This paper presents an appraisal of the scheme. The results revealed that there has been continuous growth in paid-up share capital, total fund resources, maximum amount of loan obtainable by farmers, number and value of loans guaranteed, volume and value of loans fully repaid and volume and value of default claims settled. There was a long-run convergence between the number and volume of guaranteed loans and the agricultural GDP. This finding indicates the need to expand the quantum of funds available for guaranteeing agricultural loans to increase performance of the agricultural sector in the long run. This step is justified by the strategic role of agriculture in the Nigerian economy in terms of food and fiber production, job creation, income generation, poverty reduction and economic stability.
