Available in PDF, EPUB and Kindle. Book excerpt: Uganda was one of the first countries in Africa to develop a policy on universal access to information and communication technologies (ICTs) and to implement a universal access fund, designed to support initiatives aimed at improving poor and rural populations' access to ICTs. Today, Uganda's universal access policy and rural communications development fund are generally seen as best practice. This book presents the Ugandan experience OCo an experience that was unique because of the country's early liberalization of the communication sector and explosion in the use of mobile communication technology. Regulators, policy advisors, and government officials, both within and outside Africa, will find this book useful as they develop their own policies, strategies, and implementation plans for universal access."

Book excerpt: This book is about 24 developing countries that have embarked on the journey towards universal health coverage (UHC) following a bottom-up approach, with a special focus on the poor and vulnerable, through a systematic data collection that provides practical insights to policymakers and practitioners. Each of the UHC programs analyzed in this book is seeking to overcome the legacy of inequality by tackling both a “financing gap†? and a “provision gap†?: the financing gap (or lower per capita spending on the poor) by spending additional resources in a pro-poor way; the provision gap (or underperformance of service delivery for the poor) by expanding supply and changing incentives in a variety of ways. The prevailing view seems to indicate that UHC require not just more money, but also a focus on changing the rules of the game for spending health system resources. The book does not attempt to identify best practices, but rather aims to help policy makers understand the options they face, and help develop a new operational research agenda. The main chapters are focused on providing a granular understanding of policy design, while the appendixes offer a systematic review of the literature attempting to evaluate UHC program impact on access to services, on financial protection, and on health outcomes.

Book excerpt: During the 1990s many Latin American countries developed universal access programs, financed through universal service funds, to increase telecommunications access in rural and low-income areas. The mechanism most often used to allocate the funds was the minimum subsidy tender, with subsidy payments linked to predefined performance criteria (such as installation of telephones in rural areas) under an output-based aid (OBA) approach. After more than 10 years' experience, a study evaluated the performance of the universal service funds in Latin America, home to some of the first OBA programs in telecommunications. The aim was to identify lessons and best practices and help regulators define a new generation of universal access programs using OBA mechanisms.

Book excerpt: Universal Design in Higher Education looks at the design of physical and technological environments at institutions of higher education; at issues pertaining to curriculum and instruction; and at the full array of student services. Universal Design in Higher Education is a comprehensive guide for researchers and practitioners on creating fully accessible college and university programs. It is founded upon, and contributes to, theories of universal design in education that have been gaining increasingly wide attention in recent years. As greater numbers of students with disabilities attend postsecondary educational institutions, administrators have expressed increased interest in making their programs accessible to all students. This book provides both theoretical and practical guidance for schools as they work to turn this admirable goal into a reality. It addresses a comprehensive range of topics on universal design for higher education institutions, thus making a crucial contribution to the growing body of literature on special education and universal design. This book will be of unique value to university and college administrators, and to special education researchers, practitioners, and activists.

This book was released on 2010-03-12 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Telecommunications sector policy-makers and regulators have a wide range of instruments available to them that can be used to increase access to telecommunications services in rural and low-income areas. The paper provides a review of these instruments, evaluating them against a set of criteria. It then goes on to identify a number of them that are worthy of further consideration by policy-makers and regulators while demonstrating that the effectiveness of the identified instruments can be greatly enhanced by the establishment of a conducive legal, regulatory and institutional framework. The paper concludes by confirming that while no single instrument taken in isolation can provide a full solution to universal access, a mix of the measures identified can be devised to achieve specific policy objectives in a particular country environment.

Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

This is a conceptual paper based on an on-going research at CMI, Aalborg University Copenhagen on developing a Public Private Partnership framework for deploying telecommunication services in rural areas.

Book excerpt: In 2015, building on the advances of the Millennium Development Goals, the United Nations adopted Sustainable Development Goals that include an explicit commitment to achieve universal health coverage by 2030. However, enormous gaps remain between what is achievable in human health and where global health stands today, and progress has been both incomplete and unevenly distributed. In order to meet this goal, a deliberate and comprehensive effort is needed to improve the quality of health care services globally. Crossing the Global Quality Chasm: Improving Health Care Worldwide focuses on one particular shortfall in health care affecting global populations: defects in the quality of care. This study reviews the available evidence on the quality of care worldwide and makes recommendations to improve health care quality globally while expanding access to preventive and therapeutic services, with a focus in low-resource areas. Crossing the Global Quality Chasm emphasizes the organization and delivery of safe and effective care at the patient/provider interface. This study explores issues of access to services and commodities, effectiveness, safety, efficiency, and equity. Focusing on front line service delivery that can directly impact health outcomes for individuals and populations, this book will be an essential guide for key stakeholders, governments, donors, health systems, and others involved in health care.
