By looking at memory as a social and discursive practice, the analysis identifies particular semiotic practices and linguistic patterns deployed in the construction of memory. The discursive description of what is remembered, how it is remembered, and who remembers serves to explain how the institution’s construction of the past is transformed and maintained to respond to outside criticism and create an institutional identity as a lawful state apparatus. Indeed, even the most successful democracies face this conundrum of democracy and intelligence; Latin America and the Caribbean region is not alone in facing this challenge. Book excerpt: Interviews with active-duty and retired military officers in Ecuador and Peru shed light on the evolution of Andean civil-military relations, with implications for democratization. Military Politics and Democracy in the Andes challenges conventional theories regarding military behavior in post-transition democracies. Through a deeply researched comparative analysis of the Ecuadorian and Peruvian armies, Maiah Jaskoski argues that militaries are concerned more with the predictability of their missions than with sovereignty objectives set by democratically elected leaders. Jaskoski gathers data from interviews with public officials, private sector representatives, journalists, and more than 160 Peruvian and Ecuadorian officers from all branches of the military. The results are surprising. Ecuador’s army, for example, fearing the uncertainty of border defense against insurgent encroachment in the north, neglected this duty, thereby sacrificing the state’s security goals, acting against government orders, and challenging democratic consolidation. Instead of defending the border, the army has opted to carry out policing functions within Ecuador, such as combating the drug trade. Additionally, by ignoring its duty to defend sovereignty, the army is available to contract out its policing services to paying, private companies that, relative to the public, benefit disproportionately from army security. Jaskoski also looks briefly at this theory's implications for military responsiveness to government orders in democratic Bolivia, Colombia, and Venezuela, and in newly formed democracies more broadly.

It begins with the composition of the Commission and Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions and reports by the Commission and historic correspondences and decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the "Velasquez Rodriguez" case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502.
