This report was prepared in May 1994, at which time the reference design was for a two-element core containing highly enriched uranium (93% 235U) . The reactor was in the process of being redesigned to accommodate lowered uranium enrichment and became a three-element core containing a higher volume fraction of uranium enriched to 50% 235U. Consequently, this report was not issued at that time and would have been revised to reflect the possibly different requirements of the lower-enrichment, higher-volume fraction fuel. Because the reactor is now being canceled, this unrevised report is being issued for archival purposes. The report describes the fabrication and inspection development plan, the irradiation tests and performance modeling to qualify performance, the transient testing that is part of the safety program, and the interactions and interfaces of the fuel development with other tasks.

Book excerpt: Consistent with the words of the budget request for the Advanced Neutron Source (ANS), DOE commissioned a study of the impact on performance of using medium- or low-enriched uranium (MEU or LEU) in the fuel of the reactor that generates the neutrons. In the course of the study, performance calculations for 19 different combinations of reactor core volume, fuel density and enrichment, power level, and other relevant parameters were carried out. Since then, another 14 cases have been analyzed at Oak Ridge to explore some of the more interesting and important configurations and to gain further insights into the tradeoffs between performance and enrichment. Furthermore, with the aid of the data from these additional cases, we have been able to correlate the most important performance parameters (peak thermal neutron flux in the reflector and core life) with reactor power, fuel density, and fuel enrichment. This enables us to investigate intermediate cases, or alternative cases that might be proposed by people within or outside the project, without the time and expense of doing completely new neutronics calculations for each new example. The main drivers of construction and operating costs are the reactor power level and the number of fuel plates to be fabricated each year; these quantities can be calculated from the correlations. The results show that the baseline two-element core design cannot be adapted to any practical fuel of greatly reduced enrichment without great performance penalties, but that a modification of the design, in which one additional fuel element is incorporated to provide extra volume for lower enrichment fuels, has the capability of using existing, or more advanced, fuel types to lower the uranium enrichment.

Book excerpt: In late 2003 it became evident that U-Mo aluminum fuels under development exhibited significant fuel performance problems under the irradiation conditions required for conversion of most high-powered research reactors. Solutions to the fuel performance issue have been proposed and show promise in early testing. Based on these results, a Reduced Enrichment Research and Test Reactor (RERTR) program strategy has been mapped to allow generic fuel qualification to occur prior to the end of FY10 and reactor conversion to occur prior to the end of FY14. This strategy utilizes a diversity of technologies, test conditions, and test types. Scoping studies using miniature fuel plates will be completed in the time frame of 2006-2008. Irradiation of larger specimens will occur in the Advanced Test Reactor (ATR) in the United States, the Belgian Reactor-2 (BR2) reactor in Belgium, and in the OSIRIS reactor in France in 2006-2009. These scoping irradiation tests provide a large amount of data on the performance of advanced fuel types under irradiation and allow the down selection of technology for larger scale testing during the final stages of fuel qualification. In conjunction with irradiation testing, fabrication processes must be developed and made available to commercial fabricators. The commercial fabrication infrastructure must also be upgraded to ensure a reliable low enriched uranium (LEU) fuel supply. Final qualification of fuels will occur in two phases. Phase I will obtain generic approval for use of dispersion fuels with density less than 8.5 g-U/cm3. In order to obtain this approval, a larger scale demonstration of fuel performance and fabrication technology will be necessary. Several Materials Test Reactor (MTR) plate-type fuel assemblies will be irradiated in both the High Flux Reactor (HFR) and the ATR (other options include the BR2 and Russian Research Reactor, Dmitrovgrad, Russia [MIR] reactors) in 2008-2009. Following postirradiation examination, a report detailing very-high density fuel behavior will be submitted to the U.S. Nuclear Regulatory Commission (NRC). Assuming acceptable fuel behavior, it is anticipated that NRC will issue a Safety Evaluation Report granting generic approval of the developed fuels based on the qualification report. It is anticipated that Phase I of fuel qualification will be completed prior to the end of FY10. Phase II of the fuel qualification requires development of fuels with density greater than 8.5 g-U/cm3. This fuel is required to convert the remaining few reactors that have been identified for conversion. The second phase of the fuel qualification effort includes both dispersion fuels with fuel particle volume loading on the order of 65 percent, and monolithic fuels. Phase II presents a larger set of technical unknowns and schedule uncertainties than phase I. The final step in the fuel qualification process involves insertion of lead test elements into the converting reactors. Each reactor that plans to convert using the developed high-density fuels will develop a reactor specific conversion plan based upon the reactor safety basis and operating requirements. For some reactors (FRM-II, High-Flux Isotope Reactor [HFIR], and RHF) conversion will be a one-step process. In addition to the U.S. fuel development effort, a Russian fuel development strategy has been developed. Contracts with Russian Federation institutes in support of fuel development for Russian are in place.

Recently, the ANS design has been changed to a three-element configuration in order to permit a reduction of the enrichment, if required, while maintaining or improving the thermal-hydraulic margins. The core consists of three annular fuel elements composed of involute-shaped fuel plates. Each fuel plate has a thickness of 1.27 mm and consists of a fuel meat region Of U3Si2-Al (50% enriched in one case that was proposed) and an aluminum filler region between aluminum cladding. The individual plates are separated by a 1.27 mm coolant channel. The three element core has a fuel loading of 31 kg of 235U which is sufficient for a 17-day fuel cycle. The goal in obtaining a new fuel grading is to maximize important temperature margins. The limits imposed axe: (1) Limit the temperature drop over the cladding oxide layer to less than 119°C to avoid oxide spallation. (2) Limit the fuel centerline temperature to less than 400°C to avoid fuel damage. (3) Limit the cladding wall temperature to less than the coolant. incipient-boiling temperature to avoid coolant boiling. Other thermal hydraulic conditions, such as critical heat flux, are also considered.

The fuel element is similar to that successfully fabricated and used in the High Flux Isotope Reactor (HFIR) for many years, but there are two significant differences that require some development. The fuel compound is U3Si2 rather than U3O, and the fuel is graded in the axial as well as the radial direction. Both of these changes can be accomplished with a straightforward extension of the HFIR technology. The ANS also requires some improvements in inspection technology and somewhat more stringent acceptance criteria. Early indications were that the fuel fabrication and inspection technology would produce a reactor core meeting the requirements of the ANS for the low volume fraction loadings needed for the highly enriched uranium design (up to 1.7 Mg U/m3). Near the end of the development work, higher volume fractions were fabricated that would be required for a lower- enrichment uranium core. Again, results look encouraging for loadings up to (almost equal to)3.5 Mg U/m3; however, much less evaluation was done for the higher loadings.

An underlying theme for the fuel development work is the need to develop a more complete fundamental understanding of the relationship between the fuel fabrication process, key fuel properties, the irradiation performance of the fuel, and the release and transport of fission products in the NGNP primary coolant system. Fuel performance modeling and analysis of the fission product behavior in the primary circuit are important aspects of this work. The performance models are considered essential for several reasons, including guidance for the plant designer in establishing the core design and operating limits, and demonstration to the licensing authority that the applicant has a thorough understanding of the in-service behavior of the fuel system. Plate deflections and channel pressures as functions of the flow velocity are examined. Comparisons with mathematical models are noted.

Book excerpt: Closing the fuel cycle is the major technical challenge to expanding nuclear energy to meet the world's need for benign, environmentally safe electrical power. Closing the fuel cycle means getting the maximum amount of energy possible out of uranium fuel while in turn minimizing the amount of high-level waste that must be stored. DOE's Advance Fuel Cycle Initiative (AFCI) program addresses this challenge by recycling the transuranic (TRU) isotopes contained in spent nuclear fuel; recycling, in turn, minimizes the amount of high-level waste that would require storage in repositories. Developing new fuels and the plants that burn them is a lengthy and expensive process, typically spanning a period of two decades from concept to final licensing. A unique challenge to meeting the AFCI objectives in this area is that the experimental database is seriously incomplete. As such, using a traditional, heavily empirical approach to develop and qualify fuels and plant operation over the operational conditions of a AFCI plant will be very challenging, if not impossible, within the expected schedule and budgetary constraints. To address this concern AFCI has launched an advanced modeling and simulation (M & S) approach to revolutionize fuel development and fast reactor design. This new approach is predicated upon transferring the recent advances in computational sciences and computer technologies into the development of these program elements. The licensing process that has historically been used by the NRC for fuels qualification is based upon using a large body of experimental work to qualify and license a new fuel. If a modeling and simulation approach with more directed experimentation is to be considered as an alternative approach for licensing, then a framework needs to be developed that can be agreed to with the NRC early in the developmental process. The use of modeling and simulation as a means of demonstrating that a design can meet NRC requirements is not new and has precedence in the NRC. The method is generically referred to as a 'Best Estimate plus Uncertainty' approach (BE+U), since the goal of the methodology is to compare the model value (best estimate) plus any uncertainty to a figure of merit like cladding temperature. The challenges for extending the BE+U (1) method for fuel qualification for an Advanced Reactor Fuel are driven by: schedule, the need for data, the data sufficiency, the identification of important phenomenon, the process of validation (with focus on the multi-scale model), and the need to produce and extended best estimate plus uncertainty methodology. This paper examines these issues an offers up a proposed set of methods that extend the current BE+U methodology address most if not all of these challenges.

Book excerpt: This book is the product of a congressionally mandated study to examine the feasibility of eliminating the use of highly enriched uranium (HEU2) in reactor fuel, reactor targets, and medical isotope production facilities. The book focuses primarily on the use of HEU for the production of the medical isotope molybdenum-99 (Mo-99), whose decay product, technetium-99m3 (Tc-99m), is used in the majority of medical diagnostic imaging procedures in the United States, and secondarily on the use of HEU for research and test reactor fuel. The supply of Mo-99 in the U.S. is likely to be unreliable until newer production sources come online. The reliability of the current supply system is an important medical isotope concern; this book concludes that achieving a cost difference of less than 10 percent in facilities that will need to convert from HEU- to LEU-based Mo-99 production is much less important than is reliability of supply.
