Nationalists Who Feared the Nation looks at one such frustrated movement: a group of community leaders and writers in Venice, Trieste, and Dalmatia during the 1830s, 40s, and 50s who proposed the creation of a multinational zone surrounding the Adriatic Sea. At the time, the lands of the Adriatic formed a maritime community whose people spoke different languages and practiced different faiths but identified themselves as belonging to a single region of the Hapsburg Empire. While these activists hoped that nationhood could be used to strengthen cultural bonds, they also feared nationalism's homogenizing effects and its potential for violence. This book demonstrates that not all nationalisms attempted to create homogeneous, single-language, -religion, or -ethnicity nations. Moreover, in treating the Adriatic lands as one unit, this book serves as a correction to "national" histories that impose our modern view of nationhood on what was a multinational region.

Book excerpt: Frustrated Democracy in Post-Soviet Azerbaijan follows a newly independent oil-rich former Soviet republic as it adopts a Western model of democratic government and then turns toward corrupt authoritarianism. Audrey L. Altstadt begins with the Nagorno-Karabagh War (1988–1994) which triggered Azerbaijani nationalism and set the stage for the development of a democratic movement. Initially successful, this government soon succumbed to a coup. Western oil companies arrived and money flowed in—a quantity Altstadt calls "almost unimaginable"—causing the regime to resort to repression to maintain its power. Despite Azerbaijan's long tradition of secularism, political Islam emerged as an attractive alternative for those frustrated with the stifled democratic opposition and the lack of critique of the West's continued political interference. Altstadt's work draws on instances of censorship in the Azerbaijani press, research by embedded experts and nongovernmental and international organizations, and interviews with diplomats and businesspeople. The book is an essential companion to her earlier works, The Azerbaijani Turks: Power and Identity Under Russian Rule and The Politics of Culture in Soviet Azerbaijan, 1920–1940.

The contributors argue for the centrality of nationhood and nation building in molding and, concurrently, blending the political, social, economic, and cultural strategies toward Native American self-definitions and self-determination. Included among the common themes is the significance of space—conceived both as traditional territory and colonial reservation—in the current construction of Native national identity. Whether related to historical memory and the narrativization of peoplehood, the temporality of indigenous claims to sovereignty, or the demarcation of successful financial assets as cultural and social emblems of indigenous space, territory constitutes an inalienable and necessary element connecting Native American peoplehood and nationhood. The creation and maintenance of Native American national identity have also overcome structural territorial impediments and may benefit from the inclusivity of citizenship rather than the exclusivity of ethnicity. In all cases, the political effectiveness of nationhood in promoting and sustaining sovereignty presupposes Native full participation in and control over economic development, the formation of historical narrative and memory, the definition of legality, and governance. The rise of the Conservative movement in the United States over the last two decades is evident in current public policy, including the passage of the Welfare Reform Act, the weakening of affirmative action, and the approval of educational vouchers for private schooling. At the same time, new rules on congressional redistricting prohibit legislators from constructing majority black congressional districts, and blacks continue to suffer disproportionate rates of incarceration and death-penalty sentencing. In this significant new study, the distinguished political scientist Ronald W. Walters argues that the Conservative movement during this period has had an inordinate impact on American governing institutions and that a strong, though very often unstated, racial hostility drives the public policies put forth by Conservative politicians. Walters traces the emergence of what he calls a new White Nationalism, showing how it fuels the Conservative movement, invades the public discourse, and generates policies that protect the interests of white voters at the expense of blacks and other nonwhites. Using historical and contemporary examples of White Nationalist policy, as well as empirical public opinion data, Walters demonstrates the degree to which this ideology exists among white voters and the negative impact of its policies on the black community. White Nationalism, Black Interests terms the current period a "second Reconstruction," comparing the racial dynamics in the post-Civil Rights era to those of the first Reconstruction following the end of the Civil War. Walters's analysis of contemporary racial politics is uniquely valuable to scholars and lay readers alike and is sure to spark further public debate.

In this revealing book, Mark Power Smith explores the ways in which–in dialogue with its critics–the movement forged contrasting visions of American nationalism in the decades leading up to the Civil War. Frustrated, fifty years after independence, by Britain’s political and cultural influence on the United States, the Young Americans drew on a wide variety of intellectual authorities—in the fields of literature, political science, phrenology and international law—to tie popular sovereignty for white men to the universalist idea of natural rights. The movement supported a noxious program of foreign interventionism, racial segregation, and cultural nationalism. What united these policies was a new view of national allegiance: one that saw democracy and free trade not as political privileges but as natural rights for white men. Despite its national reach, this view of the Union inadvertently turned Northern and Southern states against each other, helping to cultivate the conditions for the Civil War. In the end, the Young America movement was ultimately consumed by the sectional ideologies it had brought into being.
