Book excerpt: Examining the science of stream restoration, Rebecca Lave argues that the neoliberal emphasis on the privatization and commercialization of knowledge has fundamentally changed the way that science is funded, organized, and viewed in the United States. Stream restoration science and practice is in a startling state. The most widely respected expert in the field, Dave Rosgen, is a private consultant with relatively little formal scientific training. Since the mid-1990s, many academic and federal agency-based scientists have denounced Rosgen as a charlatan and a hack. Despite this, Rosgen's Natural Channel Design approach, classification system, and short-course series are not only accepted but are viewed as more legitimate than academically produced knowledge and training. Rosgen's methods are now promoted by federal agencies including the Environmental Protection Agency, the U.S. Forest Service, the U.S. Fish and Wildlife Service, and the Natural Resources Conservation Service, as well as by resource agencies in dozens of states. Drawing on the work of Pierre Bourdieu, Lave demonstrates that the primary cause of Rosgen's success is neither the method nor the man but is instead the assignment of a new legitimacy to scientific claims developed outside the academy, concurrent with academic scientists' decreasing ability to defend their turf. What is at stake in the Rosgen wars, argues Lave, is not just the ecological health of our rivers and streams but the very future of environmental science.

Market-based approaches to environmental conservation have been increasingly prevalent since the early 1990s. The goal of these markets is to reduce environmental harm not by preventing it, but by pricing it. A housing development on land threaded with streams, for example, can divert them into underground pipes if the developer pays to restore streams elsewhere. But does this increasingly common approach actually improve environmental well-being? In Streams of Revenue, Rebecca Lave and Martin Doyle answer this question by analyzing the history, implementation, and environmental outcomes of one of these markets: stream mitigation banking. In stream mitigation banking, an entrepreneur speculatively restores a stream, generating “stream credits” that can be purchased by a developer to fulfill regulatory requirements of the Clean Water Act. Tracing mitigation banking from conceptual beginnings to implementation, the authors find that in practice it is very difficult to establish equivalence between the ecosystems harmed and those that are restored, and to cope with the many sources of uncertainty that make positive restoration outcomes unlikely. Lave and Doyle argue that market-based approaches have failed to deliver on conservation goals and call for a radical reconfiguration of the process.

Today’s most innovative media makers are reintroducing forms of audio storytelling from radio’s past. Sound Streams is the first book to historicize radio-internet convergence from the early ’90s through the present, demonstrating how so-called new media represent an evolutionary shift that is nevertheless historically consistent with earlier modes of broadcasting. Various iterations of internet radio, from streaming audio to podcasting, are all new radio practices rather than each being a separate new medium: radio is any sound media that is purposefully crafted to be heard by an audience. Rather than a particular set of technologies or textual conventions, web-based broadcasting combines unique practices and features and ideas from radio history. In addition, there exists a distinctive conversationality and reflexivity to radio talk, including a propensity for personal stories and emotional disclosure, that suits networked digital media culture.
