Parts of this book read like a spy novel, with secret police, torture, assassination; and power struggles among the French, International Settlement, and Japanese consular police within Shanghai. Chiang Kai-shek wanted to prove that the Chinese could rule Shanghai and the country by themselves, rather than be exploited and dominated by foreign powers. His efforts to reclaim the crime-ridden city failed, partly because of the outbreak of war with Japan in 1937, but also because the Nationalist police force was itself corrupted by the city. Wakeman's exhaustively researched study is a major contribution to the study of the Nationalist regime and to modern Chinese urban history. It also shows that twentieth-century China has not been characterized by discontinuity, because autocratic government—whether Nationalist or Communist—has prevailed.

As his career progressed, so did the fortunes of Shanghai. The city transformed itself from a dull colonial backwater when Crow arrived, to the thriving and ruthless cosmopolitan metropolis of the 1930s when Crow wrote his pioneering book – 400 Million Customers – that encouraged a flood of businesses into the China market in an intriguing foreshadowing of today's boom. It joins the concerns of 'new labor history' for workers' culture and shopfloor conditions with a more conventional focus on strikes, unions, and political parties. Improvised City illuminates the interplay between the city’s commercial nature and the architectural forms and practices designed to manage it in Shanghai’s three municipalities: the International Settlement, the French Concession, and the Chinese city. This book probes the relationship between architecture and extraterritoriality in ways that challenge standard narratives of Shanghai’s built environment, which are dominated by stylistic analyses of major landmarks. Instead, by considering a wider range of town halls, post offices, municipal offices, war memorials, water works, and consulates, Cole Roskam traces the cultural, economic, political, and spatial negotiations that shaped Shanghai’s growth. Improvised City repositions Shanghai within architectural and urban transformations that reshaped the world over the late nineteenth and early twentieth centuries. It responds to growing academic interest in the history of modern and contemporary Chinese architecture and urbanism; the ongoing, shifting relationship between sovereignty and space; and the variegated forms of urban exceptionality—such as special economic zones, tax-free trading spheres, and commercial enclaves—that continue to shape cities.
