Book excerpt: Available online: https://pub.norden.org/politiknord2022-709/ The co-operation programme fleshes out the Nordic Council of Ministers’ action plan for Vision 2030 and its 12 goals and describes what Nordic co-operation on working life will seek to achieve by 2024. The Nordic Council of Ministers is committed to labour markets that match the requirements of the green transition and progress toward digitalisation and that support freedom of movement in the Nordic Region. The Nordic models for working life are based to a large extent on gender equality, social security and dialogue between the social partners. However, the Nordic labour markets also face significant changes as a result of, for example, new technology and the digitalisation of workplaces, demographic trends and new forms of employment. The co-operation programme identifies the challenges faced and looks at how best Nordic co-operation can help address them.

Available in PDF, EPUB and Kindle. Book excerpt: In 1954 the Nordic countries entered a formal agreement on free labour mobility. Migration profiles have changed very much over the years since then. The Nordic agreement on free mobility is however still a clear advantage, both for the affected individuals and for the participating countries. The report contains a survey of earlier studies of the impact from the Nordic labour market agreement, followed by a broad description of the actual mobility over the 50 years since 1954. Next, the report surveys the actual factors behind the intra-Nordic mobility with special emphasis on cyclical differences between the countries. This is followed by in-depth analyses of characteristics of intra-Nordic migrants compared with people migrating out of the Nordic area. Book excerpt: Although international cooperation on migration is often promoted, scholars have been unable to arrive at a consensus about the extent of cooperation in the current system. Under what conditions does international cooperation on migration arise, and what shape does it take? These questions are important because migrants are often vulnerable to human rights abuses during their journeys as well as in the country of destination, and international cooperation represents one mechanism for reducing this vulnerability. Jeannette Money and Sarah P. Lockhart ask these questions as they examine the patterns of migration flows during the post- World War II period, with particular attention to crises or shocks to the international system, as in the case of migration following the recent conflicts in Afghanistan and Syria. Their analysis makes several important contributions to this debate. First, they explain how the broad pattern of migration in the contemporary era--generally from poorer, less stable countries to wealthier, more stable countries--fosters cooperation that is predominantly bilateral, when cooperation does in fact occur. Second, they argue that cooperation is unlikely under most circumstances, because countries of destination prefer the current system, which privileges their sovereignty over migration flows. Finally, they posit that cooperation may arise under three conditions: when the costs of maintaining the status quo increase, when countries of origin locate a venue where their numbers allow them to control the bargaining agenda, or when migrant flows tend toward reciprocity.

Book excerpt: The Sustainable Nordic Welfare programme implements the Nordic prime ministers’ request to the Nordic ministers for health and social affairs to prepare tangible proposals for further development of the Nordic co-operation on health. At the Nordic prime ministers meeting on 10 June 2012, the prime ministers asked the health ministers to review, in particular, the Nordic co-operation on testing of new drugs and treatments, co-operation on highly-specialised functions, and research on health and welfare. The Sustainable Nordic Welfare programme applies for the period 2013–2015. In addition to developing and giving a tangible form to the Nordic health co-operation, the programme also involves tangible initiatives in the health and labour market areas. The two councils of ministers with main responsibility are the Council of Ministers for Education and Research (MR-U) and the Council of Ministers for Health and Social Affairs (MR-S).

Book excerpt: Available online: https://pub.norden.org/politiknord2022-724/ In 2019, the Nordic prime ministers adopted a vision for the Nordic Region to be the most sustainable and integrated region in the world by the year 2030. The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

Book excerpt: Available online: https://pub.norden.org/politiknord2021-727/ Our Vision 2030 seeks to make the Nordic Region the most sustainable and integrated region in the world by 2030. When pursuing such an ambitious goal, it is important to monitor progress closely and regularly. The Nordic Council of Ministers commissioned Rambøll Management Consulting to draw up a baseline measurement for Our Vision and paint a picture of where the Nordic Region stands now. While the report shows that the foundations for the work are solid and progress generally good, it also identifies a number of challenges and points out where there is room for improvement, especially in terms of the green transition.

Book excerpt: Available online: https://pub.norden.org/temanord2021-503/ Most Nordic labour market and welfare state models are shaped around the notion of the standard full-time open-ended contract. However, the recent development in non-standard work (NSW) may challenge these institutions. In this TemaNord report, we analyse the recent development of NSW within the context of the Nordic models. We draw on Nordic Labour Force Survey data to map the recent development in the well-known forms of NSW, and through in-depth case studies, we explore emerging NSW practices and policy responses. There has been a fairly stable development in NSW across the Nordics, but the sector specific statistics and case studies display significant changes beneath this still surface. We find examples of novel policy responses to these developments, but the corona crisis also revealed gaps in the Nordic social- and employment protection regarding emerging forms of NSW.

Available in PDF, EPUB and Kindle. Book excerpt: In discussions of economics, governance, and society in the Nordic countries, “the welfare state” is a well-worn analytical concept. However, there has been much less scholarly energy devoted to historicizing this idea beyond its postwar emergence. In this volume, specialists from Denmark, Finland, Sweden, Norway, and Iceland chronicle the historical trajectory of “the welfare state,” tracing the variable ways in which it has been interpreted, valued, and challenged over time. Each case study generates valuable historical insights into not only the history of Northern Europe, but also the welfare state itself as both a phenomenon and a concept.
