Book excerpt: This pamphlet argues against the practice of note-shaving, which involved clipping small amounts of precious metal from coins in order to create new counterfeit coins. The author, a financial reformer, claims that note-shaving is a form of fraud that harms the economy and the poor. Book excerpt: Excerpt from Free Trade in Money, or Note-Shaving: The Great Cause of Fraud, Poverty and Ruin Those citizens who petition for the repeal of the usury laws may be divided into four classes, namely: 1st. Those who wish to increase their income by being permitted to tax the borrower what they please; 2d. Those who act as agents, or brokers, and desire to increase money negotiations for a commission; 3d. Those who are borrowers, and are made to play a subservient part to the lenders; and, 4th. Those who are made to believe - and this class is a very small one - that such an experiment would really tend to benefit the people, although they are at a loss to tell how or in what way such a result has ever been reached by such means. We insert the following letter from the Hon. W. W. Wick, late member of Congress from Indiana, and formerly a judge in that state. It is brief and to the point, and may be viewed as a complete answer to all petitioners for experiments. "Washington, D. C., March 7,1849. "Sir: Your note of inquiry is before me. I propose leaving for home this evening, and my response must be brief. "In Indiana, the usury laws were repealed twelve or fourteen years ago, - perhaps more, - and were not reinstated for three or four years. The frightful results of the repeal were not immediately developed. Many a 'stricken deer' retired to die in secret, too proud to make known his ruin, induced by his own imprudence and the absence of legal protection against it. Many were sold out of house and home, ere public attention was directed, to the subject; but no sooner had the effects of the repeal been developed and become the subject of public discussion and conversation, than an irresistible public opinion called for usury laws. The first step was to fix the rate of legal interest at six per cent., and to sanction contracts for ten per cent. In two or three years the taking of more than six per cent, was prohibited. "If I had time, I would be glad to make a sketch of the desolations left in the track of the usurer, during his brief reign in 'Hoosier land.' I was judge of one of our circuits at the time, and was a shuddering witness to these desolations. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Free Trade in Money, or Note-Shaving: The Great Cause of Fraud, Poverty and Ruin The following article on the Usury Laws was written by the Hon. John Whipple, of Rhode Island, in 1836. It was first printed in New York, and subsequently in the American Jurist, and separately, and in the Bankers' Magazine, in 1850. Of the great ability of Mr. Whipple to master any subject which he undertakes nothing need be said. His reputation as a powerful thinker, an able and experienced lawyer and eloquent speaker, is fully established and acknowledged. He is a gentleman of wealth; and it is certainly a subject of congratulation that he is disposed to exert his splendid talents in behalf of the people, the laborer, the mechanic and the farmer. Available in PDF, EPUB and Kindle. Book excerpt: The central idea of this book is the concept of a currency order. Monetary theory is developed as a theory of currency orders. The book expands the neoclassical theory of currency orders. This new way of looking at the problems permits a general view of the subject matter of monetary theory and policy which so far does not exist. The concept of transaction costs is used throughout. The book deals not only with the theories of the demand for and the supply of money, the banking firm, and the purchasing power of money. It also presents a theoretically based discussion of the great topics of monetary policy of our time: fixed vs. flexible exchange rates, gold vs. paper, rules vs. authority for the central banks, governmental currency monopoly vs. competition of private currencies, regulation vs. deregulation of commercial banks. The book is suitable as a text for students with a knowledge of money and banking and intermediate microeconomics. It offers a consistent and well-written presentation of the subject matter, as well as an extensive list of further readings.

Available in PDF, EPUB and Kindle. Book excerpt: Ever since the 2007–8 global financial crisis and its aftermath, Hyman Minsky’s theory has never been more relevant. Throughout his career, Jan Kregel has called attention to Minsky’s contributions to understanding the evolution of financial systems, the development of financial fragility and instability, and designing the financial structure necessary to support the capital development of the economy. Building on Minsky, Kregel developed a framework to analyze how different financial structures develop financial fragility over time. Rather than characterizing financial systems as market-based or bank-based, Kregel argued that it is necessary to distinguish between the risks that are carried on the balance sheets of banks and other financial institutions. This volume, brought together by Felipe C. Rezende, highlights these major contributions from Kregel through a collection of his influential papers from various journals and conferences. Kregel’s approach provides a strong theoretical background to understand the making and unfolding of the crisis and helps us to draw policy implications to improve financial stability, and suggest an alternative financial structure for a market economy. In this book, his knowledge is consolidated and the ideas he puts forward offer a path for future developments in economics which will be of great interest to those studying and researching in the fields of economics and finance.

Book excerpt: Compare global experiences during the balance sheet recession and find out what is needed for a full recovery The Escape from Balance Sheet Recession and the QE Trap details the many hidden dangers remaining as the world slowly recovers from the balance sheet recession of 2008. Author and leading economist Richard Koo explains the unique political and economic pitfalls that stand in the way of recovery from this rare type of recession that was largely overlooked by economists. Koo anticipated the current predicament in the West long before others and issued warnings in his previous books: Balance Sheet Recession and The Holy Grail of Macroeconomics. This new book illustrates how history is repeating itself in Europe while the United States, which learnt from the Japanese experience, is doing better by avoiding the fiscal cliff. However, because of the liberal dosage of quantitative easing already implemented, the United States, the United Kingdom, and Japan may face a treacherous path to normalcy in what Koo calls the QE Trap. He argues that it is necessary to understand balance sheet recession in order to resolve the Eurozone crisis, particularly the competitiveness problems. Koo issues warnings against those who are too ready to argue for structural reforms when the problems are actually with balance sheets. He re-examines Japan's two decades of experiences with this rare recession and offers an insider view on the Abenomics. On China, readers will gain a very different historical perspective as Koo argues that western commentators have forgotten their own history when they talk about the re-balancing of the Chinese economy. Learn from Japan which experienced the same predicament afflicting the West fifteen years earlier Discover how unwinding of quantitative easing will affect the United States, the United Kingdom, Japan, as well as the emerging world Examine solutions to the Eurozone problems caused by two balance sheet recessions eight years apart Gain insight into China's problems from the West's own experiences with urbanisation Koo, who developed the concept of balance sheet recession based on Japan's experience, took the revolution in macroeconomics started by John Maynard Keynes in 1936 to a new height. The Escape from Balance Sheet Recession and the QE Trap offers the world cure for balance sheet recession.

Available in PDF, EPUB and Kindle. Book excerpt: The seven contributions in this book examine the potential impact of a North American Free Trade Agreement (NAFTA) with Mexico on the U.S. economy. They cover such key aspects as the general sources of comparative advantage between Mexico and the U.S., regional and local effects on production and employment, and the effect on production in particular industries. The authors start from the premise that the trade agreement will have a small impact on the overall U.S. gross national product because the U.S. economy is large compared to that of Mexico and because there is already much unrestricted trade between the two countries. Several chapters consider how some sources of comparative advantage that cut across industries differential environmental regulations and wage differentials - may affect the outcome. These are followed by chapters that assess the locational effects on U.S. production, either from the viewpoint of which metropolitan areas will gain employment or of the scale effects-transportation cost-tradeoff. Concluding chapters address the effect of the NAFTA on several individual U.S. sectors such as agriculture, automobiles, and financial services. Peter M. Garber is Professor of Economics at Brown University. Contents: Introduction, Peter M. Garber. Environmental Impacts of a North American Free Trade Agreement, Gene M. Grossman, Alan B. Krueger.
