Book excerpt: Remarks on some historical aspects of the French withdrawal from NATO's integrated military structure introduce a description of a drift which appeared in French attitude from 1970 to the early 80's till the birth of the French 'Force d'Action Rapide' (F.A.R.). An assessment of conventional balance of forces in Europe follows to show that the potential impact of the F.A.R. is significant. At last, after a description of the F.A.R. itself, the author evokes the political aspect of that force in Europe, and what it implies about French commitment in European defense. Keywords: French military forces; Quick reaction, Attitudes psychology. (edc).

Book excerpt: The French military currently is one of Western Europe's most capable, and it boasts a full range of capabilities that enable it to engage in the full spectrum of operations, including high-intensity conventional warfare against a peer adversary. In this report, RAND researchers examine the role that the French military might play as a coalition partner in a hypothetical high-intensity conventional conflict in Europe. Researchers drew on a wide range of publications in French and English, as well as on conversations with French defense experts to understand not just the French military's capabilities and capacity to wage war in general but also its ability to wage high-intensity conventional warfare in particular.

Available in PDF, EPUB and Kindle. Book excerpt: Analyzing changes in the role and place of NATO, European integration, and Franco-American relations in foreign policy discourse under Presidents Jacques Chirac and Nicolas Sarkozy, this book provides an original perspective on French foreign policy and its identity construction. The book employs a novel research design for the analysis of foreign policies, which can be used beyond the case of France, by combining the discourse theory of the Essex School with Interpretive Policy Analysis to examine political ideas and how they are organized into a foreign policy identity. On these grounds, the volume undertakes a comparative analysis of parliamentary and executive discourse of President Chirac’s failed attempt at NATO reintegration in the 1990s, Sarkozy’s successful attempt in the 2000s, and the Libyan War. Ostermann depicts French foreign policy and identity as turning away from the European Union, atlanticizing, and losing its American nemesis. As a result, France uses a much more pragmatic, de-unionized, and pro-American strategy to implement foreign policy objectives than before. Offering a new and innovative explanation for a major change in French foreign policy and grand strategy, this book will be of great interest to scholars of NATO, European defense cooperation, and foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: The region between the Baltic and the Black Sea was marked by a set of crises and conflicts in the 1920s and 1930s, demonstrating the diplomatic, military, economic or cultural engagement of France, Germany, Russia, Britain, Italy and Japan in this highly volatile region, and critically damaging the fragile post-Versailles political arrangement. The editors, in naming this region as "Middle Europe" seek to revive the symbolic geography of the time and accentuate its position, situated between Big Powers and two World Wars. The ten case studies in this book combine traditional diplomatic history with a broader emphasis on the geopolitical aspects of Big-Power rivalry to understand the interwar period. The essays claim that the European Big Powers played a key role in regional affairs by keeping the local conflicts and national movements under control and by exploiting the region's natural resources and military dependencies, while at the same time strengthening their prestige through cultural penetration and the cultivation of client networks. The authors, however, want to avoid the simplistic view that the Big Powers fully dominated the lesser players on the European stage. The relationship was indeed hierarchical, but the essays also reveal how the "small states" manipulated Big-Power disagreements, highlighting the limits of the latters' leverage throughout the 1920s and the 1930s.

Book excerpt: Examines the role of the U.S. in NATO. The author finds the sources of many current problems and singles out two basic weaknesses: the failure of the European NATO Allies to form a European defense community, and the parallel U.S. decision to rest NATO's defense on U.S. nuclear forces. Suggests some directions for NATO strategy, force posture, arms control policies, and East-West relations. Photos, tables and figures. Glossary. Index.

Available in PDF, EPUB and Kindle. Book excerpt: The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.
