Yet only 16% of Americans say they are well prepared for the next natural disaster or public emergency. This study evaluates how state emergency management agencies (SEMAs) frame messages to persuade citizens to prepare for, respond to, and recover from disasters. A qualitative content analysis of the 303 media releases distributed by three SEMAs identified nine frames SEMAs use to communicate disaster messages. A quantitative content analysis of 516 newspaper articles revealed that the majority of articles (92%) used at least one SEMA frame. However, the articles used the frames with different frequency compared to the SEMA media releases. Differences were also found in how often the newspaper articles and SEMA media releases used the frames for each disaster phase. The study concludes with recommendations for how SEMAs can improve the framing of their media releases and an evaluation of the value of framing theory for crisis communication research". -- abstract.
