Book excerpt: In response to concerns about the length of time children were spending in foster care, Congress enacted the Adoption and Safe Families Act of 1997 (ASFA). The act contained two key provisions intended to help states more quickly move the more than 800,000 children estimated to be in foster care each year to safe and permanent homes. One of these provisions, referred to as "fast track," allows states to bypass efforts to reunify families in certain egregious situations. The other provision, informally called "15 of 22," requires states to file a petition to terminate parental rights when a child has been in foster care for 15 of the most recent 22 months. Although the number of adoptions has increased by 57 percent since the act was enacted, changes in other foster care outcomes and the characteristics of children in foster care cannot be identified due to the lack of comparable pre- and post-ASFA data. Although data on states' use of the act's two key performance provisions are limited, some states described circumstances that hinder their use. Survey data suggest that a few states used the fast track provision infrequently. In general, states are most frequently using the new adoption-related funds provided by the act to recruit adoptive parents and provide post adoption services. The states involved in the survey are addressing long-standing barriers to achieving permanency for foster children such as court delays and insufficient court resources, difficulties in recruiting adoptive families for children with special needs, obstacles and delays in placing children in permanent homes in other jurisdictions, and poor access to some services families need to reunify with their children. States are testing different approaches, but the data are limited on the effectiveness of these practices.

The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Book excerpt: Through a novel integration of child welfare data, policy analysis, and evidence-informed youth permanency practice, the essays in this volume show how to achieve and sustain family permanence for older children and youth in foster care. Researchers examine what is known about permanency outcomes for youth in foster care, how the existing knowledge base can be applied to improve these outcomes, and the directions that future research should take to strengthen youth permanence practice and policy. Part 1 examines child welfare data concerning reunification, adoption, and relative custody and guardianship and the implications for practice and policy. Part 2 addresses law, regulation, court reform, and resource allocation as vital components in achieving and sustaining family permanence. Contributors examine the impact of policy change created by court reform and propose new federal and state policy directions. Part 3 outlines a range of practices designed to achieve family permanence for youth in foster care: preserving families through community-based services, reunification, adoption, and custody and guardianship arrangements with relatives. As growing numbers of youth continue to "age out" of foster care without permanent families, researchers, practitioners, and policymakers have increasingly focused on developing evidence-informed policies, practices, services and supports to improve outcomes for youth. Edited by leading professionals in the field, this text recommends the most relevant and effective methods for improving family permanency outcomes for older youth in foster care.

Available in PDF, EPUB and Kindle. Book excerpt: Social service agencies are facing the same expectations in quality management and outcomes as private companies, compelling staff members and researchers to provide and interpret valid and useful research to stakeholders at all levels in the field. Child welfare agencies are particularly scrutinized. In this textbook, two highly experienced researchers offer the best techniques for conducting sound research in the field. Covering not only the methodological challenges but also the real-life constraints of research in child welfare settings, Amy J. L. Baker and Benjamin J. Charvat present a volume that can be used both for general research methods and as a practical guide for conducting research in the field of child welfare. Baker and Charvat devote an entire chapter to ethical issues involved in researching children and their families and the limits of confidentiality within this population. They weave a discussion of ethics throughout the book, and each chapter begins with a scenario that presents a question or problem to work through, enabling readers to fully grasp the methods in the context of a specific setting or area of concern. Special sections concentrate on the value of continuous quality-improvement activities, which enable the collection and analysis of data outside of the strictures of publishable research, and the implementation of program evaluations, which can be helpful in obtaining further research and programmatic funding.

Book excerpt: A significantly greater proportion of African American children are in foster care than children of other races and ethnicities relative to their share of the general population. Given this situation, this report analyzes the: (1) major factors influencing their proportion in foster care; (2) strategies states and localities have implemented that appear promising; and (3) ways in which fed. policies may have influenced the proportion of African American children in foster care. This testimony is based on a report issued in July 2007 which included a nationwide survey; a review of research and policies; state site visits; analyses of child welfare data; and interviews with researchers, HHS officials, and other experts. It includes updates where possible. Charts and tables.
