Book excerpt: Fort Drum is a U.S. Army base in northern New York State that has served primarily as a National Guard and Reserve support facility since the end of World War II. Recently, the Army decided to activate the 10th Mountain Division and station to Fort Drum. The expansion of Fort Drum between now and 1990 wil bring 9,400 new military and 900 new Federal civilian personnel along with their dependents to a tri-county area surrounding the base. The total population is expected to increase by 29,000. The large population influx will have a significant political, economic and financial impact on the local area. To describe that impact, the authors prepared a Preliminary Fiscal Impact Analysis (PFIA) - an instrument that the local managers can use so that financial benefits are maximized and adverse impacts are minimized. The PFIA is the first step in a two-step process to inform a community of the effects of a major economic change on public services and capital facilities. The PFIA provides a time-phased assessment of the impacts and the corresponding public financial requirements. It is strongly influenced by data and direction provided by local and state budget officials. The second step - the Fiscal Impact Analysis (FIA) - follows the PFIA and is an update or refinement of the PFIA that is done as more information about the impacts becomes known.
