Book excerpt: Investigations of Study Area 43P (Historic Gas Station Site) at Fort Devens, Massachusetts have resulted in the decision that no further hazardous waste studies or remediation are required at this site. Study Area 43P was identified in the Federal Facilities Agreement between the U.S. Environmental Protection Agency and the U.S. Department of Defense as a potential site of contamination. Field investigation of Study Area 43P was initiated in 1992 in conjunction with the other 12 Groups 2, 7, and Historic Gas Stations Study Areas at Fort Devens. The Study Area 43P site investigation consisted of collecting subsurface soil samples, field analysis of those samples, and one soil boring. Eleven TerraProbe points were advanced to refusal at each location and up to three subsurface soil samples per point (21 total) were collected for field analysis. The samples were analyzed for benzene, toluene, ethylbenzene, and xylenes and total petroleum hydrocarbons. Benzene, toluene, ethylbenzene, and xylenes were not detected in any of the samples, and total petroleum hydrocarbon compounds were detected in only one sample at 220 parts per million. On the basis of findings at Study Area 43P and the Preliminary Risk Evaluation, there is no evidence or reason to conclude that petroleum contamination due to the former underground storage tank has caused significant environmental contamination or poses a threat to human health. The decision has been made to remove Study Area 43P from further consideration in the Installation Restoration Program.

The report was prepared as part of the U.S. Department of Defense (DoD) Base Realignment and Closure (BRAC) program to assess the nature and extent of contamination associated with site operations at Fort Devens. In conjunction with the Army's Installation Restoration Program (IRP), Fort Devens and the U.S. Army Environmental Center (USAEC; formerly the U.S. Army Toxic and Hazardous Materials Agency) initiated a Master Environmental Plan (MEP) in 1988. The MEP consists of assessments of the environmental status of SAS, specifies necessary investigations, and provides recommendations for response actions with the objective of identifying priorities for environmental restoration at Fort Devens. The Historic Gas Station Sites were identified in the MEP as potential areas of contamination. On December 21, 1989, Fort Devens was placed on the National Priorities List under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) as amended by the Superfund Amendments and Reauthorization Act. An Enhanced Preliminary Assessment (PA) was also performed at Fort Devens to address areas not normally included in the CERCLA process, but requiring review prior to closure. A final version of the PA report was completed in April 1992. In 1992, DoD, through USAEC, also initiated a Site Investigation (SI) for SA 43A through S along with the other 12 SAs in SA Groups 2 and 7 at Fort Devens. The SI was conducted by ABB Environmental Services, Inc. (ABB-ES). Under Public Law 101-510, the Defense Base Realignment and Closure Act of 1990, Fort Devens has been selected for cessation of operations and closure.

As described in Volume I (General Volume) of this report set, the Sis were conducted in accordance with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as directed under the Federal Facility Agreement between the United States Army and the United States Environmental Protection Agency (EPA). Volume III contains the appendices which present field notes, drilling logs, geotechnical data, geophysical investigation summaries, analytical qualification results, ecological investigation results, and other data produced during the SIs. Thirty-eight sites were assigned to E & E in the second phase of activities at the Annex. A total of 31 SIs were conducted (Sites A8/P10 and P31/P58, were combined for Sis because of their proximity to each other). Two Remedial Investigations (RIs), involving five sites at the Annex (Sites P11/P13, and P36/A12/P37, respectively), are currently underway. Conclusions regarding these RI sites will be made when the RIs are complete. Information on these sites is presented in this report to help in watershed-wide assessments.

Under the Devens Reuse Plan the portion of the installation in which SA 430 is located, has been identified for future innovation and technology businesses. The two USTs associated with the historic gas station at SA 430 were removed in 1991 as part of an installation-wide UST removal program (Kurz Associates, 1991). Residual contamination was observed at the time of removal. As part of the removal program, three monitoring wells (2680W-01 through 2680W-03) were installed to monitor for free product. The groundwater table was measured at 9 feet below ground surface, and no product was detected.

(ABB-ES), prepared this Feasibility Study (FS) Report for Area of Contamination (AOC) 43G at Fort Devens, Massachusetts in accordance with the U.S. Army Environmental Center (USAEC) Contract DAAA15-91-D-0008, Delivery Order 005. On December 21, 1989, Fort Devens was placed on the National Priorities List (NPL) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Supertund Amendments and Reauthorization Act (SARA). In addition, under Public Law 101-510, the Defense Base Realignment and Closure (BRAC) Act of 1990, Fort Devens was selected for cessation of operations and dosure. In accordance with these acts, numerous studies, including a Master Environmental Plan (Biang et al., 1992), Enhanced Preliminary Assessment, and Site Investigations (Sis) have been conducted which address potential areas of contamination referred to as Study Areas (SAs) at Fort Devens. A current total of 76 SAs have been identified and placed in 13 priority groups. These SAs are subject to a Federal Facility Agreement (FFA) (Interagency Agreement AG) between the U.S. Department of the Army and the U.S. Environmental Protection Agency (USEPA) for environmental investigations and remedial actions (USEPA, 1991a).

Book excerpt: At the direction of the U.S. Army Environmental Center (AEC), formerly the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA), ABB Environmental Services, Inc. (ABB-ES) will conduct supplemental field investigations under USATHAMA Contract DAAA15-91-D-0008, Delivery Order 0004, at the Shepley's Hill Landfill and Cold Spring Brook Landfill at Fort Devens, Massachusetts. These areas were identified for investigation in the Fort Devens Master Environmental Plan (MEP) as the Group 1A sites, and are subject to a Federal Facility Agreement between the U.S. Department of the Army and the U.S. Environmental Protection Agency (USEPA). The Shepley's Hill Landfill contains Areas of Contamination (AOCs) 4, 5, and 18. The Cold Spring Brook Landfill contains AOC 40 (Biang, 1991). Objectives of the proposed field investigations at the Shepley's Hill and Cold Spring Brook landfills are to more clearly establish the nature and extent of contamination in groundwater, surface water, and sediments; to better define physical site characteristics in support of engineering evaluations; and to obtain data required to complete a detailed ecological risk assessment.
