Defined in this book as 'settlements of the urban poor developed through the unauthorised occupation of land', they are regarded by many as unhealthy and overcrowded blights on the urban landscape 'squatter camps' in common parlance. Yet census data tell us that 16.4% of households across the country live in informal settlements, mostly in urban areas where an insecure foothold on the land enables these households to access the economic opportunities, social and economic networks and basic amenities that are essential to their survival.

Book excerpt: Over the last two decades the concept and practice of Local Economic Development (LED) has gained widespread acceptance around the world as a locally-based response to the challenges posed by globalization, devolution, local-level opportunities, and economic crises. Support for local economic development is now firmly on the agenda of many national governments and key international agencies. This volume examines the debates about Local Economic Development and examines some of the unfolding experiences of LED in the developing world. The focus is upon the region of southern Africa, and more especially upon post-apartheid South Africa. LED emerged in South Africa as one of the more significant post-apartheid development options being pursued by empowered localities with the overt encouragement of national government. Elsewhere in the developing world, much interest surrounds the experience of LED in post-apartheid South Africa, which is seen as a laboratory for experimentation, innovation, and learning. The seventeen chapters in this book examine the range of LED interventions that have been the basis for experimentation in the last decade, including both pro-market as well as pro-poor interventions. Key themes include debates about the most appropriate policy directions for LED, its contribution towards sustainable development, the role of social capital, cluster support, public procurement, eco-development, good governance and tourism-led LED. The book also contains a series of detailed case studies on the implementation of LED in South Africa and the wider region of southern Africa, including analyses of LED undertaken at a variety of scales from the provincial, metropolitan, and small-town level. Until now, most research on local economic development has focused on the developed world. This volume breaks new ground in applying LED policy and practices to problems specific to the developing world. It will be of interest to scholars of development studies, urban and regional planning, human geography, and urban studies.

Book excerpt: More than 1.2 million households in South Africa live in informal settlements, without access to adequate shelter, services or secure tenure. There has been a gradual shift to upgrading these informal settlements in recent years, and there have been some innovative experiments. Upgrading Informal Settlements in South Africa: a partnership-based approach examines the successes and challenges of informal settlement upgrading initiatives in South Africa and contextualises these experiences within global debates about informal settlement upgrading and urban transformation. The book discusses: · The South African informal settlement upgrading agenda from local, national and international perspectives · South African ‘city experiences’ with informal housing and upgrading · The role of partnerships, actors and capabilities in pursuing an incremental upgrading agenda · Tools, instruments and methodologies for incremental upgrading · Implications of the upgrading agenda for the transformation of cities The book has been written and edited by a wide range of practitioners and researchers from government, NGOs, the private sector and academia. It covers theory and practice and represents a vast accumulated body of housing experience in South Africa.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first book to address future informal settlements at the global scale. It argues that to foster favourable conditions for the sustainable evolution of future informal cities, planners must consider the same issues that are paramount in formal urban developments, such as provision of: balanced land uses energy efficiency and mobility water management and food sufficiency governance and community participation productivity and competitiveness identity and sense of place Planning and Design for Future Informal Settlements makes a call for responsible action to address the urban challenges of the developing world, suggesting that the vitality of informality, coupled with spatial design and good management, can support the efficient use of resources in better places to live. The book analyses the strengths and weaknesses of informal urbanism and the challenges faced by the fast growing cities of the developing world. Through case studies, it demonstrates the contributions and limitations of different attempts to plan ahead for urban growth, from the creation of formal housing and urban infrastructures for self-built dwellings to the improvement of existing informal settlements. It provides a robust framework for planners and designers, policy-makers, NGOs and local governments working to improve living conditions in developing cities.

Available in PDF, EPUB and Kindle. Book excerpt: With the rapid growth in urban poverty in Africa, Asia and Latin America, most cities now have 30 to 60 per cent of their population living in shanty towns. The civil and political rights of these people are either ignored or constantly contravened. They face multiple deprivations, including hunger, long hours working for inadequate incomes; illness, injury and premature deaths that arise from dangerous living conditions and inadequate water supplies, sanitation and healthcare. Many face the constant threat of eviction and other forms of violence. None of these problems can be addressed without local changes, and Empowering Squatter Citizen contends that urban poverty is underpinned by the failure of national governments and aid agencies to support local processes. It makes the case for redirecting support to local organizations, whether governmental, non-governmental or grassroots. . The book includes case studies of innovative government organizations (in Thailand, Mexico, Philippines and Nicaragua) and community-driven processes (in India, South Africa, Pakistan and Brazil), which illustrate more effective approaches to urban poverty reduction.Such approaches include strengthening the organizations of the poor and homeless so that they are accountable to their members, are able to develop their own solutions and have more capacity to negotiate with the institutions that are meant to deliver infrastructure, services, credit and land for housing. Such support for local processes is crucial for meeting the Millennium Development Goals in urban areas.
