The Dialogue on Innovative Higher Education Strategies (DIES) is addressing this need in emerging countries by building platforms of exchange and offering training courses. Not only is the programme supporting capacity building of human resources, but it is also specifically focusing on inducing change within the universities, such as introducing new instruments or tools in the area of quality assurance and internationalisation, and addressing specific challenges or setting up new structures in the form of projects in the frame of the training. The ‘National Multiplication Trainings’ Programme under DIES is further addressing the sustainability and multiplication of the DIES Programme, that is, alumni are enabled to implement capacity building in higher education leadership and management in their national context. The articles within this volume of the “Potsdamer Beiträge zur Hochschulforschung” (Potsdam Contributions to Higher Education Research) analyse and share the experiences of such training programmes held in Colombia, Democratic Republic of Congo, Guinea, Malaysia, Kenya, and Uganda. They all revolve around the best ways to address the needs and challenges in higher education leadership and management, and in building capacities in these areas.

This report contributes substantively to the Government s vision on Strategy for Growth and Employment, putting human development and employment at center stage. Cameroon faces three main challenges: Developing more robust formal and informal employment opportunities by strengthening human development. Increasing productivity in agriculture, mining, and key value chains (timber, tourism, and information and communication technology). Advancing growth by investing in infrastructure and improving the business climate and regional integration. The Strategy sets a target for reducing underemployment from 76 percent of the workforce to 50 by 2020 by creating tens of thousands of formal jobs. But based on results from the first two years of its implementation, the strategy is far from achieving that target. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."

Les propositions des rapporteurs sont les suivantes : – augmenter, dans les écoles d’officiers, la proportion de places offertes aux étudiants ayant déjà accompli un premier parcours universitaire ; – encourager les grandes écoles militaires à décloisonner leurs cursus pour tendre vers des modèles d’écoles uniques, assorties d’un insigne commun ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans un autre établissement d’enseignement supérieur et accueillir, dans le même temps, une plus grande proportion d’étudiants issus de ces établissements ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans une académie militaire étrangère et accueillir, dans le même temps, une plus grande proportion de cadets issus de ces établissements ; – encourager les écoles militaires à adopter un statut d’établissement public à caractère scientifique, culturel et professionnel (EPSCP) ; – favoriser la création, dans chacune des armées, d’écoles à destination des élèves en situation d’échec scolaire, en y consacrant des moyens spécifiques ; – doter au plus vite les armées d’un outil complet de connaissance des coûts de l’appareil de formation ; – définir une méthodologie, commune aux trois armées, permettant de préparer et de développer des partenariats de formation avec les industriels ; – amplifier la féminisation des effectifs des cadres des écoles et des centres de recrutement pour promouvoir la mixité des choix de carrière des femmes.

In most African countries student transition from primary to junior secondary is still accompanied by significant repetition and dropout. Transitions within the secondary cycle also cause significant losses and should use more effective assessment and selection methodologies. According to global trends, Africa needs to revisit its post-primary structures to provide more diversified (academic and non-academic) pathways of learning which respond better to the continent's present economic and social realities. In the end, the main goal should be to produce young people who can become productive citizens and lead healthy lives, as demonstrated by middle and higher-income economies.

En meme temps, des evaluationsscolaires comparables sur le plan international montrent que les competences disponibles dans de nombreux pays a revenu intermediaire sont nettement inferieures a ce que ces pays ambitionnent. Et trop souvent, ces lacunes sont cachees - par consequent, pour faire face a la crise de l'apprentissage, il est crucial de commencer par la mettre en lumiere en ameliorant l'evaluation des acquis des eleves.Comment mettre l'ecole au service de l'ensemble des apprenants ? Les travaux de recherche sur le cerveau, l'innovation pedagogique et la gestion des etablissements scolaires, entre autres, ont identifie des interventions qui favorisent l'apprentissage en faisant en sorte que les apprenants soient mieux prepares, que les enseignants soient a la fois competents et motives, et que d'autres moyens soient mis en oeuvre pour soutenir larelation entre l'enseignant et l'apprenant.Comment faire en sorte que le systeme favorise l'apprentissage ? Pour realiser les objectifs d'apprentissage a travers le systeme educatif dans son ensemble, il ne suffit pas de transposer a plus grande echelle les interventions efficaces. Les pays doivent aussi surmonter des obstacles techniques et politiques en ayant recours a des outils de mesure et indicateurs suffisamment parlants pour mobiliser les acteurs concernes etsuivre les progres, en formant des coalitions au service de l'apprentissage et en adoptant une approche de reforme evolutive.
