This man, who was looking for gold, had journeyed from New Galicia, in Northern Mexico, to the region about the Colorado river in search of the "seven cities of Cibola," known in border fable as the opulent and teeming homes of artisans in precious metal. Arriving at Vacapos, which he described as a "hospitable town," the monk sent his companions to spy out the land. Some of them marched westward to a Sierran range; and when they reached its top they were able to see the ocean. The great waters, they said, were but forty leagues from Vacapos, a place which, from the distance given, must have been within the future limits of San Diego. But the Golden State's governance flaws reflect worrisome national trends with origins in the 1970s and 1980s. Growing voter distrust with government, a demand for services but not taxes to pay for them, a sharp decline in enlightened leadership and effective civic watchdogs, and dysfunctional political institutions have all contributed to the current governance malaise. Until recently, San Diego, California—America's 8th largest city—seemed immune to such systematic governance disorders. This sunny beach town entered the 1990s proclaiming to be "America's Finest City," but in a few short years its reputation went from "Futureville" to "Enron-by-the-Sea." In this eye-opening and telling narrative, Steven P. Erie, Vladimir Kogan, and Scott A. MacKenzie mix policy analysis, political theory, and history to explore and explain the unintended but largely predictable failures of governance in San Diego. Using untapped primary sources—interviews with key decision makers and public documents—and benchmarking San Diego with other leading California cities, Paradise Plundered examines critical dimensions of San Diego's governance failure: a multi-billion dollar pension deficit; a chronic budget deficit; inadequate city services and infrastructure; grandiose planning initiatives divorced from dire fiscal realities; an insulated downtown redevelopment program plagued by poorly-crafted public-private partnerships; and, for the metropolitan region, inadequate airport and port facilities, a severe underinvestment in firefighting capacity despite destructive wildfires, and heightened Mexican border security concerns. Far from a sunny story of paradise and prosperity, this account takes stock of an important but understudied city, its failed civic leadership, and poorly performing institutions, policymaking, and planning. Though the extent of these failures may place San Diego in a league of its own, other cities are experiencing similar challenges and political changes. Yet, as the work of gathering the necessary facts and preparing them for print progressed, the need for a few preliminary remarks became evident. An important reason for this lies in the fact that the writer could not have a longer time than was allotted to him to complete his manuscript. It would have been a pleasant task, for instance, to go more deeply into the rich stories of reminiscence which have been collected about San Diego, whose olden days are full of romantic appeal. It was impossible, however, within the limits of time and scope that had been laid down, to do more than select from these a few stories which seemed to be most important or distinctive or typical. The task was taken up and completed in full realization that the earlier periods of San Diego's history had been very ably covered in other histories, notably in that completed nearly fifteen years ago by William E. Smythe, then a resident of San Diego. It would be next to impossible for anyone to prepare a history of this city and county without giving much' consideration to Mr. Smythe's history. He did excellent work in collecting facts, some of them from rapidly dwindling sources, and he wrote those facts into a book of real merit. The headquarters or garrisons were located at San Diego, Santa Barbara, Monterey, and San Francisco, respectively. These military posts provided the guards for the Missions situated within the limits of their jurisdiction. The military district of San Diego embraced the Missions of San Diego, San Luis Rey, San Juan Capistrano, and San Gabriel, of which the City of Los Angeles in spiritual mat ters was a dependency. Although independent of one an other, a sort of union or connection existed among the Missions of the district. This suggested the geographical rather than the chronological order in relating the local his tory of the twenty-one Missions. Like the author's General History on the Missions, this Local Account is almost entirely compiled 'from the docu mentary sources enumerated and qualified in the Introduc tion to his second volume of The Missions and Missionaries of California. Numerous other works on the subject have been published, but they generally reveal the mind of the writers rather than historical facts. As a rule, such scribes never saw a Spanish document, nor would they know how to use it if they happened to see one. Hence their produc tions on California abound in such glaring errors and even wilful misstatements as to be of little or no use to the author whose sole aim is to present complete and accurate informa tion. The reader may confidently rely on the statements made in this work, since they are based on official docu ments and other trustworthy authorities. Scrupulous care has been exercised to insure accurate figures, notably in the Tables compiled from the Annual and Biennial Reports of the missionaries.
