Available in PDF, EPUB and Kindle. Book excerpt: This is a pivotal period in Sri Lanka's economic development. The end of conflict opens a door for accelerated economic growth and poverty reduction. Reform is needed to regain momentum because fiscal imbalances and rising public debt could jeopardize macroeconomic stability. The economy would benefit from significant trade and commercial policy reform. The labor market suffers from sluggish growth of formal sector employment and from skills mismatches, which can be addressed by changes in education policy and systems. The book analyzes these and related critical constraints on the Sri Lankan economy, and proposes a set of policy reforms that would lay the foundations for more rapid and inclusive development.

Book excerpt: This book analyzes the performance and impact of the India–Sri Lanka free trade agreement over the past decade and suggests the way forward. India became an important source of imports for Sri Lanka immediately after the implementation of the free trade agreement. Bilateral trade between the countries increased steadily thereafter, with Sri Lankan commodities finding a large market in India. The composition of trade also changed with an increased number of new goods being traded. The book computes indices and suggests scope for deepening economic cooperation between the two countries by pruning the negative lists for trade in goods, identifying potential investment, and suggesting policies for expanding cooperation in services.

Book excerpt: At the time of Independence in 1948, Sri Lanka's economy was highly dependent on international trade, but concentrated on exporting few agricultural product exports , hence experiencing balance of payment problems. For the past fifty years Sri Lanka was experiment ground for different economic policy packages. For the first three decades after independence the focus was on import substitution.Once the limitations of such policy for development was identified, and influenced by the Asian success stories, Sri Lanka decided to focus on export oriented industrializationfrom1977. After two decades, the country has identified several weaknesses in the economy that had prevented her from achieving rapid economic growth. Although the manufacturing sector has shown considerable growth, the high import dependency of the industry has resulted in low value addition. While creating small scale industry with forward linkages to the manufacturing industry the country should make an effort to attract foreign capital as well as technology that is necessary to create a strong industrial base.

Book excerpt: Trade liberalization is assumed to be the driving force of economic development of the developing countries. China and Sri Lanka have gradually opened their economies to foreign trade with the expectation of eliminating poverty which is the main cause of food insecurity. Though both countries possess some similar characteristics, they are different in size in the world market. Sri Lanka is regarded as a small economy while China is known as a large economy which has economic power to influence on world market. Hence, the main purpose of this study is to investigate whether trade liberalization has differently influenced on food security of China and Sri Lanka. The study employed time series multiple regression technique to investigate the effect of trade liberalization on food security of the two countries for the 1980-2009 period. The findings of the study supports the statement that trade liberalization and has not significantly influenced on food security of China. However, it is found a negative and weak relationship between trade liberalization and food security with regards to Sri Lanka. The key variable significantly influenced on the food security of two countries is the real GDP level and it shows a strong positive association with food security during the study period. The changes of imported food prices have been a key influential factor in determining food security of Sri Lanka but were not a significant factor to influence to the food security of China.

Available in PDF, EPUB and Kindle. Book excerpt: Sri Lanka achieved middle-income-country status in January 2010, on the strenght of of the economic growth fueled by the liberalization policy introduced in the late 1970s and pursued albeit unevenly in the following years. To continue growing, however, Sri Lanka needs to pay attention to its much neglected infrastructure. Accordingly, this report, aims to provide policy makers in Sri Lanka with a sound analytical basis for prioritizing investments and designing policy interventions that result in the mobilization of funds and their effective use for future development of Sri Lanka’s infrastructure, and also to improve understanding of the infrastructure sectors in Sri Lanka, including their current state and performance, future development needs, investment requirements and financing gaps, and bottlenecks to infrastructure development. The report assesses the country’s infrastructure endowment and performance, analyzes the contribution of infrastructure to economic and spatial development, and outlines investment needs and strategic priorities within those established by the Mahinda Chintana. It provides a cross-sectoral analysis of the major infrastructure cross-cutting themes including the link between infrastructure and poverty reduction and economic growth; the institutional and regulatory framework; the main issues regarding planning, coordination, and financing; and the role and constraints of private sector participation in infrastructure financing and service provision. It identifies bottlenecks to economic growth and considers policy issues to address them.
