But Africa is a visceral part of the international community and failure to efficiently represent it in the 21st century international relations is quite an annihilation scourge. This is so because Africa presents opportunities and challenges in this world of globalization. In the international relations of Ethiopia, Peter Both examines the ancient and contemporary international relations of Ethiopia from a unique perspective. A perspective that combines the cultural context, social work and international relations in order to effectively analyse the impact of interstate relations from macro to micro levels of the Ethiopian society. In so doing he proposes a foreign policy course which addresses various aspects of Ethiopian foreign relations. He proposes unilateral and multilateral courses of action to resolve the pressing issue of the Nile politics, increased involvement in the conflict resolution regime in the continent and the search for inter-African economic regime as opposed to reliance on Lome Conventions, GATT talks and WTO, which basically do nothing for African. If those institutions did provide any thing for Africa, the west would prefer hibernation to engagement. It is a transparent poppycock, which requires no rocket science. Peter also proposes that colonial boundaries in African need to be revised in order to avoid civil conflicts. Colonial boundaries top the list of major causes of death and civil wars in Africa. If the boundaries are left as they are due to African leadership paranoia, peace in Africa would remain a machiavellian hallucination.

Book excerpt: Increased tensions along the Ethiopian- Eritrean border —in a context of internal political turmoil in Ethiopia, increasing political repression in Eritrea, and recent developments in Somalia —raise concerns of expanding instability in the strategically important Horn of Africa. Avoiding Conflict in the Horn of Africa urges the United States to take the risks and spend the resources necessary to resolve the Ethiopia-Eritrea border conflict and thereby reduce tension in the region. It argues that Washington should pressure Ethiopia to demarcate the border and Eritrea to lift restrictions on the UN peacekeeping mission that monitors the border. Washington must also make clear to both countries the costs of continuing to suppress internal dissent —and highlight the benefits of initiating real internal reform and regional cooperation. In addition, the administration should be prepared to cut bilateral assistance programs and enact sanctions if political conditions deteriorate further. Finally, the United States, international donors, and organizations should support long-term peace-building initiatives.

The author bases his analysis on the rational-actor model of foreign policy analysis. Ethiopia’s economic growth is strongly tied to its investments in agriculture and electricity from hydropower, which not only creates opportunities for the region but also causes some negative externalities. The treat of water deficiency is particularly high for Egypt, which largely depends on the waters of the Nile, with its supply being threatened by the completion of the Grand Ethiopian Renaissance Dam (GERD) in 2017. Water politics with regards to foreign policy in addition to domestic conflict potentials are the most significant political challenges for Ethiopia today. The rational-choice model will help to identify these challenges in greater detail and country-specifically and will help to provide solutions for informed decision-making.

Book excerpt: This thesis "Ethiopia's Foreign Relations With Israel: 1955-1998," examines the nature and the impact of the diplomatic relationship between Ethiopia and Israel. From the rupture in relations during the Yom Kippur War in 1973 to the drama of Operation SOLOMON in 1991, the nature of the relationship has changed. What remains constant is the pragmatic adherence to national interests as the driving forces behind foreign policy. Early relations between Ethiopia and Israel were amicable and based on a sense of shared heritage and common interests. A mixture of idealism, economic cooperation, and technical assistance characterized the relations in the 1950s and 1960s. However, pragmatic acknowledgement of the geopolitical realities held greatest sway in the foreign policy arena. Thus, when Ethiopian interests shifted to border security and Israel became more concerned with freedom of the Red Sea, Israeli military assistance was added to the economic programs. The military relationship grew stronger into the early 1970s until Ethiopia severed relations with Israel in 1973. However, a year after the Ethiopian monarchy was toppled by an armed revolt, the new rulers turned to Israel for military assistance against Eritrean insurgents. This tacit military relationship was the hallmark of the relationship between Ethiopia and Israel in the 1970s and 1980s.
