This volume documents the formulation of U.S. policy toward the Middle East region as a whole, as well as the development of bilateral relationships with the countries of the Arabian Peninsula, from February 15, 1973, until December 28, 1976. During this period, Presidents Nixon and Ford and Secretary of State Henry A. Kissinger devoted much of their attention to managing the political, economic and strategic effects of the October 1973 Arab-Israeli war on U.S. interests in the region. Though the United States enjoyed cordial relations with every state on the Arabian Peninsula, with the exception of the People’s Democratic Republic of Yemen, the U.S. Government was criticized for its relationship with and assistance to Israel during the war. The 1973–1974 oil embargo, led by Arab members of the Organization of the Petroleum Exporting Countries against the United States and Western Europe, compounded the war’s impact and further complicated U.S. relations with most Middle Eastern states. In addition to raising international oil prices and creating a troubling financial situation for the United States, the embargo diminished U.S. prestige in the region at a moment when the Soviet Union’s influence in the eastern Mediterranean, the Horn of Africa, and South Asia appeared to be on the rise. In response to this situation, the United States strengthened diplomatic relations with recently-independent Gulf states, who were responsive to offers of U.S. development expertise, technical assistance, and military aid. The Nixon and Ford administrations also courted Saudi Arabia as a political and economic partner, bolstered the modest U.S. military presence in the region, and expanded Washington’s diplomatic footprint with the establishment of new Embassies in the Gulf"--Office of the Historian press release.

Never before had Iranians felt the impact of global political, social, economic, and cultural forces so intimately in their national and daily lives, nor had Iranian actors played such an important global role – on battlefields, barricades, and in board rooms far beyond Iran’s borders. Iranian intellectuals, technocrats, politicians, workers, artists, and students alike were influenced by the global ideas, movements, markets, and conflicts that they also helped to shape. From the launch of the Shah’s White Revolution in 1963 to his overthrow in the popular revolution of 1978–79, Iran saw the longest period of sustained economic growth that the country had ever experienced. An entire generation took its cue from the shift from oil consumption to oil production to dream of, and aspire to, a modernized Iran, and the history of Iran in this period has tended to be presented as a prologue to the revolution. Those histories usually locate the political, social, and cultural origins of the revolution firmly within a national context, into which global actors intruded as Iranian actors retreated. While engaging with that national narrative, this volume is concerned with Iran’s place in the global history of the 1960s and ’70s. It examines and highlights the transnational threads that connected Pahlavi Iran to the world, from global traffic in modern art and narcotics to the embrace of American social science by Iranian technocrats and the encounter of European intellectuals with the Iranian Revolution. Book excerpt: This report is an outgrowth of the questions raised in the fall of 1980 and spring of 1981 about the conduct of air operations in the war between Iran and Iraq. Unlike previous Middle Eastern wars, this one had continued over a protracted period while we in the United States and in the US Air Force had been able to observe it only from a distance. As the war haltingly progressed, we began to have a fair picture of what was going on in the air war, though our information was far from complete or detailed. The sketchy picture that emerged, however, seemed to indicate that combatants were using their airpower assets in way contrary to our expectations. Most notably, it seemed that both sides seemed content not to use their airpower and relied instead on ground forces for most combat operations. This report examines the air war between Iran and Iraq, but rather than attempt simply to lay out what happened in the war, it attempts to discern why Iran and Iraq used their airpower as they did. The results of this study do not call into question any basic US Air Force airpower approaches, but they do highlight significant considerations that affect the use of airpower by Third World nations.

Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike.
