Assessing a critical decade in postwar economic relations, Thomas W. Zeiler shows trade policy to be the decisive factor hastening America's economic decline vis-a-vis Western Europe and Japan. By the early 1960s, the international commercial might of the U.S. had begun to diminish as a result of the increased strength of the six-member European Economic Community and a persistent balance-of-payments deficit. Believing that America must either "trade or fade," Kennedy proposed a visionary foreign trade bill as a way to reinvigorate the U.S. economy and maintain the Western alliance against the Soviet. Book excerpt: Originally published in 1982. Trade and Aid outlines the transition of U.S. foreign policy during the Eisenhower administration. In the years leading up to Eisenhower's election, America's predominant foreign economic program was based on the concept of "trade not aid," which deemphasized foreign aid and relied instead on liberalized world trade and the encouragement of private foreign investment to assure world economic growth. When Eisenhower took office in 1953, he embraced this doctrine. However, as problems in the Third World worsened, it became clear to Eisenhower and other architects of American foreign policy that trade and private investment were insufficient solutions to the economic woes of developing nations. In 1954 Eisenhower began to embrace economic aid as a core axis of his foreign economic policy. Burton I. Kaufman contextualizes Eisenhower's foreign policy leadership in the ongoing historical evaluation of Eisenhower's leadership prowess. He evaluates the outcomes of the Eisenhower administration's trade and aid program, arguing that developing countries were worse off by the time Eisenhower left office.

Both policymaking and economic thinking have evolved since the 1960s. The papers gathered in this volume examine the economics of the 1960s as the starting point in this evolution.Several of the contributors to this volume were involved in policymaking in the 1960s. Their papers provide firsthand insights to the analyses and priorities of that period and a prelude to examination of subsequent ideas and policies. All participants have been active in economic research since the 1960s; collectively they represent a wide range of expertise in economic analysis.This volume is dedicated to the memory of Arthur Okun, a major figure in economics and economic policy throughout the Kennedy-Johnson era, at Yale, at the Council on Economic Advisers, and at Brookings. He served as chairman of the council and chief economic adviser to President Johnson. At Brookings, he and George Perry founded the Brookings Panel on Economic Activity and its journal, Brookings Papers on Economic Activity.
