Such investment may increase the quality of services, reduce their cost, and offer opportunities for knowledge spillovers to downstream users of the services. This paper examines the effects of foreign direct investment in services on manufacturing productivity growth in Chile between 1992 and 2004. The authors estimate an extended production function where plant output growth depends on input growth and a weighted measure of foreign direct investment in services. The novelty of the approach is that the authors are able to assess the intensity of usage of various types of services at the plant level and use that information in the estimation of the importance of foreign direct investment in those services. The econometric results show a positive and significant effect of foreign direct investment in services on productivity growth of Chilean manufacturing plants which is robust to a multitude of tests. The economic impact of the estimates is that forward linkages from foreign direct investment in services account for almost 5 percent of the observed increase in Chilean manufacturing productivity growth during the sample period. This evidence therefore suggests that reducing the barriers restricting foreign direct investment in services in many developing economies may help accelerate productivity growth in their manufacturing sectors."--World Bank web site.

Book excerpt: Abstract: May 2000 - How much a developing country can take advantage of technology transfer from foreign direct investment depends partly on how well educated and well trained its workforce is, how much it is willing to invest in research and development, and how much protection it offers for intellectual property rights. Saggi surveys the literature on trade and foreign direct investment - especially wholly owned subsidiaries of multinational firms and international joint ventures - as channels for technology transfer. He also discusses licensing and other arm's-length channels of technology transfer. He concludes: How trade encourages growth depends on whether knowledge spillover is national or international. Spillover is more likely to be national for developing countries than for industrial countries; Local policy often makes pure foreign direct investment infeasible, so foreign firms choose licensing or joint ventures. The jury is still out on whether licensing or joint ventures lead to more learning by local firms; Policies designed to attract foreign direct investment are proliferating. Several plant-level studies have failed to find positive spillover from foreign direct investment to firms competing directly with subsidiaries of multinationals. (However, these studies treat foreign direct investment as exogenous and assume spillover to be horizontal - when it may be vertical.) All such studies do find the subsidiaries of multinationals to be more productive than domestic firms, so foreign direct investment does result in host countries using resources more effectively; Absorptive capacity in the host country is essential for getting significant benefits from foreign direct investment. Without adequate human capital or investments in research and development, spillover fails to materialize; A country's policy on protection of intellectual property rights affects the type of industry it attracts. Firms for which such rights are crucial (such as pharmaceutical firms) are unlikely to invest directly in countries where such protections are weak, or will not invest in manufacturing and research and development activities. Policy on intellectual property rights also influences whether technology transfer comes through licensing, joint ventures, or the establishment of wholly owned subsidiaries. [...] The reasons given to justify the presence of major restrictions in the service sector often have less to do with economics than with the protection of national security and sovereignty.35 Telecommunications networks and electricity are part of a country's basic infrastructure. [...] Table 1 shows the change in the Restrictiveness Index in the telecommunications, finance, airline and electricity sectors between 1991 and 2005 for the OECD average and for Canada.36 The Index can range from 0 to 1, with 0 indicating complete openness for inward FDI and 1 for no entry at all. Abstract: Abstract of thesis entitled "Spillovers from Foreign Direct Investment: Evidence from the Chinese Manufacturing Sector" Submitted by HU Youxin for the degree of Master of Philosophy at The University of Hong Kong in August 2003 It is widely believed that FDI has positive spillovers on domestic industry. But empirical studies find conflicting evidence on the spillover impact of FDI. In this industry level study, industrial census data on individual firms for 1995 and 1997 are used to investigate the spillover effect of foreign direct investment. We estimate the association between FDI presence and productivity or productivity growth of domestic manufacturing industry. We consider both intra-industry and inter-industry spillover separately. We also investigate different spillover effect regarding the sources of FDI. First, we examine the relation between FDI presence and productivity in 1995. Second, to avoid the causality problem, we examine the impact of FDI presence in 1995 on productivity growth through 1995-1997. Finally, considering the policy differences across different geographic regions, we divide the full sample into 4 sub-samples by the level of openness and examine their spillovers effects separately. The estimation results offer limited support for the existence of positive spillovers. In particular, inter-industry FDI originated from Hong Kong, Macao and Taiwan is positively iand significantly associated with the growth of domestic productivity only in the provinces most open to foreign businesses in China. More often, we find the presence of FDI to be negatively correlated with the growth of domestic productivity in specific regions.
