Book excerpt: Zusammenfassung: There seems to be no end to the good news coming from the Horn of Africa. First, the Nobel peace prize for Ethiopia's young reformer Prime Minister Abiy Ahmed in October and then, in April, Sudan's dictator Omar al-Bashir was overthrown after thirty years of rule. After months of civil and peaceful protests, it was actually the Sudanese military that finally forced the ruler out of office. Then, less than four months later, military leaders and civilians led by Abdalla Hamdok, an economist with decades of experience at the United Nations, managed to form a government. Whether the transition continues to develop positively will depend on the willingness of the security apparatus to transfer power to civilian leaders. However, in stabilising the country and improving its economic performance much will depend on whether and to what extent external actors support Sudan's transformation process

Available in PDF, EPUB and Kindle. Book excerpt: Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: Sudan is at a crossroads. The country could soon witness one of the first partitions of an African state since the colonial era. The 2005 Comprehensive Peace Agreement guarantees a referendum on self determination for Southern Sudan, which is scheduled for January 2011. The agreement ended a 20-year old civil war pitting the indigenous population against successive Arab Muslim regimes in Khartoum. By the late 1990s, the international community had largely judged the war insoluble and turned its attention elsewhere. Following the terrorist attacks of September 11, 2001, a peace process between the government of Sudan and the Sudan People's Liberation Movement and Army (SPLM/A) took hold. Waging Peace in Sudan shows how that war, which ultimately claimed two million deaths and twice as many displaced, was finally brought to an end. The talks were facilitated by Intergovernmental Authority on Development under Kenyan leadership, and supported by a 'Troika' of the US, UK, and Norway - whose intense engagement in the negotiations was critical for reaching the peace agreement in January 2005. Although the cast of characters in this drama ranged from President George W. Bush and Secretary of State Colin Powell to unnamed officials in East African hotels, two figures stood out: the SPLM/A Chairman, Dr. John Garang, and Ali Osman Taha, First Vice President of Sudan. Norwegian Minister of International Development Hilde F. Johnson's personal relationships with these two leaders gave her unique access and provided the basis for her pivotal role in the negotiations. She was party to virtually all their deliberations throughout this crucial period of Sudanese and African history. Waging Peace in Sudan describes this process from a unique, insider's perspective. Johnson's account provides a level of detail seldom achieved in works of contemporary African history and diplomacy. As Sudan soon faces the most decisive moment in its history, this book is indispensable reading.

Available in PDF, EPUB and Kindle. Book excerpt: The Sudanese peace agreement reached a crisis point in its final year. This book offers an analysis of the impact of the implementation of the agreement on different Sudanese communities and neighbouring regions. After a long process of peace negotiations the Comprehensive Peace Agreement (CPA) was signed on 9 January 2005 between the Government of Sudan (GOS) and the Sudan People's Liberation Movement/Army (SPLM/A). The CPA raised initialhopes that it would be the foundation block for lasting peace in Sudan. This book compiles scholarly analyses of the implementation of the power sharing agreement of the CPA, of ongoing conflicts with particular respect to land issues, of the challenges of the reintegration of internally displaced people and refugees, and of the repercussions of the CPA in other regions of Sudan as well as in neighbouring countries. Elke Grawert is SeniorLecturer at the Institute for Intercultural & International Studies (InIIS), Faculty of Social Sciences, University of Bremen, Germany.

Book excerpt: Absent a change in current trends, further political violence in Sudan will be hard to avoid. Lack of governance capacity in the South and failure to resolve key issues between the North and South are important factors that can lead to political violence surrounding the referendum, slated for 2011, on whether the South secedes or remains part of a united Sudan. The parties need a shared sense of confidence about post-2011 futures. The North should be encouraged to cooperate in the referendum process and accept the outcome. The Government of Southern Sudan (GOSS) should devote more energy and resources to governance and service delivery rather than building military capability. The international community needs an assistance strategy focused on enhancing the GOSS's capacity to deliver services through local governments. The United States and the international community should pressure and assist the parties to promptly pass referendum legislation and address fundamental issues (e.g., oil and boundaries) before the referendum.

This book examines how the Islamist project has shaped these developments in Sudan, with a particular focus on how divisive policies have driven regional violence as well as the fight against continued marginalization.

Book excerpt: This report presents elements of the development of Sudanese women’s political participation through time. It highlights several political routes from their early days until the contemporary era. The study is based on an analysis of secondary sources alongside empirical data derived from four states within Sudan, namely: Blue Nile, Central Darfur, Kassala and River Nile. Different themes are explored and they include: the meanings of political participation, women’s leadership roles, identifying structural limitations that hinder the participation of women in politics, possible avenues for women’s participation, the presence of women in politics, variations in religious interpretations and their impact on political participation, the status of the Sudanese constitution and the views of women and men on the extent that women might advance in the next elections. The report also address how the December revolution of 2018 might improve the situation for women’s political participation, since it marks a break from the earlier practices of the Islamist regime that had a severe negative impact on the freedoms of Sudanese women and their ability to engage in political activities. Political parties are considered gatekeepers for women’s access to political positions of power as they play an important role in institutionalizing women’s inclusion in politics. Ensuring that political parties in Sudan play an active role in the advancement of gender equality and the enhancement of women’s political participation is particularly important as Sudan prepares for its transition to democracy.

Book excerpt: In this hugely influential book, originally published in 2001 but just as - if not more - relevant today, Mark Duffield shows how war has become an integral component of development discourse. Aid agencies have become increasingly involved in humanitarian assistance, conflict resolution and the social reconstruction of war-torn societies. Duffield explores the consequences of this growing merger of development and security, unravelling the nature of the new wars and the response of the international community, in particular the new systems of global governance that are emerging as a result. An essential work for anyone studying, interested in, or working in development or international security.

Available in PDF, EPUB and Kindle. Book excerpt: Sudan's post-independence history has been dominated by long, recurring, and bloody civil wars. Most commentators have attributed the country's political and civil strife either to an age-old racial and ethnic divide between Arabs and Africans or to colonially constructed inequalities. In The Root Causes of Sudan's Civil Wars, Douglas H. Johnson examines historical, political, economic, and social factors to come to a more subtle understanding of the trajectory of Sudan's civil wars. Johnson focuses on the essential differences between the modern Sudan's first civil war in the 1960s, the current war, and the minor conflicts generated by and contained within the larger wars. Regional and international factors, such as humanitarian aid, oil revenue, and terrorist organizations, are cited and examined as underlying issues that have exacerbated the violence. Readers will find an immensely readable yet nuanced and well-informed handling of the history and politics of Sudan's civil wars.

In the wake of the protests that toppled regimes across the Middle East in 2011, Sudanese activists and writers have proudly cited their very own 'Arab Springs' of 1964 and 1985, which overthrew the country's first two military regimes, as evidence of their role as political pioneers in the region. Whilst some of these claims may be exaggerated, Sudan was indeed unique in the region at the time in that it witnessed not one but two popular uprisings which successfully uprooted military authoritarianisms. Civil Uprisings in Modern Sudan provides the first scholarly book-length history of the 1964 and 1985 uprisings. It explores the uprisings themselves, their legacy and the contemporary relevance they hold in the context of the current political climate of the Middle East. The book also contends that the sort of politics espoused by various kinds of Islamist during the uprisings can be interpreted as a form of early 'post-Islamism', in which Islamist political agendas were seen to be compatible with liberalism and democracy. Using interviews, Arabic language sources and a wealth of archival material, this book is an important and original study that is of great significance for scholars of African and Middle Eastern political history.

Available in PDF, EPUB and Kindle. Book excerpt: Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: Militant Islam is a powerful force in the Horn of Africa, and the U.S. war on terrorism has thrown the region and its politics into the international spotlight. Since the 1990s, when a failed U.S. military mission was called in to maintain order, Islamist organizations, with heavy sponsorship from Saudi Arabia, have multiplied and established much-needed health and education services in the region. However, despite the good that they are clearly providing, these organizations are labeled "terrorist" by the U.S. Islamist extremists have been found to be responsible for the deadly embassy bombings in Kenya and Tanzania and the attack on an Israeli jet in Mombasa. Since September 11, 2001, global effort has been concentrated on bringing these groups to their knees. Focusing on how Islamist movements have been viewed post-9/11 and how the U.S. agenda is being translated into local struggles in the region, this book is an important step toward understanding the complex dynamics that enfold the region. Contributors are Roland Marchal, A. H. Abdel Salam, M. A. Mohamed Salih, and Alex de Waal.
