Book excerpt: This report acts as a baseline for the Food and Nutrition Security Resilience Programme (FNS-REPRO) of FAO, which is a four-year programme of USD 28 million funded by the Government of the Netherlands, that contributes directly to the operationalization of the United Nations Security Council 2417 by addressing the “cause-effect” relationship between conflict and food insecurity in Somaliland, Sudan (Darfur) and South Sudan. The programme, which became operational in October 2019, is designed to foster peace and food security at scale through a multi-year livelihood- and resilience-based approach. The FNS-REPRO component in Sudan focuses on supporting the production and value chain of gum Arabic. In Sudan, the programme is implemented in the North and East Darfur states. The purpose of the study is to collect baseline values for identified project indicators, which will be tracked over time and used to establish the impact of the project. In addition, it identifies and documents lessons learned that will facilitate the continuous realignment of the current project’s theory of change and assist in defining and designing similar future food security projects in Sudan as well as in other parts of the world with similar contexts. This baseline provides characteristics of the gum Arabic production and gum Arabic-producing households in the project area. Among others, it was estimated that 23 percent of the households in the study area were involved in gum Arabic production, of which 90 percent were male-headed households. Strategies to facilitate the participation of female-headed households in this value chain are critical. Households involved in gum Arabic production had limited access to information on gum Arabic production and prices. Furthermore, the households in the area received little to no training on aspects of gum Arabic production. This calls for an evaluation and improvement of agricultural extension services for the gum Arabic producers, which will assist in streamlining good agricultural practices among gum Arabic farmers.

This book examines the political and economic consequences of the efforts of one organization, Operation Riz-Segou in Mali, to increase smallholder food and cash crop production. Drawing extensively on fieldwork in Mali, the author finds that significant investments in irrigation facilities, financed by foreign aid, have not reduced the smallholder's vulnerability to the risks posed by weather and uncertain flood levels of the Niger River. The extension system discourages smallholder investment for long-term agricultural development because of its preoccupation with supervision and administrative control. Moreover, the Operation engages in many popular rural development activities—literacy programs, farmer training, women's artisanal centers—that give the facade of grassroots participation but in reality do not provide villagers a critically needed voice in local program administration. Comparing Operation Riz-Segou to similar parastatal agricultural development programs in the Sahel, Dr. Bingen discusses why only those policies deliberately designed and carefully implemented to share power with the majority of the people can lay the political and economic foundation required to overcome rural poverty and resolve the food crisis in the Sahel.

In addition, it identifies and documents lessons learned that will facilitate the continuous realignment of the current project’s theory of change and assist in defining and designing similar future food security projects in South Sudan as well as in other parts of the world with similar contexts. The baseline study was structured around the project indicators that can be measured at household level as well as indicators that will be used to estimate household resilience capacity. Estimation of the household resilience capacity is done using the FAO RIMA-II tool. Overall, the study employed a panel design with both intervention and comparison households. The current baseline survey focused on Yambio and Torit counties, the first areas of the project roll-out. The data collection covered about 600 households from the two counties (407 treatment and 192 control) in October 2020.

This is despite the fact that eighty per cent of the world's poor live in rural agricultural areas and that the poor are disproportionately affected when political, military and natural events lead to regional or global food shortages. Brandt and Otzen's key book fills a gap in current literature, undertaking a wide-ranging conceptual reorientation of development cooperation, criticizing the current orthodoxy and its bias towards urban areas, and arguing that in order to effectively alleviate poverty across the world, agricultural and rural development measures need to be implemented both by central and subnational governments, aid agencies and the private sector. The authors investigate the world food question, the current pressures it is under and its link to rural poverty, and set out the policies that need to be undertaken to reduce global poverty.
