Book excerpt: This synthesis report is the result of close, collaborative research initiated by the Asian Development Bank in partnership with Foreign Affairs, Trade and Development Canada; the Asia-Pacific Economic Cooperation; and the Liu Institute for Global Issues at the University of British Columbia. Fourteen background papers were commissioned to investigate food security issues particularly pertinent for Asia and the Pacific. The report synthesizes and collates the primary findings from these papers to articulate key policy challenges and opportunities related to food security in the region.

Book excerpt: In recent years, the world has seen unprecedented attention and political commitment to addressing malnutrition. Milestones such as the Scaling Up Nutrition (SUN) Movement, the Lancet Maternal and Child Nutrition Series, and the Second International Conference on Nutrition (ICN2) have marked the rapid rise of nutrition on the global policy and research agenda. These developments reverse years of relative neglect for nutrition. Undernutrition is a global challenge with huge social and economic costs. It kills millions of young children annually, stunts growth, erodes child development, reduces the amount of schooling children attain, and increases the likelihood of their being poor as adults, if they survive. Stunting persists through a lifetime and beyond—underweight mothers are more likely to give birth to underweight children, perpetuating undernutrition across generations. Undernutrition reduces global gross domestic product by US$1.4–$2.1 trillion a year—the size of the total economy of Africa south of the Sahara.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Hunger and malnutrition are long-term problems facing the world. Recent food price rises have greatly exacerbated the difficulties poor people face in accessing nourishing food and have dragged up to 100 million people back into poverty. The World Food Programme's (WFP) 'pipeline' of emergency food has never been more important. WFP does crucial work at the frontline of humanitarian emergencies and in building the resilience of communities to deal with long-term hunger. Up to 20 million tonnes of food may be needed to feed new groups of people being pushed into poverty by food price rises. Significant increases to the WFP's budget are likely to be needed in order to secure this additional food supply. The usual annual total of US$3 billion in voluntary contributions may need to double to US$5-6 billion. Malnutrition is responsible for one-third of child deaths, yet it is under-funded and under-emphasised by the international community and the UN system. The Committee is shocked that DFID lacks a specific nutrition policy and measurable targets for assessing progress in reducing malnutrition. The establishment of the UN Taskforce and its Comprehensive Framework for Action on food security are positive steps. Agencies such as DFID and the WFP must look beyond the current crisis and address long-term drivers of food security. DFID should re-focus on agriculture. Reforms to the UN system are another important factor in improving future responses to food insecurity. There is scope for far greater integration of the work done by the three Rome-based UN agencies. Identifying the WFP as the lead UN agency on hunger would contribute to a more coherent international approach.

Book excerpt: Restrictions on exports of staples or cash crops are frequently imposed in developing countries to promote food security or industrial development goals. By diverting production to the local market, these policies aim to reduce prices and increase the supply of food or intermediate inputs to the benefit of consumers or downstream industrial users. Although export restrictions reduce aggregate welfare, they are attractive to policymakers: Governments gain support when they are seen to keep consumer prices low; likewise, politicians are swayed by industrial lobbyists who promise increased value-addition in exchange for access to cheaper inputs. This study weighs in on the debate around the desirability of export restrictions by simulating the economy-wide effects of Malawi’s longstanding maize export ban as well as a pro-posed oilseed export levy intended to raise value-addition in processing sectors. Our results show that, while export restrictions may have the desired outcome in the short run, producers respond to weakening market prospects in the longer run by restricting supply, often to the extent that the policies become self-defeating. Specifically, maize export bans only benefit the urban non-poor, while poor farm households experience income losses and reduced maize consumption in the long run. The oilseed export levy is equally ineffective: Even when export tax revenues are used to subsidize processors, gains in industrial value-addition are outweighed by declining agricultural value-addition as production in the fledgling oilseed sector is effectively decimated. The policy is further associated with welfare losses among rural households, while urban non-poor households benefit marginally.

Available in PDF, EPUB and Kindle. Book excerpt: Global food price spikes in 2008 and again in 2011 coincided with a surge of political unrest in low- and middle-income countries. Angry consumers took to the streets in scores of nations. In some places, food riots turned violent, pressuring governments and in a few cases contributed to their overthrow. Foreign investors sparked a new global land rush, adding a different set of pressures. With scientists cautioning that the world has entered a new era of steadily rising food prices, perhaps aggravated by climate change, the specter of widespread food insecurity and sociopolitical instability weighs on policymakers worldwide. In the past few years, governments and philanthropic foundations began redoubling efforts to resuscitate agricultural research and technology transfer, as well as to accelerate the modernization of food value chains to deliver high quality food inexpensively, faster, and in greater volumes to urban consumers. But will these efforts suffice? This volume explores the complex relationship between food security and sociopolitical stability up to roughly 2025. Organized around a series of original essays by leading global technical experts, a key message of this volume is that actions taken in an effort to address food security stressors may have consequences for food security, stability, or both that ultimately matter far more than the direct impacts of biophysical drivers such as climate or land or water scarcity. The means by which governments, firms, and private philanthropies tackle the food security challenge of the coming decade will fundamentally shape the relationship between food security and sociopolitical stability.

Book excerpt: The Russian Federation experienced a fall in GDP per capita of nearly 50 per cent during the 1990s, and following the sudden fall in value of the rouble in 1998, international concerns grew over to the rising level of food insecurity and poverty in the country. This report has been produced as part of a FAO technical assistance project, and examines the state of food security in the Russian Federation and the prospects for addressing these challenges in the future. Issues discussed include: the changes in agricultural production during the 1990s, the main indicators of food availability and access to food by the population, public nutrition and diet, and the outlook for improvements in the future.
