Book excerpt: The recent escalation of world food prices – particularly for cereals - prompted mass public indignation and demonstrations in many countries, from the price of tortilla flour in Mexico to that of rice in the Philippines and pasta in Italy. The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. As a result, more appropriate policies can be put in place to ensure more stable food supplies in the future. Published with the Food and Agriculture (FAO) Organization of the United Nations

Contributions from colleagues on five continents enabled this research endeavor to mature from an urgent although poorly formulated idea some three years ago to a serious study of the environmental impacts of policy-based lending. It is nothing short of a privilege to have benefited from the dedication and support of so many gifted colleagues who helped steer this study through methodological, political, and logistical thickets of many kinds.

Book excerpt: This open access book is about understanding the processes involved in the transformation of smallholder rice farming in the Lower Mekong Basin from a low-yielding subsistence activity to one producing the surpluses needed for national self-sufficiency and a high-value export industry. For centuries, farmers in the Basin have regarded rice as “white gold”, reflecting its centrality to their food security and well-being. In the past four decades, rice has also become a commercial crop of great importance to Mekong farmers, augmenting but not replacing its role in securing their subsistence. This book is based on collaborative research to (a) compare the current situation and trajectories of rice farmers within and between different regions of the Lower Mekong, (b) explore the value chains linking rice farmers with new technologies and input and output markets within and across national borders, and (c) understand the changing role of government policies in facilitating the on-going evolution of commercial rice farming. An introductory section places the research in geographical and historical context. Four major sections deal in turn with studies of rice farming, value chains, and policies in Northeast Thailand, Central Laos, Southeastern Cambodia, and the Mekong Delta. The final section examines the implications for rice policy in the region as a whole.

Book excerpt: This book adopts a neo-Marxist and Gramscian approach to studying the political economy of the agricultural and food system in Thailand (1990-2014). The author argues that hegemonic forces have many measures to co-opt dissent into hegemonic structures, and that counter-hegemony should be seen as an ongoing process over a long period of time where predominantly counter-hegemonic forces, constrained by political economic structural conditions, may at times retain some hegemonic elements. Contrary to what some academic studies suggest, the author argues that localist-inspired social movements in Thailand are not insular and anti-globalisation.

Available in PDF, EPUB and Kindle. Book excerpt: This textbook addresses the main economic principles required by agricultural economists involved in rural development. The principles of 'micro-economics' or 'price-theory' are of relevance to economists everywhere, but this book reinforces the message of their relevance for rural development by explaining the theory in the specific context of the agricultural and food sectors of developing countries. Hypothetical and actual empirical illustrations drawn almost exclusively from such countries distinguish this book from other economic principles texts that draw their examples almost invariably from industrialised countries, and also from books more oriented to the issue of rural development. The first half of the book deals with the underlying principles of production, supply and demand. These are essential tools for the study and management of the agricultural sector and food markets. In the second half, supply and demand are bought together into a chapter of equilibrium and exchange. This is followed by chapters on trade and the theory of economic welfare. In the final chapter it is shown that much of the material in the earlier chapters can be combined by agricultural economists into a system for analysing and comparing the effects of alternative agricultural policies. The ability of agricultural economics to provide a consistent framework for the analysis of policy problems thus enables it to make a key contribution to rural development.

Book excerpt: “This timely volume chronicles and analyses the intersection of rice policies and the pandemic through case studies of a diverse range of Southeast Asian countries: rice exporters, rice importers and city-states. There is no group of eminent researchers better suited to carrying out this work, and they conduct the analysis by illuminating the historical context that is essential to an understanding of rice policies in the region. This volume is a must-read for anyone interested in rice policies and politics in contemporary Southeast Asia.”--David Dawe, Former Senior Economist with the International Rice Research Institute and the Food and Agricultural Organization. “This is highly recommended reading for those interested in an up-to-date and in-depth treatment of the political economy of rice policies in five major ASEAN countries, one chapter per country. While the book title indicates a topical focus on the impact of the COVID-19 pandemic on Southeast Asia’s rice sector, these chapters are much more than this, giving considerable historical context leading up to the outbreak of the pandemic and looking forward after the pandemic.”--Howarth Bouis, Laureate, World Food Prize; Emeritus Fellow, International Food Policy Research Institute
