This report analyzes the causes and effects of food price inflation in South Asia during the period 2007?08 and beyond; simulates the impact of food price increases on household welfare and the potential of adjustments in consumer and producer behavior for mitigating the negative impact on welfare; and assesses the potential impact of regional trade liberalization on food prices. The appendixes describe the policy reactions of individual governments to the increases in food prices against the background of their respective domestic food policies. The focus is on wheat and rice, which are the main food staples in South Asia and together account for an important part of food expenditures of the poor. By analyzing the household?level impacts of the food crisis and taking stock of the policy responses of national governments, including their regional dimensions, the report allows lessons to be drawn regarding the policies that South Asian governments may want to follow to enable them to react appropriately in case another food crisis unfolds, while at the same time helping to prevent such a crisis from occurring.

The large loss of income from the terms of trade shock has worsened macroeconomic balances, fueled rapid inflation, and hurt growth. Although commodity prices have come down recently, the benefits are being clouded by the emergence of a severe global financial crisis. The adverse consequences of the food price hike for the poor are large; the global financial crisis could further worsen the situation due to falling economic opportunities and government revenues. South Asian countries need to accelerate reforms to avoid facing a serious downturn in economic activity, investment, exports, and income. Governments in South Asia have responded by stabilizing domestic food prices through a number of short-term measures, tightened monetary policy to reduce inflation, and increased spending on a range of safety net programs for the poor. Some of the policies employed, such as export bans, are not consistent with the long-term welfare of the country or the region. Safety net interventions need to be made consistent with a longer-term poverty reduction strategy and fiscal sustainability. Most importantly, policy attention now needs to shift toward efforts to increase farm productivity, improve rural infrastructure, and lower the vulnerability of the poor."--World Bank web site.

It deals with four elements: 1) the pass-through of global food (and other commodity) prices, 2) macroeconomic policies, 3) market regulation and short-term supply shocks, and 4) long-term structural shifts and the terms of trade between agriculture and other sectors of the economy. This report examines food and overall inflation trends in South Asia, which is experiencing relatively high inflation, and is home to a large number of poor. There are many more poor people who are net buyers of food than there are those who benefit from higher prices of agricultural products even in the predominantly rural countries of South Asia. The report examines both short-term and longer-term drivers of rising food prices in the region, including developments in international commodity prices, domestic supply shocks, accommodative demand side policies, structural changes in demand patterns, and long-term agricultural productivity trends. The impact on poverty is examined, as is the region's preparedness for food price shocks. The priorities laid out in the Bank's post-crisis directions paper (2010) and the mandates given to the Bank by the G20 are to focus on food price volatility, agriculture and food security, and agricultural productivity. In line with these priorities, the report ends with some policy directions to manage the macroeconomic impact of food price inflation, and the potential spillover into generalized inflation, to manage the social impact of the food price hikes, and to hedge against risks associated with food price volatility. The report is organized as follows: section two discusses the anatomy and short- and longer-run drivers of food and overall inflation in South Asia. Section three discusses the impact of government policies affecting agricultural marketing, inputs and trade in South Asian countries. Section four presents an assessment of the impact of food price increases on poverty and an assessment of the preparedness of South Asian countries social protection schemes to cope with this impact. Section five concludes with some policy directions that could be pursued by South Asia to improve agricultural productivity and mitigate the impact of food price volatility on its population.

Governments proactively stabilized activity through monetary easing, fiscal stimulus, and supportive financial regulation, but the situation is fragile amid weak buffers and exhausted policy tools. South Asia’s GDP is expected to contract 7.7 percent this year, by far the largest decline on record, but uncertainty around the forecast is substantial. The informal economy in South Asia has been hit hard. Many unorganized workers, self-employed people and microenterprises have experienced a large drop in earnings as the service sectors that were affected most by the lockdowns are dominated by informality. Informal workers and firms tend to have inadequate mechanisms for coping with short-term demand and supply interruptions due to limited savings and constrained access to finance. While the poor have suffered severely during the crisis, many informal workers in the middle of the income distribution have experienced the greatest drop in earnings. Most of them are not covered by social insurance. The crisis lays bare complicated structural problems in the informal sector that need to be addressed.
