This is the first English-language book to engage in a detailed, comprehensive and current study of policy analysis in Thailand. Providing a broad view of history, styles and methods, it examines policy analysis both within and beyond executive government, revealing the role of parties, the military and interest groups. It will be a valuable resource for policy analysis researchers and practitioners, and as a comparison with other volumes in the International Library of Policy Analysis series.

This book was released on 2020-12-07 with total page 548 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agricultural mechanization in Africa south of the Sahara — especially for small farms and businesses — requires a new paradigm to meet the needs of the continent’s evolving farming systems. Can Asia, with its recent success in adopting mechanization, offer a model for Africa? An Evolving Paradigm of Agricultural Mechanization Development analyzes the experiences of eight Asian and five African countries. The authors explore crucial government roles in boosting and supporting mechanization, from import policies to promotion policies to public good policies. Potential approaches presented to facilitating mechanization in Africa include prioritizing market-led hiring services, eliminating distortions, and developing appropriate technologies for the African context. The role of agricultural mechanization within overall agricultural and rural transformation strategies in Africa is also discussed. The book’s recommendations and insights should be useful to national policymakers and the development community, who can adapt this knowledge to local contexts and use it as a foundation for further research.

Book excerpt: Pesticide policy has a substantial impact on health and environment. More than 2,000,000 people are suffering from exposures and use of pesticide each year. It is extremely dangerous for human beings to continue polluting our planet by using pesticides in agriculture. Green Revolution policies caused many changes in agricultural and food systems in Thailand. It has the 48th largest land area in the world but it now ranks fourth in the use of pesticides and it is referred to as a chemical dump. Even though the number of pesticide victims is most likely understated in official statistics, the workers having unsafe blood cholinesterase in high levels is strong evidence that pesticide policy in Thailand needs to change. This capstone is based on guidelines for SIT0́9s Policy Advocacy course-linked papers that present a product relevant to a campaign. In this case the product is a policy paper based on secondary literature and primary data collected by interviewing Thai NGO leaders. The paper discusses the history and level of pesticide use in Thailand; examines the impact of pesticides by using data from both Thailand and other nations; describes the government policies in health, agriculture, and environment, both those which have supported the growth of pesticide use and those which are supposed to deter the negative impacts of that use; and provides a brief overview of the sustainable agriculture movement in Thailand and its alternatives to pesticides. It concludes by identifying six problems that need to be solved if pesticide use is to be reduced or eliminated and, for each, provides specific recommendations for changing current policies or creating new ones in different ministries and local government. The paper is written to inform and support the work of advocates such as the Alternative Agriculture Network (AAN) of Thailand in their campaigns to reduce pesticide use in Thailand. The main targets of pesticide reduction policy reform are the National Health Commission, in accordance to the National Health Act B.E. 2550(2007) and the Committee on Agriculture and Cooperative Development Policy and Planning, in accordance to the Agricultural Economics Act of B.E. 2522.

This book was released on 2017-05-08 with total page 392 pages. Available in PDF, EPUB and Kindle. Book excerpt: The mainstream agri-food system in Thailand has been shaped to aid capital accumulation by domestic and transnational hegemonic forces, and is currently sustained through hegemonic agri-food production-distribution, governance structures and ideational order. However, sustainable agriculture and land reform movements have to certain extents managed to offer alternatives. This book adopts a neo-Marxist and Gramscian approach to studying the political economy of the agricultural and food system in Thailand (1990-2014). The author argues that hegemonic forces have many measures to co-opt dissent into hegemonic structures, and that counter-hegemony should be seen as an ongoing process over a long period of time where predominantly counter-hegemonic forces, constrained by political economic structural conditions, may at times retain some hegemonic elements. Contrary to what some academic studies suggest, the author argues that localist-inspired social movements in Thailand are not insular and anti-globalisation. Instead, they are selective in fostering collaborations and globalisation based on values such as sustainability, fairness and partnership. Providing new perspectives on polarised politics in Thailand, particularly how cross-class alliances can further or frustrate counter-hegemonic movements, the book points to the importance of analysing social movements in relation to established political authority. It will be of interest to academics in the field of Politics and International Relations, Sociology, Development Studies and Asian Studies.

Book excerpt: Following recent price spikes, food policy will continue to be of crucial concern to developing countries for the foreseeable future. Governments are trying to manage their food issues, but would need critical economic policy analysis to do so appropriately. The aim of this invaluable book is to present economy-wide but detailed information that will facilitate state-of-the-art economic agricultural policy analysis in the light of future threats, and stimulate the formation of better policies for Indonesia's, Vietnam's as well as other countries' longer-term visions of food security, productivity and social welfare. The scope of the book is comprehensive, analysing a range of key food security issues (self-sufficiency, stocks and industry development), policies and futures, with unified presentation of several key and captivating commodity case-studies (rice, livestock and dairy). This is achieved through state-of-the-art evidence-based economic policy analysis, drawing at times on a mix of Asian countries' relevant experiences and hence having broader relevance.
